Parks and Recreation Board Meeting Monday, April 17, 2023 Page 1 of 4 TOWN OF TROPHY CLUB PARKS AND RECREATION BOARD MINUTES MONDAY, APRIL 17, 2023; 7:00 P.M. The Trophy Club Parks and Recreation Board met in a Regular Session on Monday, April 17, 2023 . The meeting was held at Town Hall, 1 Trophy Wood Drive in the Council Chambers. BOARD MEMBERS PRESENT: Dean Murray Chairperson Stacey Bauer Vice Chairperson Robert Ferguson Board Member Patrick Schrein Board Member Wendie Bailey Board Member BOARD MEMBERS ABSENT: Tracey Hunter Secretary Stephanie Presley Board Member STAFF PRESENT: Tony Jaramillo Director of Parks and Recreation Daniel Wilson Senior Administrative Assistant CALL TO ORDER AND ANNOUNCE A QUORUM Chairperson Murray called the meeting to order at 7:01 p.m. and noted a quorum with five Board Members present. PUBLIC COMMENTS Chairperson Murray confirmed there were no speakers registered for Public Comment. ANNOUNCEMENTS AND REPORTS 1. Provide an update regarding ongoing Town Parks Projects (T. Jaramillo). Director Jaramillo presented a portion of the 2023 Parks and Recreation Comprehensive Master Plan that was shared with the Town Council and outlined the current conditions and potential future improvements to various parks and facilities throughout the Town. This presentation included: 1. An overview of Harmony Park’s current features and facilities. Director Jaramillo made note that the monument sign, currently in disrepair, would be replaced soon with a structure similar to the existing monument signs at Independence Park East and West. Director Jaramillo also presented the proposed pickleball courts that would be added to the park attached to the existing tennis courts. Board Member Ferguson inquired about the number of pickleball courts to be installed. Director Jaramillo explained that the current plans would bring four new courts to the park. Additionally, these courts would have lighting for evening play and be fenced off. 2. An overview of Independence Park East and West’s current features and facilities. Director Jaramillo detailed future recommendations, including improving the overall infrastructure of Independence Park East to better accommodate the large community events that are hosted at the park every year. Additional improvements included installing new batting cages at Independence Park East and replacing the existing plant material in the flower beds. Vice Chairperson Bauer asked for clarification on the football field depicted in the slide presentation. Director Jaramillo explained that should the fields ever be converted to synthetic turf, the addition of a painted football field in the outfield would provide the youth football league with an additional practice space. Director Jaramillo explained that future improvements include the replacement of the wrought iron fence surrounding the property, repainting of the facility infrastructure and the replacement of the monument sign. Director Jaramillo also announced the completion of the repainting of the splash pad features and the ongoing progress of the replacement of the pump room mechanics. 4. An overview of Freedom Dog Park’s current features and facilities. Director Jaramillo listed the future improvements, including the addition of a large, rentable pavilion structure, a monument sign, lighting within the interior of the park, upgrading the rainwater grading through the park and connecting the existing sidewalk to the entrance of Trophy Club Park. 5. An overview of the Town’s Medians’ current features. Director Jaramillo detailed future improvements to redesign and install new plant material to reduce seasonal color changes and enhance the Town’s main entrances to allow for the decoration of the trees during the holiday festivities. 6. An overview of Trophy Club Park’s current features and facilities. Director Jaramillo presented future improvements, including upgrading the park entrance, designing and installing a new botanical garden, implementing overnight camping, updating all picnic areas with new shade structures, and constructing a new kayak ramp. Director Jaramillo also presented representations of a new park entrance and parking lot, as well as a new boat ramp and parking lot to host future events. Vice Chairperson Bauer brought to the attention of the Board the growing concerns and complaints regarding the lack of staffing at the park on the weekends. Director Jaramillo noted that the Gate Attendant position was posted earlier the same day, and that staff have been scheduled to assist at the gate on weekends until the position is filled. 7. An overview of the Department’s current and potential future programs, events, and activities, including various senior activities such as a walking club. 2. Provide an update on ongoing Recreation Programs and Events (T. Jaramillo). Senior Administrative Assistant Wilson updated the board on past and future community events. 1. EGGstravaganza was held at Independence Park East on Saturday, April 8th. The event featured 17,000 easter eggs distributed amongst four age groups. The Easter Bunny made an appearance and was available at the photo booth. Senior Administrative Assistant Wilson thanks the event’s sponsors; Lantzy’s Children Dentistry and FiberFirst. 2. An Arbor Day Ceremony will be held on Friday, April 28th at 8 a.m. at Independence Park East, where a tree will be planted to commemorate the national movement in collaboration with the Trophy Club Rotary. All community members, including the Parks Board, are invited to attend. 