CITIZEN PRESENTATIONS:
This is an opportunity for citizens to address the Council on any matter whether or not it
is posted on the agenda. The Council is not permitted to take action on or discuss any
presentations made to the Council at this time concerning an item not listed on the
agenda. The Council will hear presentations on specific agenda items prior to the
Council addressing those items. You may speak up to three (3) minutes or the time limit
determined by the Mayor or presiding officer. To speak during this item you must
complete the Speaker's form that includes the topic(s) of your statement. Topics of
presentation should be limited to matters over which the Council has authority.

A. The interview process, scheduling of candidate interviews, and any related

Attached is the salary survey and Capital Improvement Plan (CIP) provided to Council at the August 23 budget work
session. During the week, Council members requested further salary information from additional Texas cities. Staff
began to work on those and hopes to send to Council either over the weekend or on Monday. Staff will also provide legal
information on Monday.
Whencomparing services, salaries, and benefits it is important to consider several variables, population being one. Other
variables would include city location within the DFW Metroplex, community type, quality of services desired by
Council/residents, where do employees reside, does the Town want to recruit high quality employees and retain them,
investing and reinvesting in employees, what can the Townafford, etc. Each variable must be weighed appropriately and
a commitment made from the Council and the organization to adhere and reach the desired compensation and benefit
levels. An accurate compensation and benefit survey is useful, but each city requires different Knowledge, Skills and
Abilities (KSA) for employees with varying responsibilities. Additionally, each city emphasizes certain service and
program deliveries over others.
