Higher Priority, Higher Satisfaction
These are the items that residents view
as high priorities and are satisfied with.
Items in this category should be
considered Trophy Club’s
most valued strengths.
Lower Priority, Higher Satisfaction
This quadrant represents services that
residents are satisfied with but are believed
to be lower priorities. While items in this
quadrant can be considered successes with
certain niche groups, for most, they are
not the most important issues.
Lower Priority, Lower Satisfaction
Items in this category are low-priority items for
residents and so lower performance here is not
a critical issue for them. Some of these items
may be raised by a vocal minority of residents
but, for the most part, focusing a lot of attention
on them will have a minimal impact on
improving overall attitudes.
Higher Priority, Lower Satisfaction
Items falling into this category should be
viewed as priorities for improvement.

Higher Priority, Higher Satisfaction
These are the items that residents view
as high priorities and are satisfied with.
Items in this category should be
considered Trophy Club’s
most valued strengths.
Lower Priority, Higher Satisfaction
This quadrant represents services that
residents are satisfied with but are believed
to be lower priorities. While items in this
quadrant can be considered successes with
certain niche groups, for most, they are
not the most important issues.
Lower Priority, Lower Satisfaction
Items in this category are low-priority items for
residents and so lower performance here is not
a critical issue for them. Some of these items
may be raised by a vocal minority of residents
but, for the most part, focusing a lot of attention
on them will have a minimal impact on
improving overall attitudes.
Higher Priority, Lower Satisfaction
Items falling into this category should be
viewed as priorities for improvement.
These are the items that residents feel
are high priorities and that Trophy Club
could be doing better with.

Re: The appointment of a Parks and Recreation Board Vice Chairperson and Secretary
Date: Parks and Recreation Board Meeting, September 20, 2021
Agenda Item:
Consider appointment of a Parks and Recreation Board Vice Chairperson and Parks and
Recreation Board Secretary.
Strategic Link:
This item relates primarily to the following strategic priorities and goals of the Town’s strategy
map.
Maintain Town assets, services and codes of ordinances that preserve the natural beauty of the
Town
Background and Explanation:
At the July 19, 2021, Parks and Recreation meeting, the Parks and Recreation Board Chair, Vice
Chair and one Board member resigned from their seats. At the July 27, 2021, Council meeting,
Town Council selected three new Board members resulting in the three vacant seats to be filled.
However, a Vice Chair and Secretary need to be selected among the Board members as Board
Member/Secretary Murray was designated Chairman of the Parks and Recreation Board.

Re: Discussion of playground replacement located at Independence Park West
Date: Parks and Recreation Board Meeting, September 20, 2021
Agenda Item:
Discuss and provide input to Town Staff regarding the replacement of the playground equipment
located at Independence Park West with an accessible playground.
Strategic Link:
Improve the aesthetic and recreational value of the Town
Background and Explanation:
The current playground located at Independence Park West was installed in 2003. Most of the
playground components are no longer manufactured and poses a challenge if repairs are needed.
Additionally, the wood chips (fibar) material utilized as a surface will be replaced with a rubber
surface, like what was installed at Harmony Parks newest playground. The playground wood
chips are applied annually; the potential cost to apply new wood chips at Independence Park
West is approximately $2000 - $2500 annually.
Financial Considerations:
Staff obtained two estimates from vendors and will be requesting to utilize Parkland
Dedication Funds for the purchase of the new playground. There is approximately
$550,000 available in Parkland Dedication Funds.
Gametime – Total Recreation Products - $176,277.83 (potential grant available of
approximately $42,000)
Playground Solutions of Texas - $149, 951.12