3. Taste of Trophy Club will be held at Independence Park East on Saturday, April 29th from 6 p.m. to 10 p.m. A collection of nine local restaurants with a variety of cuisines will be available, as well live music from two bands and activities for younger children. Beer and wine sales will also be provided by Blue 22 Sports Grill. Board Member Ferguson asked where the food trucks would be placed as their placement last year created issues with overcrowding. Director Jaramillo responded that Staff is currently contemplating mimicking the layout of the Fourth of July event, both in terms of the food truck placement and the live entertainment placement. 4. A POW/MIA Ceremony will be held at the Veterans Memorial at Independence Park West on Saturday, May 20th from 10 a.m. to 11 a.m. This ceremony will feature the unveiling of the new POW/MIA monument placed at the park, as well as guest speakers from families and loved ones of POWs and MIAs. 5. Summer Celebration will take place at Independence Park East on Friday, May 26th from 6:30 p.m. to 10:30 Parks and Recreation Board Meeting Monday, April 17, 2023 Page 3 of 4 p.m. The event will feature 600 free meals from In-N-Out Burger and a free movie of the new DreamWorks movie Puss in Boots: The Last Wish at 8:45 p.m. 6. The Trophy Club Fourth of July Celebration will take place on Tuesday, July 4th at various locations throughout the Town. From 7 a.m. to 9 a.m., the Patriot 5K and Fun Run will take place in the BNHS parking lot. Registration for the 5K and Fun Run is now open and is available on the Trophy Club website. Starting at 9:30 a.m., the Parade of Patriots will take place along the same route the parade has taken in years past. Registrations for floats will open on June 1st. From 6 p.m. to 10:30 p.m., the Firework Celebration will take place at Independence Park East and will feature various vendors, activities and bounces houses, and live music performed by LIMELIGHT. The festivities will conclude with the fireworks show scheduled to begin at 9:40 p.m. Senior Administrative Assistant Wilson also updated the board on summer programming. 1. Registration for summer programming, including the Summer Adventure Camp, swim lessons, swim team, and pool memberships, opened for Trophy Club residents on March 30th and for non-residents on April 6th. The Summer Adventure Camp is currently sold out and only accepting waitlist applications. Board Member Bailey inquired about Roanoke residents being able to purchase memberships for the community pool. Senior Administrative Assistant Wilson responded that the community pool is a resident-only pool and is only open to Trophy Club residents and their accompanied guests. It was decided that future consideration for allowing non-Trophy Club residents to use the pool would be tabled for discussion with the Parks Improvement Sub-Committee. 2. Seasonal staffing has shown promising trends leading into the summer season. Recreation Coordinator Ready has already held one lifeguard-training class and is preparing several more to prepare the pool staff for the summer. Summer Camp staff is nearly fully staffed, though applications are still open for the Assistant Camp Director position. Vice Chairperson Bauer asked about the pay rates for seasonal staff. Senior Administrative Assistant Wilson noted the compensation study completed by the Town and assured the board that all seasonal staff will receive their new pay rates this season. 3. The Commission for Accreditation of Park and Recreation Agencies (CAPRA) Subcommittee met on March 30th to discuss the schedule and plans for completing out application for review. Senior Administrative Assistant Wilson commented that while the department is still dedicated to completing the CAPRA Accreditation, the focus of the department’s resources has been shifted elsewhere for the time being. No future meeting date has been set yet. 4. Senior Administrative Assistant Wilson presented a fee comparison chart for the community pool, including the rates for various entries and rentals from pool facilities in neighboring cities. He noted that these fees would be considered after the completion of the community pool CIP project to increase the current rates at the community pool. REGULAR SESSION 1. Discuss and take appropriate action regarding the approval of the Parks and Recreation Board minutes dated February 27, 2023. (T. Jaramillo) Vice Chairperson Bauer made a motion to approve the Parks and Recreation Board minutes dated February 27, 2023. Board Member Ferguson seconded the motion. Discuss and take appropriate action on the approval of implementing an annual POW/MIA Ceremony at the Veterans Memorial Park (T. Jaramillo). Director Jaramillo presented that, in collaboration with the Metroport Veterans Association, the Town would host a POW/MIA Ceremony at the Veterans Memorial Park on May 20th to dedicate the new POW/MIA monument. It was also discussed hosting the event on an annual basis, dated for the third Friday of September each year, dedicated as the National POW/MIA Recognition Day. The Town already has all the required supplies to host the event. Vice Chairperson Bauer motioned to implement an annual POW/MIA Ceremony at the Veterans Memorial Park. Board Member Shrien seconded the motion. Chairperson Murray called for a vote. The motion was approved unanimously (5-0). 3. Discuss and take appropriate action to create a Parks Improvement Subcommittee (T. Jaramillo). Chairperson Murray expressed his appreciation for the creation of the Parks Improvement Subcommittee, citing the help it would bring Director Jaramillo and the Staff in determining the best course of action to improve the park system in Trophy Club. Chairperson Murray motioned to create a Parks Improvement Subcommittee and appoint Board Member Bailey, Board Member Shrien, and Chairperson Murray to the subcommittee. Vice Chairperson Bauer seconded the motion. Chairperson Murray called for a vote. The motion was approved unanimously (5-0). Chairperson Murray stated the next Parks and Recreation Board meeting is scheduled for June 12, 2023.
