Dear all,
Denton County Health Department has been involved in the mitigation of West Nile Virus within the county for the
past several months. During this time, education has been the primary approach, with the Health Department
emphasizing the Four Ds of staying indoors Dusk & Dawn, Dressing in long sleeves, using DEET, and Draining
standing water for personal protection. In addition, the Health Department has trained a private non-profit
organization (RSVP) to provide community education.
Within the last few weeks, several municipalities including Denton, Lewisville, Flower Mound, and Carrollton have
used ground based spraying to combat the disease within their city limits. At the same time, larvacide is being
applied to pools and standing water by some cities and some Denton County departments. Despite these preventive
efforts, the number of cases has continued to increase. As of August 22, 2012, a total of 112 cased have been
reported.
As a result, the Health Department has recommended that more aggressive strategies, in the form of aerial spraying,
be considered. At this time, I have issued a Disaster Declaration and Executive Order to request state assistance for
response and mitigation support to combat West Nile Virus and to continue our public outreach and education
regarding preventive measures.
As Denton County has requested state and federal resources to employ aerial spraying of the unincorporated areas of
the County, we are asking for municipalities to provide us notice of whether they want to be included in these
mitigation efforts. The resources will be available as early as next week so we would prefer to have notice from
your local government by noon on Monday, August 27, or at the latest noon on Tuesday, August 28, advising us of
your desire to be included or to opt out of aerial spraying.

Health Department Recommends Aerial Spraying for West Nile Virus
August 22, 2012 – Denton County Health Department has recommended that Denton County Judge,
Mary Horn, declare a West Nile Virus Health Emergency and request that the Department of State
Health Services make additional resources available to Denton County in the form of aerial spraying.
Denton County has recorded 105 cases of West Nile Virus, and the number of cases continues to
increase daily. More importantly, Denton County has the highest WNV incidence rate in the State.
“We are very concerned at the number, rate, and severity of cases of West Nile Virus among Denton
County residents”, stated Bing Burton, Ph.D., director of Denton County Health Department.
Ground spraying and the use of larvacide in ponds and standing water has not been successful in
containing this disease outbreak. Although these strategies, coupled with education and the
importance of personal protective measures will remain an important part of Denton County’s disease
response, the geographic advantages of aerial spraying may be the most effective means of combating
WNV. It is believed that the ability of aerial spraying to cover very large areas of the county at one time
may provide the needed boost in preventive measures to reduce the growing number of cases occurring.
The pesticide used in aerial spraying is very similar to the one employed in ground spraying. It is not a
more concentrated dose, and it has been declared safe for humans and pets by the Centers for Disease
Control. The persistence of this disease outbreak has led health officials to recommend that the county
expand measures to protect County residents.
The declaration of a Health Emergency will allow the County to request State and Federal resources.
However, as in Dallas County, the municipalities in Denton County will determine whether they wish
to be included in the spraying. Prompt response from the municipalities will be encouraged to enable
optimal use of the aerial spray resource.

RESOLUTION NO. 2012-21
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB, TEXAS DECLARING A LOCAL STATE OF DISASTER
BECAUSE OF AN IMMINENT THREAT TO PUBLIC HEALTH AND
SAFETY DUE TO A SEVERE OUTBREAK OF WEST NILE VIRUS
WITHIN THE LIMITS OF THE TOWN OF TROPHY CLUB, TEXAS;
PROVIDING THE CONSENT OF THE TOWN COUNCIL TO THE
CONTINUATION OR RENEWAL OF THE DECLARATION OF
EMERGENCY BEYOND A PERIOD OF SEVEN (7) DAYS FOLLOWING
THE EFFECTIVE DATE OF THIS RESOLUTION; PROVIDING
AUTHORITY FOR THE TOWN OF TROPHY CLUB, TEXAS TO
PARTICIPATE IN AERIAL SPRAYING FOR THE PURPOSE OF
MOSQUITO ERADICATION; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, West Nile virus is a mosquito-borne disease that is capable of
causing severe illness or death in humans;
WHEREAS, of all the cases of human West Nile virus infection in the United
States, half of those cases have occurred in Texas; and
WHEREAS, within Denton County, Texas there have been more than 112 cases
of human West Nile virus infection, at least two confirmed cases of human West Nile
virus infection within the Town of Trophy Club, Texas, and more than one deaths in
Denton County relating to human West Nile virus infection; and
WHEREAS, the Town has engaged in continuous efforts since the outbreak to
control the spread of the disease by employing a number of measures including public
education and awareness, larvicide application and stagnant water abatement; and
WHEREAS, coordinated, area-wide aerial spraying may provide for more
effective control and mitigation of the spread of West Nile virus;
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS, THAT:
SECTION 1. That, with respect to the spread of West Nile virus within the Town,
a Special Session of the Town Council of the Town of Trophy Club was called and
posted as prescribed by Texas Government Code Sec. 551.045(a), and a local state of
disaster is hereby declared within the Town of Trophy Club, Texas.
SECTION 2. That, pursuant to Sec. 418.108(b) of the Texas Government Code,
the Town Council hereby consents to the continuation or renewal of the foregoing
declaration of a local state of disaster from day-to-day beyond the expiration of seven
(7) days from the effective date of this Resolution until such time as it shall be

determined that the threat to public health and safety as described in this Resolution is
no longer imminent.
SECTION 3. That the Mayor and Town Manager are hereby authorized to cause
the Town to participate in aerial spraying programs related to the eradication or
mitigation of the spread of West Nile virus.
SECTION 4. That this Resolution shall take effect from and after its passage,
and it is accordingly so resolved.
PASSED AND APPROVED by the Town Council of the Town of Trophy Club,
Texas on this 27th day of August, 2012.
