Parks and Recreation Board Meeting Monday, August 21, 2023 Page 1 of 3 TOWN OF TROPHY CLUB PARKS AND RECREATION BOARD MINUTES MONDAY, AUGUST 21, 2023; 7:00 P.M. The Trophy Club Parks and Recreation Board met in a Regular Session on Monday, August 21, 2023 . The meeting was held at Town Hall, 1 Trophy Wood Drive in the Council Chambers. BOARD MEMBERS PRESENT: Dean Murray Chairperson Wendie Bailey Vice Chairperson Tracey Hunter Secretary Robert Ferguson Board Member Patrick Schrein Board Member Stephanie Presley Board Member STAFF PRESENT: Patrick Arata Interim Town Manager and Chief of Police Ronnie Angel Interim Director of Parks and Recreation Daniel Wilson Senior Administrative Assistant for Parks and Recreation Tim Ready Recreation Coordinator CALL TO ORDER AND ANNOUNCE A QUORUM Chairperson Murray called the meeting to order at 7:00 p.m. and noted a quorum with all Board Members present. PUBLIC COMMENTS No Public Comments were made. REGULAR SESSION 1. Discuss and take appropriate action regarding the approval of the Parks and Recreation Board meeting minutes dated July 27, 2023. Board member Bailey motioned to approve the Parks and Recreation Board meeting minutes dated July 27, 2023. Board member Shrien seconded the motion. Chairperson Murray called for a vote. The motion passed unanimously (6-0). 3. Discuss and take appropriate action regarding the installation of pickleball courts. Board member Shrien provided the Board with an update from the Parks Improvements Subcommittee regarding pickleball. Board member Shrien noted that it was the subcommittee’s recommendation to the Board that a new facility be constructed in the tract of land due East of the current Town Hall building as to note subtract from existing park amenities and availability. Secretary Hunter motioned to continue moving forward installing the pickleball courts near Town Hall. Board member Ferguson seconded the motion. Chairperson Murray called for a vote. The motion passed unanimously (6-0). 2. Discuss and take appropriate action regarding the ongoing Community Pool Capital Improvement Project. Interim Director Angel introduced Mr. David McCaskill of Halff & Associates who presented the potential additions and alterations to the Phase II plan. Discussion included the new slide tower and party room to be installed. No action was taken. 4. Discuss and take appropriate action to create a Trophy Club Park subcommittee. Parks and Recreation Board Meeting Monday, August 21, 2023 Page 2 of 3 Senior Administrative Assistant Wilson remarked that the board had requested this item to be added to the agenda at the previous board meeting. Chairperson Murray commented on the park’s potential as an amenity and revenue source for the Town and advocated for the creation of a subcommittee to help foster future improvements. Vice Chairperson Bailey motioned to create a Trophy Club Park subcommittee. Board member Shrien seconded the motion. Chairperson Murray called for a vote. The motion passed unanimously (6-0). Chairperson Murray appointed Board member Shrien, Vice Chairperson Bailey, and himself to be members of the subcommittee. 5. Discuss and take appropriate action regarding the replacement of fencing around the Trophy Club Park garden area. Recreation Coordinator Ready presented the Board with two options to replace the current fence around the garden area at Trophy Club Park. Recreation Coordinator Ready remarked that the fence is currently in disarray and needs to be replaced as soon as possible. Vice Chairperson Bailey petitioned the use of funds for the replacement of the fence. Board member Ferguson motioned to install the white picket fence. Vice Chairperson Bailey seconded the motion. Chairperson Murray called for a vote. The motion passed unanimously (6-0). 6. Discuss and take appropriate action regarding the addition of fencing around the Harmony Park basketball court. Interim Director Angel presented ariel photos of the basketball court at Harmony Park and relayed that when player loose control of their basketballs while on the court, they often roll down the hill and disrupt and soccer games taking place on the nearby fields. Interim Director Angel suggested the installation of a fence around the Eastern side of the court to prevent future disruptions. Vice Chairperson Bailey motioned to install a fence around the basketball court at Harmony Park. Board member Shrien seconded the motion. Chairperson Murray called for a vote. The motion passed unanimously (6-0). 7. Future agenda items from the Parks and Recreation Board. Items noted for the next Parks and Recreation Board meeting included: a) Update from Parks Improvement Subcommittee regarding Pickleball b) Update from the Trophy Club Park subcommittee ANNOUNCEMENTS AND REPORTS Senior Administrative Assistant Wilson provide the Board with the following updates: • The basketball and tennis/pickleball courts at Harmony Park will be resurfaced following the completion of the fencing project to match the existing surfaces at Independence Park West. • The Community Pool has changed its hours of operation as the staff returns to school. The Splash Pad will open at 10:00 AM and the Pool will open at 11:00 AM, both of which will close at 7:00 PM. The Community Pool will only be open on weekends until September 5th, 2023. • The Community Pool is set to host a “Dive-In” Movie on September 2nd, 2023, featuring Disney’s new The Little Mermaid. The film will begin at 8:00 PM and regular pool rules and admission rates will apply. • Taste of Trophy Club, previously rescheduled due to rain, will be held at Independence Park East on Friday, September 15, 2023, from 6:00 PM to 10:00 PM. Th event will feature two headlining bands and several food and drink options from local restaurants. • Pet Fest is scheduled for October 7, 2023, from 9:00 AM to 11:00 AM at Freedom Dog Park and will feature several dog and pet-related vendors. • Adult sports leagues, such as Kickball and Bocce Ball, will be closing registration shortly. Residents are encouraged to visit the Town’s website to register for leagues or reach out to the Parks & Recreation Department.
