Proclamation
W�HERFf1S, Charles W� "tales" Heald has spent the past 40 years of his
career planning designing constructing, maintaining and operating transportation
systems for the state of Texas; and
WINEREAS, Mr. Heald joined the Texas Department oj' Transportation in
1969 as a Senior Engineering Assistant and served in various capacities until his
appointment as Executive Director in March 1998; and
WIHEREAS, throughout his tenure with TxDOT, Mr. Heald has been
honored with awards such as Young Engineer of the Year by the Abilene Chapter of the
Texas Society of Professional Engineers, the Meritorious Service Medal by the U. S.
Army Reserves and appointed as an of tial member of the `Brownwood Mafia'; and
WHEREAS, Mr. Heald's philosophy as Executive Director has been that
maintenance, safety and congestion are the core issues for Texas roadways; and
WHEREAS, recently Mr. Heald's assistance and guidance in securing the
funding for the gunnel"project for the State Highway 7 74/ 727 corridor was essential
to the continued growth and economic development success of the North Texas region; and
WIHEREAS, the czti�Zens, Mayor and employees of the Town of Trophy Club
wish to sincerely thank Mr. Heald for assisting in the transportation needs of Trophy
Club and the state of Texas by declaring Friday, August 17, 2001 as
