PARKS AND RECREATION BOARD MINUTES
THURSDAY, NOVEMBER 19, 2020; 7:00 PM
The Trophy Club Parks and Recreation Board met in a Regular Session on Thursday, November 19, 2020 at 7:02 PM.

CALL TO ORDER AND ANNOUNCE A QUORUM
Chairperson Nimphius called the meeting to order at 7:02 PM and noted a quorum with Vice Chairperson Bone, Secretary
Murray, Board Members Bath, Fox and Babineaux.
PUBLIC COMMENTS
Chairperson Nimphius confirmed there were no speakers registered for Public Comment.
REGULAR SESSION
2020-349-T Consider and take appropriate action regarding the approval of the Parks and Recreation Board
minutes dated September 21, 2020.
Chairperson Nimphius asked if board members had reviewed the revised minutes from September 21, 2020.
Chairperson Nimphius asked if any changes were needed and none were indicated.
Chairperson Nimphius asked for a motion. Board Member Bath moved to approve the minutes dated
September 21, 2020, seconded by Board Member Fox.
Chairperson Nimphius called for a vote. Motion was approved unanimously (6-0).
OATH OF OFFICE:
Town Secretary Vacek administered the Oath of Office to Chairperson Nimphius and Vice Chairperson Mindi Bone, Board
Members Murray and Babineaux (new and reappointed Board Members).

Chairperson Nimphius asked that agenda item 2020-353-T (Discuss and provide direction on the installation of dedicated
pickleball courts) be the first topic of discussion. Agenda item 2020-351-T (Discuss and provide updates regarding projects
at town parks) will be the 2nd agenda item. Agenda item 2020-352-T (Discuss and provide updates regarding ongoing
recreational programs/events) will be the 3rd agenda item. There was no objection to the change in agenda items.
2020-353-T Discuss and provide direction on the installation of dedicated pickleball courts.
Citizen presentation by Joy Macci, 5 Crestwood Drive, Trophy Club, who is the tennis and pickleball pro in Trophy Club.
She discussed how pickleball is booming locally and that it can be complimented with sharing tennis play along with
pickleball. She is certified in both tennis and pickleball and stated that she would be available if needed.
Pickleball items discussed (Director Jaramillo) included:
1. Pickleball facts and highlights with growth rates provided. Trophy Club play is split on Town courts between
tennis and pickleball, with approximately 60% pickleball and 40% tennis.
2. Two (2) options were provided as potential locations for new designated pickleball courts. Option A is located at
Independence Park East, where the current t-ball fields reside, with the possibility of eight (8) courts. Option A
would allow for sanctioned and non-sanctioned pickleball tournaments to be held at this location. Option B is
located at Independence Park West South of the existing tennis courts. Option B would allow for four (4) courts
however limit the usage for tournaments.
3. Examples of existing court setups were shown and further discussion occurred.
Board Member Fox asked if Option A was chosen, what would happen to the existing t-ball fields. Director Jaramillo
stated that all three (3) t-ball fields would be moved to the small multi-use field next to the Splash Pad.
Director Jaramillo explained more detailed information would be provided once an architect/consultant was hired.
Chairperson Nimphius moved to recommend to council to work with a consultant and move forward on a minimum eight
(8) court installation in the Independence East Location (option A) and to return all tennis courts to dedicated tennis
courts. Motion was seconded by Vice Chairperson Bone.
Chairperson Nimphius called for a vote. The motion passed unanimously (6-0).
2020-351-T Discuss and provide updates regarding projects at town parks.
Director Jaramillo introduced Aquatics & Recreation Specialist Carly Johnston and provided information on her
background.
Park items discussed (Director Jaramillo) included:
1. Winter flowers installed in all Town flowerbeds.
2. Christmas decorations have been installed.
3. New picnic tables installed at Freedom Dog Park.
4. Parks team performed an excellent job throughout the fall season with TCR baseball and additional baseball
tournaments held at Independence Park.

2020-352-T Discuss and provide updates regarding ongoing recreational programs/events.
Recreational items discussed (Specialist Johnston) included:
1. Adult leagues (Kickball and Bocce) will both be concluded by November 21st.
2. Past Special Events included Virtual 5K Labor Day Run, Pet Fest, Community Night, and Fall Family Campout.
Upcoming event is Christmas in the Park on December 5, 2020.
3. Activities recently completed or to be held soon include Fright Lights Contest (completed), Letters to Santa,
Holiday Lights Contest, and the Virtual Gingerbread House Decorating Contest.
4. Community Pool Financials were covered for Fiscal Year 2019 and 2020. In addition, an update was provided on
COVID related cancellations in 2020: limited capacity, pool rentals, swim team, and swim lessons.
5. Lakeside Aquatic Swim Club reserved the Community Pool complex for swim team practices which provided
additional revenue for the 2020 season.
6. The 2021 season expectations include returning to “normal” operations and two (2) potential new programs,
morning lap swim hours and water aerobics classes.
FUTURE AGENDA ITEMS AND UPDATES:
Chairwoman Nimphius asked for future agenda items to be discussed. Items included as future agenda items were:
1. New revenue generating ideas for the Community Pool;
2. Update on Trophy Club Park financials and new revenue generating ideas.
Chairperson Nimphius reminded the board that there would not be a December Parks and Recreation Board meeting; the
next meeting will be January 18, 2021.
ADJOURN
Chairperson Nimphius adjourned the meeting at 7:42PM.
