In the 2002 State of the Union address, President Bush encouraged citizens of this
country to volunteer 1000 hours of their time in service to their communities and
introduced the Citizens Corps. The Citizen Corps was created to lead the effort to
“harness the power of every individual through education, training and volunteer service
to make communities safer, stronger, and better prepared to respond to the threats of
terrorism, crime, public health issues, and disasters of all kinds.”
The Community Emergency Research Team (CERT) concept has been around since the
mid 1980’s. CERT was included as one of the primary programs in the Citizen Corps
initiative along with the Citizens on Patrol, Neighborhood Watch, Medical Response
Corps, and Volunteers in Fire Service.
A CERT program is designed to help communities prepare for effective disaster response
through training and planning. Trained volunteers serve as a force multiplier in many
different areas including disaster response, shelter support, crowd control, and evacuation
freeing professional first responders to focus on the most critical needs at that time.
We are proud to present to you the following individuals who have completed CERT
training and who will serve Trophy Club in this capacity as the first Community
Emergency Response Team in Trophy Club.

Title

Body
The proposed Bond issuance is approximately $2,860,000, with the refunding bond proceeds to be used to refund the
General Obligation Bonds, Series 2001 and the General Obligation Refunding Bonds, Series 2002. The refunding will
result in an estimated cash flow savings of $213,617, with a Present Value of $186,127, which is 7.84% and 6.83%,
respectively, of the bonds being refunded. These savings are net of all related bond issuance costs. Actual savings may
vary but will be consistent with prevailing interest rates when the bonds are actually sold on or about September 16,
2010.
Financial Impact/Funding Source:
The Town will achieve a debt service savings as the result of this transaction, beginning with fiscal year 2011.
Recommendation
Management recommends approval of Resolution authorizing the preparation of documents with respect to the proposed
issuance of “Town of Trophy Club, Texas General Obligation Refunding Bonds, Series 2010”.

RESOLUTION NO. 2010-17
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN
OF TROPHY CLUB, TEXAS, AUTHORIZING THE
PREPARATION OF DOCUMENTS IN RESPECT TO THE
PROPOSED ISSUANCE OF “TOWN OF TROPHY CLUB,
TEXAS GENERAL OBLIGATION REFUNDING BONDS,
SERIES 2010.”
WHEREAS, the Town Council (the “Council”) of the Town of
Trophy Club, Texas (the “Town”) has determined that it is in the best
interest of the Town to prepare documents in respect to the proposed
issuance of its General Obligation Refunding Bonds, Series 2010 (the
“Bonds”) for purpose of refunding outstanding obligations of the Town to
achieve a debt service savings, with the preparation of the below
described documents to commence upon approval of this Resolution; and
WHEREAS, the Council by this Resolution desires to direct the
Interim Town Manager, the Director of Finance, the Town’s Financial
Advisor, and the Town’s Bond Counsel to commence preparation of
necessary documents for such sale on a negotiated sale basis;
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN
COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS THAT:
Section 1. The Acting Town Manager, the Director of Finance, the
Town’s Financial Advisor and the Town’s Bond Counsel are authorized to
proceed with taking all necessary actions to prepare for Council
consideration at a future meeting the issuance and sale of Town of Trophy
Club, Texas General Obligation Refunding Bonds, Series 2010.
Section 2. The Acting Town Manager, the Director of Finance, the
Town’s Financial Advisor and the Town’s Bond Counsel are authorized to
prepare a preliminary official statement, bond ordinance and other related
documents, and to distribute the same to the investment banking firm or
firms retained to assist the Town in the offering and sale of the Bonds, to
the proposed escrow agent and paying agent in respect to the issuance of
the Bonds, to the rating agencies and to municipal bond insurance
companies.
Section 3. This Resolution shall be effective upon its adoption by
the Council.

Present and discuss 2010 Certified Appraisal Records and Effective/Rollback Tax Rate Calculations.
Body
Municipalities are required to publish their rollback tax rates in the newspaper, along with the effective tax rate and other
required schedules. Theseare currently scheduled to publish on August 18, 2010 in the
Trophy Club Times . Therollback
tax rate divides the overall property taxes into two categories-maintenanceand operations (M&O) taxes and debt service
taxes. By law, the rollback rate for taxing units is set at an eight percent (8%) increase in operating taxes. The effective
tax rate is generally the property taxes divided by the current year’s taxable value of properties that wereon the tax roll in
both years. This rate excludes taxes on properties no longer in the taxing unit and also excludes the currenttaxable value
of new properties (growth ).
The Town of Trophy Club’s effective rate for this year is $0.488814/$100 valuation, and
the rollback rate is $0.574402/$100 valuation.
*Note: The Public Improvement District, which is governed by the Chapter 372 of Local Government Code, requires
different publishing and meeting notices as opposed to Chapter 26 of the Tax Code. As a result, neither an effective or
rollback rate is calculated. For your information, staff has, however, provided the Certified Assessment Roll Grand Totals
Report for the PID.

