Monday, May 20, 2019 Park and Recreation Board 3 of 11 Meeting Date: Monday, May 20, 2019 STATE OF TEXAS COUNTY OF DENTON The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on Monday, March 18, 2019 at 6:59 p.m. The meeting was held within the boundaries of the Town and was open to the public. Chairwoman Nimphius called the meeting to order at 6:59 p.m. noting a quorum was present. CITIZEN PRESENTATIONS: Chairwoman Nimphius asked if there were any public requests to speak. No public requests were submitted. REGULAR SESSION Consider and take appropriate action regarding the approval of the Parks and Recreation Board Minutes dated January 21, 2019. Chairwoman Nimphius asked for a motion. Board Member Stout made a motion to approve the January 21, 2019 minutes. The motion was seconded by Board Member Bone. Chairwoman Nimphius called for a vote. The motion passed unanimously. Discuss and provide update regarding projects at town parks. MINUTES OF A REGULAR PARKS & RECREATION BOARD MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 1 Trophy Wood Drive, TROPHY CLUB, TEXAS Monday, March 18, 2019 Monday, May 20, 2019 Park and Recreation Board 4 of 11 Meeting Date: Monday, May 20, 2019 Director Jaramillo provided updates. Items discussed included: • All beds have been mulched, tree ring mulching will be completed in the next 2 weeks. Plant replacement near the roundabout will be completed within the next 2-4 weeks. Endcap improvement on Trophy Lake Dr. will be completed within the next 2-4 weeks. • Harmony Park demolition of south playground to begin 03/20/2019. Installation of new windscreens on tennis courts has been completed. Soccer season @ Harmony is underway. No issues or concerns have been raised. • Lakeview Park post emergent application will be completed by April 5th. Creek has been scheduled to be mowed this month. • Independence Park West installation of turf and pitching rubbers complete on all 6 warmup mounds. New fence capping will be installed in the next couple of weeks (fields 3 & 4). New benches and tables have been delivered and will be installed in the next 2 weeks. 30 bulbs were replaced on security lights and fields. Replacement of miscellaneous landscaping that was removed from new parking lot is schedule to be completed within the next 2-4 weeks. Irrigation audits will be completed in March. • Independence Park East renovation to the skinned infield areas on the T-Ball fields is complete. Irrigation audits will be completed in March. Beds and tree well have been mulched. New bike rack for pool area was delivered and will be installed within the next 2 weeks. • Freedom Park parking lot lights were all replaced with LED bulbs. Irrigation audits to be completed in March.. Discuss and provide update regarding ongoing recreational programs/events. Recreation Superintendent Brian TenEyck provided updates. Items addressed included: Trophy Club Park: • April 26th Bio Blitz at Trophy Club Park (TCP). • Partnering with volunteer groups (Boy/Girl Scouts) to do projects within the parks (painting, trash cans, clean-up, etc.). • A monthly meeting with TCP volunteers to go over projects, ideas, and opportunities. • Archeological survey has been approved, waiting on TxDot and TPWD to begin next phase. Pavilion bids have been received, gravel parking lot bids have been received, pipe rail fencing bids have been received. Pool: • April 1st - Membership registration to residents, swimming lesson registration, party reservations, Triton swim club registration all open. • April 8th – Non-resident registrations begin. • Leak was detected and located, repair is in progress. • Pump room canopy approved, waiting on materials and installation, Splash Pad painting approved (work begins March 25th), hiring of summer crew has started with some very strong candidates applying. Proposed: • National Trails Day (Organized Trail Walk) https://americanhiking.org/national- trails-day/ Recreation Coordinator Melinda Ciaglia provided updates. Items addressed included: • Back to Nature – Saturday, March 30th, 11:00 a.m. – 1:00 p.m. at TCP. In collaboration with Keep Trophy Club Wild, event will have activities including archery, arts & crafts, horseback riding, wildlife demonstrations, and an Arbor Day tree planting event. In-N-Out Burgers is providing food, 15+ vendors will be onsite. • Spring Family Campout – Saturday March 30th through Sunday, March 31st. $15 per person cost which includes 2 meals and all activities (archery, backyard games, live music, s’mores, movie in the park). S’mores provided by Chasidy Murphy (State Farm Ins.). 81 registered participants with registration closing March 29th. • EGGstravaganza – Saturday, April 20th, 9:00 a.m. – 10:00 a.m. @ Independence Park East. 15,000 filled eggs including prize eggs (2 in each age group). Age groups are 0-3, 4-5, 6-7, and 8-10. • Senior Synergy – Thursday, May 9th the 7th Annual Senior Synergy Expo at Will Rogers-Amon G. Carter Jr. Exhibit Halls. Free shuttle for Trophy Club residents limited to 22 participants. Registration for shuttle must be completed online by Wednesday, April 24th. • Summer Adventure Camp – Begins Monday, June 3rd, ending Friday, August 9th. Will be held at Medlin Middle School. Registration begins April 1st. Staff is currently interviewing for all seasonal positions. Discuss and take appropriate action in recommending to Town Council moving forward with a potential pocket park and trail head on Sheldon Drive, Lot 18. Chairman Nimphius recognized resident Robert Laurence, 656 Sheldon Dr., Trophy Club who stated he was attending to get more information about what was planned for the pocket park. He prefers minimalistic, trail head and landscaping only, and a small parking area. Chairman Nimphius explained that this was the first meeting and discussion about the park so that recommendations could be made to Town Council, that no decisions had been made, and that the Board wanted resident input. Resident Jason Potter, 640 Sheldon Dr., Trophy Club spoke. He lives directly across from the park. He is opposed to a dog park if that were to be proposed; it is not at this time. He would like to see it landscaped and sodded with a parking area, trail head, and possibly biking trail. Monday, May 20, 2019 Park and Recreation Board 7 of 11 Meeting Date: Monday, May 20, 2019 Discussion continued about potential number of parking spaces, a covered pavilion, potential playground and restroom(s). Director Tony Jaramillo showed 3 different proposals and briefed the Board on costs associated with each proposal. The land involved is Town owned and will be Town maintained. Discussion moved to starting the pocket park activity at a minimal level now (lowest cost design option), and adding items later (i.e. pavilion, bathrooms, potential playground equipment or sports equipment). Chairman Nimphius called for a motion. Board Member Stout moved to recommend to Council that we create the park as designed with 8 parking spaces, irrigation and sod/landscaping (lowest cost design option). Motion was seconded by Chairman Nimphius. Chairman Nimphius called for a vote. The vote was unanimous.
