CALL TO ORDER AND ANNOUNCE A QUORUM
PUBLIC COMMENTS
This is an opportunity for citizens to address the Board on any matter. The Board is not
permitted to discuss or take action on any presentations made to the
Board. Presentations are limited to matters over which the Board has
authority. Speakers have up to four (4) minutes or the time limit determined by the
presiding officer. Each speaker must complete the Speaker’s Form that includes the
topic(s) to be presented. You may also email Tjaramillo@trophyclub.org
REGULAR SESSION

Take action regarding the approval of the Parks and Recreation Board minutes dated
September 20, 2021.
2.Discuss and provide updates regarding Parks projects.
3.Discuss and provide updates regarding Recreational programs and events.
4.Discuss and receive recommendations on creating a new Community Event.

PARKS AND RECREATION BOARD MINUTES
MONDAY, September 20, 2021; 7:00 PM
The Trophy Club Parks and Recreation Board met in a Regular Session on Monday, September 20, 2021.
BOARD MEMBERS PRESENT:

CALL TO ORDER AND ANNOUNCE A QUORUM
Chairperson Murray called the meeting to order at 7:00 PM and noted a quorum with Vice Chairperson Bath, Board
Members Bailey, Hunter, Ferguson.
PUBLIC COMMENTS
Prior to Chairperson Murray confirming if there were speakers registered for public comment, he recognized previous board
members Nimphius, Bone and Stout for their hard work. Chairperson Murray continued and explained that the Parks and
Recreation Board’s as an advisory board and provide advice to the Town Council and the Parks and Recreation Director.
Murray explained that the board is not a governing body, however, an advisory board which recommends on various
improvement programs. Murray Continued by reading the boards role as written on the towns website and ended by stating
that decisions are made by Town Council and the Parks and Recreation Director.
Director Jaramillo introduced himself and explained that the Parks and Recreation department consistently implements
various ideas with citizens in mind and safety being their priority. Director Jaramillo introduced his team, Town Manager
Carroll, and Town Secretary Leticia Vacek.
Chairperson Murray confirmed there were no speakers registered for Public Comment.
New Board Members Hunter, Bailey and Ferguson were sworn in by Town Secretary Vacek.
REGULAR SESSION
Take action regarding the approval of the Parks and Recreation Board minutes dated July 19,
2021.
Chairperson Murray asked if board members had reviewed the revised minutes from July 19,
2021. Chairperson Murray asked if any changes were needed, and none were indicated.
Chairperson Murray asked for a motion. Vice Chair Bath moved to approve the minutes dated July 19,

2021, seconded by Board Member Hunter.
Chairperson Murray called for a vote. Motion was approved unanimously (5-0).
Discuss and provide updates regarding Parks projects.
Parks items provided by Director Jaramillo included:
1. An update of the 2021 Citizen Survey. Director Jaramillo stated that the survey reflected how
much the town’s parks were utilized by citizens and received a high rating. However, additional
adult recreational leagues were needed, and the Parks and Recreation team will be looking into
options for the following year. The survey stated that 95 percent of the citizens who submitted
the survey felt that the sports fields were heading in the right direction.
Director Jaramillo informed the Board that NISD is scheduled to install tennis courts at Medlin
Middle School the following year and is going to wait until they are installed to reevaluate how
many pickleball courts should be installed at Independence Park as they will be available to the
public then provide a recommendation to Town Council.
2. Jaramillo explained that the Town’s pickleball court installation project was put on hold to
strategically determine how the new Medlin tennis courts will alleviate the towns courts usage.
This will assist Director Jaramillo on recommending to the Town Council on how many pickleball
courts should be installed.
3. Director Jaramillo informed the Board that Trophy Club Park was one of the most visited parks
and was excited to have been awarded a grant to remove the driftwood that has been
accumulating because of flooding activity.
4. Director Jaramillo introduced Volunteer, Patrick Shrein and appreciated his dedication and time
spent at Trophy Club Park.
Discuss and provide updates regarding Recreational programs and Events.
Recreational items provided by Recreation Superintendent Haye
1. Parks and Recreation staff and Dynamic Discs partnered and provided a Disc Golf Clinic at Trophy Club Park and
was a success.
2. Water Aerobics at the Community Pool was successful and will continue to offer this program moving forward.
3. Goat Yoga continues to be popular and is held at Independence Park East.
4. Bocce Ball and Kick Ball Leagues registrations were open, and the leagues were underway.
5. Pet Fest was scheduled for October 2nd
6. A Clean-up Day is scheduled for Trophy Club Park and a date has not been determined.

Consider appointment of a Parks and Recreation Board Vice Chairperson and Parks and Recreation Board Secretary.
Chairperson Murray informed the Board that a new Vice Chair and Secretary needed to be appointed. The Board
unanimously voted for Tom Bath to be the Parks and Recreation Vice Chair and Tracy Hunter on being the Parks and
Recreation Secretary.
Discuss playground replacement located at Independence Park West
Director Jaramillo informed the Board that the existing playground at Independence was installed in 2003 and had Fibar
(wood chips) as a surface. Jaramillo continued and stated that the components to the playground were obsolete and the
reason this item was presented to the Board is to receive their input on two different playgrounds. Director Jaramillo will
then provide the Council with a final recommendation on which playground to move forward with.
Chairperson Murray wanted to ask the Board before adjourning the meeting on how often the Board
should meet. Murray stated that he thought the Board should meet every other month and requested for
a motion. Vice Chair Bath stated made the motion to meet on a standing basis every other month on an as
needed basis when required. Board Member Hunter seconded the motion. The vote passed unanimously.
Chairperson Murray stated the next Parks and Recreation Board meeting be on November 8, 2021.
ADJOURN
Chairperson Murray adjourned the meeting at 8:00PM.