Body
The Property Tax Code specifies that “whena proposed rate exceeds the rollback rate or the effective rate, whichever is
lower, the taxing unit’s governing body, other than for a small taxing unit, a waterdistrict or a school district, must vote to
place a proposal to adopt the tax rate on the agenda of a future meeting as an action item”. The Proposed 2010-11
Budget is funded with a proposed tax rate of $.50032 / $100 (O&M .38065, .11967).The overall proposed tax rate
represents a $0.030032increase from the current year. Although this proposed rate is below the rollback rate, it is above
the effective tax rate and requires two separate public hearings.

A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB, TEXAS APPROVING THE PLACEMENT OF A
PROPOSAL ON THE SEPTEMBER 27, 2010, TOWN COUNCIL
PUBLIC MEETING AGENDA TO ADOPT A 2010 TAX RATE
THAT WILL EXCEED THE LOWER OF THE ROLLBACK RATE
OR THE EFFECTIVE TAX RATE; CALLING PUBLIC HEARINGS
ON A TAX INCREASE TO BE HELD ON SEPTEMBER 13, 2010
AND SEPTEMBER 20, 2010; REQUIRING PUBLICATION OF A
NOTICE OF PUBLIC HEARING ON TAX INCREASE IN
ACCORDANCE WITH THE LAW; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the Town Council desires to consider adoption of a tax rate of
$0.50032 per $100 valuation, which will exceed the lower of the rollback rate or
the effective tax rate, in accordance with the requirements of the Texas Tax
Code Chapter 26 and to schedule public hearings on the proposed tax increase
as required by law;
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF
THE TOWN OF TROPHY CLUB, TEXAS:
Section 1. The Town Council desires to consider adoption of a tax rate
for the 2010 tax year of $0.50032 per $100 valuation that will exceed the lower of
the rollback rate or the effective tax rate.
Section 2. The Town Council hereby approves the placement of an
item on the September 27, 2010 Town Council public meeting agenda, such
meeting being a regular Council meeting, to vote on a proposed tax rate of
$0.50032 per $100 valuation that will exceed the lower of the rollback rate or the
effective tax rate.
Section 3. The Town Council hereby calls public hearings on the
proposed tax increase to be held in the Svore Municipal Building located at 100
Municipal Drive, Trophy Club, Texas 76262 on September 13, 2010 and
September 20, 2010 at 7:00 p.m., such dates being weekdays which are not
public holidays. The first public hearing will not be held until at least seven days
after notice of both public hearings have been published in the Trophy Club
Times, a newspaper having general circulation within the Town, in the form of the
attached Notice of Public Hearing on Tax Increase, which is incorporated into this
Resolution as Exhibit “A” for all purposes and meeting the size requirements
specified in Texas Tax Code §26.06. The Acting Town Manager is hereby
directed to publish such notice in accordance with this Resolution and in
Resolution 2010-18

accordance with Texas Tax Code §26.06. At both public hearings, the Town
Council will afford adequate opportunity for both proponents and opponents of
the tax increase to present their views.
Section 4. This Resolution shall become effective immediately upon its
passage and approval at a regular meeting of the Town Council of the Town of
Trophy Club, Texas on this the 16th day of August, 2010, at which meeting a
quorum was present and the meeting was held in accordance with the provisions
of Texas Government Code §551.001, et seq. The Town Secretary is hereby
directed to record this Resolution and the vote on the proposal to place the item
for a tax increase on the September 27, 2010 Town Council agenda.

Notice of Public Hearing on Tax Increase
The Town of Trophy Club, Texas will hold two public hearings on a proposal to increase
total tax revenues from properties on the tax roll in the preceding tax year by 2.35 percent
(percentage by which proposed tax rate exceeds lower of rollback tax rate or effective tax
calculated under Chapter 26, Tax Code). Your individual taxes may increase at a greater
or lesser rate, or even decrease, depending on the change in the taxable value of your
property in relation to the change in taxable value of all other property and the tax rate
that is adopted.
The first public hearing will be held on September 13, 2010 at 7:00 p.m. at Svore
Municipal Building, 100 Municipal Drive, Trophy Club, Texas.
The second public hearing will be held on September 20, 2010 at 7:00 p.m. at Svore
Municipal Building, 100 Municipal Drive, Trophy Club, Texas.
The members of the governing body voted on the proposal to consider the tax increase
as follows:

The average taxable value of a residence homestead in Trophy Club, Texas last year was
$262,591. Based on last year’s tax rate of $0.47 per $100 of taxable value, the amount of
taxes imposed last year on the average home was $1,234.
The average taxable value of a residence homestead in Trophy Club, Texas this year is
$267,215. If the governing body adopts the effective tax rate for this year of $.488814
per $100 of taxable value, the amount of taxes imposed this year on the average home
would be $1,306.
If the governing body adopts the proposed tax rate of $0.50032 per $100 of taxable value,
the amount of taxes imposed this year on the average home would be $1,337.
Members of the public are encouraged to attend the hearings and express their views.
