PROC. 2021-15 - Recognizing Former Mayor Marshall Engelbeck Procrantatton 2021 -15 Town of Tropbp (Club Texas A PROCLAMATION OF THE TROPHY CLUB TOWN COUNCIL RECOGNIZING THE PASSING OF FORMER TROPHY CLUB MAYOR MARSHALL ENGELBECK. WHEREAS, Marshall Engelbeck was born Ranald Marshall Engelbeck in Des Moines, Iowa in 1933 and graduated from Iowa State University in 1955 with a Bachelor of Science and from the Air Force Institute of Technology with a Master of Science in 1966. From 1955 to 1980, he served as a Commissioned Officer,Commander of Logistics Support Group, Director of Maintenance, and Vice Commander of Contract Management in Oklahoma, New Mexico, and Saudi Arabia advancing to the rank of Colonel. He received the Decorated Legion of Merit with oak leaf cluster denoting multiple awards. He was active in Boy Scouts from 1966-1973 with his children, Ranald Marshall and George Essex; and WHEREAS, Mayor Engelbeck was elected Trophy Club Mayor in 1999 after serving on the Town Council for 10 years, and during 1990s, Trophy Club continued to grow in population as developer Jeff Beck began developing the town's remaining 1,250 acres; and WHEREAS, In 1990, the Trophy Club Municipal Utility District(MUD) No. 2 and MUD No. 3 were consolidated; and WHEREAS, In 1992, Club Corp bought the Trophy Club Country Club and added 9 additional holes to create two complete 18-hole Golf Courses; and WHEREAS, In 1998, Trophy Club experienced much growth with two schools built through a Northwest ISD Bond Package that included Beck Elementary, and Medlin Middle School; and WHEREAS, In 1999 during his tenure as Mayor, the Clock Tower was erected and dedicated with the installation of a Time Capsule to be unearthed and opened in 2024; and WHEREAS, an Ordinance was approved establishing the First Meeting of the Town Council on January 151h to be Trophy Club's Annual Founder's Day and all past Mayors and Councils were invited; and WHEREAS, the Comprehensive Zoning Plan was amended for PD-21 (Trophy Club Plaza Shopping Center) for Retail Use with Tom Thumb as the anchor joined by Great Clips, Block Buster, Cingular One, GNC, TC Cleaners, Subway, Radio Shack, TC Dental, Donut Shop, Bank of America and Art& Frame; and WHEREAS, In 2000, the Economic Development Corporation 4-A Incorporated; and WHEREAS, a total of 2,000 Trees were planted and the goal was exceeded with the Tree City USA Program being reviewed and submitted while Harmony Park was completed just in time for the Soccer Season; and WHEREAS, A site plan for a 6-acre tract of land was approved that was zoned Commercial Recreation for Basketball and Tennis Courts with future plans for a Baseball Park which later became Independence Park; and WHEREAS, the Car Wash and 7-11 were opened in 2001 as part of the continued development; and WHEREAS, In 2001, two Interlocal Agreements with Denton County were approved for Mutual Aid Emergency Services, and for Mutual Aid of Fire Protection; and WHEREAS, Mayor Engelbeck wrote a book entitled "Acquisition Management' available on Amazon. He and his wife, Ronnie, moved to Ft. Myers, FL where he lived until his passing on May 25, 2021; and WHEREAS, On behalf of the Town of Trophy Club Council, I hereby extend our sincerest gratitude to Mayor Marshall Engelbeck for his dedicationand many years of service, and further extend our condolences to his wife, sons, and all his family members. NOW, THEREFORE, I, Alicia L.
