REGULAR SESSION 1.Consider and take action regarding the approval of the Parks and Recreation Minutes dated March 8, 2021.  2.Discuss and provide recommendation on making the Community Pool available to those residing outside of Trophy Club. 3.Discuss and provide and update on the Parks and Recreation Schedule of fees ADJOURN *THE BOARD MAY CONVENE INTO EXECUTIVE SESSION TO DISCUSS POSTED ITEMS AS ALLOWED BY THE TEXAS OPEN MEETINGS ACT, TEXAS LOCAL GOVERNMENT CODE 551.071. Parks and Recreation Board Monday, March 8, 2021 Page 1 of 3 TOWN OF TROPHY CLUB PARKS AND RECREATION BOARD MINUTES MONDAY, MARCH 8, 2021; 7:00 PM The Trophy Club Parks and Recreation Board met in a Regular Session on Monday, March 8, 2021. BOARD MEMBERS PRESENT: Tiffany Nimphius Chairperson Mindi Bone Vice Chairperson Dean Murray Secretary Tom Bath Board Member Greg Fox Board Member Steve Babineaux Board Member BOARD MEMBERS ABSENT: David Stout Board Member STAFF PRESENT: Tony Jaramillo Director of Parks and Recreation Kaitlin Keller Aquatics and Recreation Specialist CALL TO ORDER AND ANNOUNCE A QUORUM Chairperson Nimphius called the meeting to order at 7:00 PM and noted a quorum with Vice Chairperson Bone, Board Members Murray, Bath, Fox, and Babineaux PUBLIC COMMENTS Chairperson Nimphius confirmed there were no speakers registered for Public Comment. REGULAR SESSION Consider and take appropriate action regarding the approval of the Parks and Recreation Board minutes dated September 21, 2020. Chairperson Nimphius asked if board members had reviewed the revised minutes from September 21, 2020. Chairperson Nimphius asked if any changes were needed, and none were indicated. Chairperson Nimphius asked for a motion. Board Member Bone moved to approve the minutes dated September 21, 2020, seconded by Board Member Bath. Chairperson Nimphius called for a vote. Motion was approved unanimously (6-0). Discuss and provide updates regarding Parks and Recreation projects and ongoing recreational programs and events. (T. Jaramillo) Parks and Recreation Board Monday, March 8, 2021 Page 2 of 3 Recreation items discussed (Aquatics and Recreation Specialist) included: 1. Staff is researching the possibility of offering additional programs at the community pool. 2. There is a possibility of TAAF allowing for swim teams to participate in the swim meets this year. 3. Swim Lessons at the community pool will be available this year through American Red Cross Learn to Swim 4. Seasonal positions will be posted during the week. 5. Staff implemented CivicRec software and went live January 1, 2021 for all memberships within the Parks and Recreation Department 6. Eggtsravaganza will be held April 3, 2021. Photos with the Easter Bunny and goody bags with prefilled eggs will be handed out to all children. Park items discussed (Director Jaramillo) included: 1. Winter storm damage repairs were performed at Harmony Park, Independence Park received more damage compared to other facilities, however repairs are currently being made. 2. Sports Agreements are being revised by the Parks and Recreation Director and plan to take them to Council for approval in April. 3. Pickleball consultant estimates were provided to staff. Staff will select a qualified consultant and move forward with a study for pickleball court installation study. 4. Various grants for Trophy Club Park will be available such as boat ramp installation, local park grant and Off- highway vehicle program. Staff will continue to research the grants. 5. Parks and Recreation Department has taken on the Virtual Fun Run and selling shirts as part of the program. 6. Staff continues to research at what capacity level opening the community pool. 7. Staff continues practicing safety measures by disinfecting high touch points throughout our parks system. Board Member Babineaux asked about discussing the Fees Schedules within the Parks and Recreation Department Chair Nimphius mentioned that a committee should be created in order to discuss such fees with staff. Board Members Murray, Bone and Babineaux were volunteered and were selected as the committee. Board Member Fox asked about the boat ramp grant and where would be a good location for a second ramp at Trophy Club Park. Director Jaramillo responded and mentioned one location would be near picnic table 12 as it this area seems to have been utilized as a boat ramp. However, various studies will need to be made prior to selecting such area. Board Member Murray asked if scheduled fee’s can be provided at the committee meeting, Director Jaramillo responded and mentioned that a history of the fee schedule will be provided at the meeting. Board Member Fox followed with a question and asked how old the current sports agreements were, Director Jaramillo replied and said they were renewed in 2019. Board Member Fox asked if the intention was to raise the fees in which Director Jaramillo responded by saying it was his intention to do so. Board Member Fox stated that he would be in favor of raising fees because of the amount of wear and tear on the fields. Discussion of various sports field upkeep took place. Director Jaramillo provided an update on the sports sponsorship program and mentioned that Greater Northwest Soccer Association is interested in partnering with the town and assist in a sponsorship program for Harmony Park in an attempt to raise funds for Capital Improvement Projects. Parks and Recreation Board Monday, March 8, 2021 Page 3 of 3 Chairperson Nimphius reminded the board that there will not be an October Parks and Recreation Board meeting; next meeting will be in November and should be an in-person meeting at Town Hall. Strategic Link: Background and Explanation: It was decided in 2016 for the Town’s Community Pool facility to be available to residents only in an attempt not to exceed the facilities maximum capacity. Staff would like to request for the Community Pool Facility to be available to the general public once again in order to improve the ratio between expenditures and revenues. Should it be recommended to open the pool facility to the general public, staff will continue to provide its many programs it offers today such as swim lessons, swim team, and party rentals. Financial Considerations: N/A Legal Review: Not applicable Sub-Committee Recommendation: Not applicable Staff Recommendation: Staff recommends moving forward with providing the Community Pool facility to the general public and revise the fee schedule as recommended. Background and Explanation: The Parks and Recreation schedule of fees was revised in 2019. Staff will provide an updated Parks and Recreation Schedule of Fees to the Parks and Recreation Board for consideration in an attempt to improve the ratio between expenditures and revenues. Additionally, an updated fee schedule will assist by keeping pace with inflationary figures such as materials and supplies. A reasonable differential rate for various fees will consistently be applied for those services that non-residents.
