Explanation: The Town has received a formal proposal from GSBS Architects for design and engineering services for development of a new Trophy Club Police facility. The Town Council previously accepted the Facilities Planning Report on October 7, 2013 that was prepared by GSBS. The report detailed the necessities for a police facility that would last 30 – 40 years accounting for department growth, community build-out and expectations, technological and environmental efficiencies, etc. The RFP outlines a project timeline that anticipates a June 2014 construction start date, contingent upon property purchase negotiations. For over 35 years, we’ve gone beyond Architecture, offering our clients Interior Design, Landscape Architecture, Sustainable Design Consulting and Planning as part of our core architecture services. Certified urban planners offer Economic Development Planning and Fiscal Analysis services. Our Architectural Illustrators ensure our drawings, renderings and models are an accurate graphic representation of the final project. These illustrators also have the ability to prepare interior and exterior animations. Finally, through our unique in-house Energy Engineer—who can help identify ways to meet energy efficiency and carbon reduction targets—we offer an advantage most architectural firms can’t: a truly integrated design approach that considers long-term operating costs. This approach allows us to merge all design aspects, resulting in a valuable facility for our client. Town Council Page 40 of 85 Meeting Date: Monday, November 18, 2013 [ PROPOSAL | TROPHY CLUB POLICE STATION ] ONE | Firm Introduction MUNICIPAL EXPERIENCE Thanks to the diverse nature of GSBS’ project portfolio—because we are not a ‘specialty niche firm’—we have a broad understanding of the design requirements of many facility-types. We have worked with over 40 municipalities and government agencies in recent years—a testament to our success in meeting or exceeding our municipal clients’ expectations. And our portfolio includes a variety of facility types including Public Safety Facilities, City Halls, Fire Stations, Recreation Centers, Libraries, Courts, Conference Centers, Parks and Animal Shelters. Our extensive portfolio of civic projects gives us a unique understanding of how municipal buildings represent civic stability, safety and security to the community. These facilities are very user-oriented, and should seek to provide quality, inviting spaces that allow interaction with visitors without compromising employee safety and efficiency. They can help create the partnerships that bind a community together, and provide access to community volunteers to supplement the often-limited staffing capabilities of municipalities. These facilities provide the opportunity to make City operations “transparent” to all. Town Council Page 41 of 85 Meeting Date: Monday, November 18, 2013 [ PROPOSAL | TROPHY CLUB POLICE STATION ] DESIGN PHILOSOPHY Our philosophy is simple—to create ‘Evolved Places and Spaces’. To evolve means ‘to come forth gradually into being’. For GSBS, that means collaborating with each client to gradually develop a design that meets their specific needs and creates a sense of ‘place’. In few other places is this goal as important as it is in municipal design—where evolved facilities create inviting spaces that improve productivity, encourage efficiency and provide safety to staff and visitors. Well- designed public spaces promote staff and visitor communication. Beautiful buildings create a personality, set a mood and enliven a space in order to establish a sense of place. These attributes create a City that is more than just a group of buildings, but becomes a true sensory experience. This, along with quality service and recreational offerings, translates into Cities that attract and retain residents and businesses. We design every facility with the goal of being: MORE VALUABLE When you’re investing finite resources into a project, it’s important to know that you’re getting the greatest value out of every dollar you spend. MORE LIVABLE Better use of natural light, open spaces, functional adjacencies and air flow translates into healthier employees, a collaborative environment and increased productivity. MORE RESPONSIBLE Wise design and material choices create environmentally-friendly spaces. Building layouts and efficient space plans decrease building footprints. The use of regional materials benefits the local economy. MORE AESTHETIC Great design should inspire. When you walk into one of our buildings, you will feel like you are in a special, well thought-out space. This approach allows us to merge all design aspects. This means a facility that considers our client’s immediate and long-term needs, and the building’s operation and maintenance costs and sustainability. ONE | Firm Introduction Town Council Page 42 of 85 Meeting Date: Monday, November 18, 2013 [ PROPOSAL | TROPHY CLUB POLICE STATION ] LEED INNOVATORS In 1998, GSBS began to work with the U.S. Green Building Council in the creation of the Leadership in Energy and Environmental Design (LEED®) rating system. Through this work, GSBS was able to certify the 2002 Olympic Speed Skating Oval as one of the first 13 LEED pilot projects. We continue to embrace LEED design, with a portfolio of over 33 LEED projects built or in design—with construction cost in excess of $544 million. As a matter of fact, we are listed on ENR’s Top Green Design Firms list, which features the top 100 green design firms in the nation. TREND SETTING DESIGN: NET ZERO As we strive for the most efficient buildings, we push the limit—with Net Zero design. Net Zero is a building with zero net energy consumption and zero carbon emissions annually. Zero energy buildings generates enough energy for their use and can be independent from the energy grid supply. The Salt Lake City Public Safety Building has been designed to achieve a net zero demand on utility consumption—incorporating wind turbines, photovoltaic panels, geothermal energy, light harvesting and LED lighting. It will also utilize a “misting” fire suppression system and 100% renewable finishes.
