STATE OF TEXAS § COUNTY OF DENTON § The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, March 19, 2013 at 7:00 p.m. The meeting was held within the boundaries of the Town and was open to the public. Chairman Lentzner called the meeting to order at 7:10 p.m. noting a quorum was present. REGULAR SESSION Citizen Presentations: Rachel Cooke – expressed support for a toddler playground “destination” being built with a portion of the remaining Park Bond funds. 1. Discuss and take appropriate action on the approval of the February 12, 2013 and February 26, 2013 Board minutes. Board Member Hanna made a motion to approve the February 12, 2013, 2013 and February 26, 2013 Board minutes. Board Member Little seconded the motion. The motion passed unanimously. Parks and Recreation Board 4 of 10 April 9, 2013 2. Discuss and take appropriate action concerning allocation of remaining 2008 Park Bond funds. Potential List of Additional Bond Items: Bocce Ball Court: $22 - $26,000 Harmony Playground Components: $6 - $8000 Playground at TC Drive: $151,268 15 Passenger Bus: $55,000 Trail Extension Indy East: $10,000 (allocated) T-ball Backstops Indy East: $3,500 – $4,000 Safety Fence for Football Indy East: $5 - $7,000 Bleachers Indy East: $17 - $20,000 (One field, or all fields? Being verified by Director Adams.) Football Storage Indy East: $7 - $10,000 Shade Structure Indy West: $20,000 - $25,000 Security System at Indy East: $23,000 Outdoor Projector System: $18,000 Shade Structure Community Pool Director Adams read a letter from Jaimie Powell regarding her interest and support for building a toddler playground. Dear Parks Board, My name is Jamie Powell and I am the President of Trophy Club Families. Our group represents 165 families comprised exclusively of Trophy Club residents. The ages of the children range mainly from newborn-5 years old. My main goal as President of Trophy club Families is to coordinate playgroups based on the ages/birthdates of the children. I am in constant contact with the playgroup leaders of these said playgroups and their times and locations of their playgroups weekly. Our goal is to keep the playgroups in trophy club at the members homes, parks, restraraunts etc. Unfortunately, I have noticed a growing trend in the playgroups venturing out of TC to southlake, Flowermound, grapevine, Keller etc to more toddler friendly playgrounds. I do believe the monies spent on the new Dino Themed Park would be an excellent addition to Trophy Club. There is no doubt that there is a trend of new families with younger children moving in. When I took over Trophy Club Families in Feb 2012 there were 80 members, we now have 165. Rachel Koch, Hayley Little and I with the help of Adam have listened to our members and we believe that we have provided a fantastic, sustainable and innovative play structure that will be utilized for years to come. More importantly, it fills a tremendous void concerning toddler parks that exists in Trophy Club. I apologize for my absence this evening. My husband is traveling and I wanted spare you the loud voices of my 4 and 2 year old. Thank you for your time and consideration. We, the members of Trophy Club Families would be ecstatic if you would approve the new Dino themed park! Sincerely, Jamie Powell Trophy Club Families President Board Member Murray made a motion to purchase the Dinosaur Playground (from Playwell) for $144,065.52 with a 5% contingency for installing an upgraded fence and switching one of the “egg” features. Board Member Hurst seconded the motion. The motion passed unanimously. After this vote, there is roughly $130,000 remaining Park Bond funds. Board Member Hanna made a motion to purchase 21 trees from John Deere Landscapes in the amount of $3,624.20 with a 15% contingency to be planted at Independence Park East. Board Member Hocker seconded the motion. The motion passed unanimously. Parks and Recreation Board 5 of 10 April 9, 2013 The first three items that the Board would like to recommend that Town Council approve: Bocce Ball Court, Bleachers at Indy East, and Security System at Indy East. There is a question regarding the amount quoted for the bleachers; Director Adams will find out how many bleachers are included in the $17-$20,000 reflected in the list of items. Director Adams will bring official quotes on these three items to the April meeting for the Board to consider approving/recommending to Town Council. 3. Staff update on the following items; discussion of same: Board Member Murray made a motion that this item be tables until the next scheduled meeting. Board Member Hanna seconded the motion. The motion passed unanimously. a. Trophy Club Park Sub-Committee Director Adams let the Board know that “park passes” are being researched; waiting on approval from the Corp, Park Board, and Council. Chairman Lentzer informed the Board that he has been asked about creating BMX trails. b. Trails Sub-Committee Board Member Mills let the Board know that the trail crossings are being constructed using volunteer labor. Board Member Hocker asked that the committee be granted permission to use the town’s mule to haul bulky items; Director Adams said that the decision sits with Town Manager Slye right now. Outdoor Supervisor, Jacob Lohse, will be ordering kiosks, benches and stone signage (all approved bond items) now that the trail crossings are underway and it is evident that the funding will be definitely be available. Vandalism has increased as attendance has increased. Trophyclubpark.org has a link that includes trails, as well as areas cleared to connect trails. c. Special Events Sub-Committee Board Member Hurst gave the update. Members of this committee: Chairman Glenn Hurst, Chris Rauch, Dena Boudreau, Kristy Hurst, Loren Jentz. EGGstravaganza has improved signage, will be serving cake and coffee, and will be held in two waves to improve pedestrian flow. The committee added a new element marketing events – flyers to the home builders. The July 4th Vendor Application will be reviewed at the next committee meeting. Fall Fest has been changed to a Pumpkin Patch; details still being discussed. d. Easter and Arbor Day Arbor Day has been combined into the Trails Sub-Committee event - Back To Nature. Back To Nature will actually include three “events”: National Trails Day, Arbor Day, Family Campout. e. Live Like Josh Tournament Sherri Lewis gave update. Successful event. 34 teams registered for the tournament. Thomas Poling did an excellent job organizing and promoting the tournament. Parks and Recreation assisted Mr. Poling for this first tournament to help get it established. Next year, Mr. Poling will be tasked with leading the tournament as its own organization/foundation; Parks and Recreation will be less involved. f. Beautification Sub-Committee Director Adams let the Board know that the Beautification Sub-Committee will begin meeting the first Thursday of every month. g. Park Facilities Director Adams let the Board know that the round-about will become the responsibility of Parks and Recreation the week of March 26th. An organization rented a portion of TCP for Irish Bowling. The NEOS playground equipment has had problems; it is still under warranty and is currently being repaired. Body At the last meeting staff agreed to do additional research in to bocce ball courts and additional bleachers for Independence East. Staff hopes to have a bocce ball installer at this meeting and also quotes on new bleachers. Staff followed-up on the suggestions from Board Member Hocker concerning bleacher modifications and will have the results of that project at the meeting.
