The Town Council of the Town of Trophy Club, Texas, met in a Special Joint Session with TCMUD No. 1
on Friday, January 14, 2011. The meeting was held within the boundaries of the Town and was open to
the public.

Mayor White announced the date of January 14, 2011; called the meeting to order and announced a
quorum of Town Council at 3:05 p.m.
Mayor White announced the absence of Council member Strother.
President Thomas announced the date of January 14, 2011; called the meeting to order and announced a
quorum of TCMUD No. 1 at 3:05 p.m.

No speakers address the boards.

JOINT SESSION
1. 2011-03-T Consider and take appropriate action regarding a potential lease of property to the
MUD to construct a ground storage tank and potentially a new water well on the same
property as the PID funded elevated storage tank.
Mayor White asked for a motion to table this item; stating that information was received after setting this
meeting that affected this item.
President Thomas clarified that both tanks cannot be built simultaneously; but the tanks can be built on
the same site.
Motion made by council Member Stotts, seconded by Council member Hoover to table this agenda item.
Motion carried unanimously.
Motion made by Director Armstrong, seconded by Vice President Moss to table this agenda item. Motion
carried unanimously.
2. Consider and take appropriate action regarding rebidding the construction of the 500,000
gallon elevated storage tank.
Town Manager Slye stated in 2008, the Town received proposals and Management’s position is to move
forward with building the elevated storage tank and use the existing design and specifications by Jacobs
and engage Jacobs to rebid and oversee project in the amount of $23,000.
Motion made by Mayor Pro Tem Rose, seconded by Council member Cantrell, to rebid the 500,000
gallon elevated storage tank and authorize Town Manager Slye to execute all necessary documents.
Motion carried unanimously.
3. Consider management responsibilities of the Fire/EMS operations (MUD or Town managed).
President Thomas requests a motion to table, McGuire Partners would not be in favor of funding the EMS
expense required if TCMUD 1 takes over the financial expense EMS, leave the structure as is and take
no action.
Motion made by Director Carr, seconded by Director Moss to table agenda item 3. Director Sanders
spoke against tabling the item. Director Carr withdrew his motion, Director Moss withdrew his second.
Jim Hase, 209 Inverness Drive, spoke about past history with Town taking operation of fire operations.
Concerned that allowing the Town to manage a fire service for Solana would be used against us by
Westlake to say illegal for one town to provide services to another town.
Neil Twomey, 203 Oakmont Drive, gave additional history on TCMUD 1.
No action taken, discussion only.
5. Consider and take appropriate action regarding the December 7, 2010 Joint Session minutes.
Motion made by Mayor Pro Tem Rose, seconded by Director Sanders, to approve the December 7, 2010
Joint Session. Motion carried unanimously.

4. Consider and take appropriate action regarding Water Conservation Plan(s).
District Manager Robert Scott stated that he has a couple of cities plans and he and Town Manager Slye
will work together to create a plan and bring back to the boards at a later date.
No action taken, discussion only.
6. Consider and take appropriate action regarding the next scheduled joint meeting date of
February 10, 2011.
The Boards discussed scheduling a joint session in March, staff to send out possible dates. Meeting will
begin at 6:00 p.m.

Motion made by Council Member Cantrell, seconded by Mayor Pro Tem Rose to adjourn. Council
adjourned at 4:07 p.m.

This article in the NYTs as it sums up our problem very well.

I think we need to move to develop an ordinance concerning when and how often our residents can water their
yards (Just as an example: Everyone waters between 9PM to 5AM - even numbered addresses on Wed and Sun,
odd numbered addresses on Tues and Sat and the town on Mon and Fri. "Spot" hand watering at any time.).
The MUD also needs to consider changing its rate order charging significantly more for "high volume users" to
discourage high volume use.
If we do not get significant rain in the next 45 days, Ft Worth has already alerted their users that they will
declare a "Stage 1" drought condition in late August. This alone will kick-in mandatory, regulated lawn
watering. I believe we should become proactive on this issue versus being forced in September to become
reactive.
