The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on
Tuesday, October 9, 2012 at 7:00 p.m. The meeting was held within the boundaries of the
Town and was open to the public.

Call to order and announce a quorum.
Chairman Lentzner called the meeting to order at 7:06 p.m. noting a quorum was
present.
REGULAR SESSION
Citizen Presentation: none
Board Member Thomas was recognized. He did not re-apply to the Park Board.
This is his last meeting.
1. Discuss and take appropriate action on the approval of the September 11, 2012
Board minutes.
Board Member Hurst made a motion to approve the September 11, 2012 Board
minutes. Board Member McCollister seconded the motion. The motion passed
unanimously. (Board Member Hanna abstained from the vote because he was
not at the September 11, 2012 meeting.)

2. Staff to give a presentation concerning the 2012 Community Pool season;
discussion of same.
Jacob Lohse, Aquatics and Outdoor Supervisor, presented a PowerPoint on the
2012 Community Pool season that recapped: pool attendance, memberships,
passes, swim team, swim lessons, programs and revenue.
3. Discuss and provide direction concerning the expenditure of funds towards
additional Park Bond projects.
Director Adams discussed the most current list of possible bond projects, as well
as the newest remaining balance of $279,408. Town Council will vote on the
bond items at the October 15, 2012 meeting. Park Board numbered the list of
items in order of priority, 1 – 5.
• Bocce Ball Court (22-26k) adjacent to basketball court in Harmony Park or Indy East #2
• Playground Harmony Park (40-60k) #4
• Playground at end of Trophy Club Drive (40-60k) #4
• 15 Passenger Bus (55k) #3
• Trail Extension Indy East (20-22k). Board decided to compromise and propose $10,000 if town
picks up the balance of the trail. Director Adams to discuss with Mike Slye, Town Manager.
• T-ball Backstops Indy East (3.5 – 4.5k) Priority #1
• Safety Fence for Football Indy East (7-9k). Keeps kids off Bobcat Blvd for safety. Priority #1
• Bleachers Indy East (17-20k)
• Football Storage Indy East (7-10k)
• Shade Structure Indy West(20-25k)
• Shade Structure Community Pool
• Indy East playground #4
• Security Cameras at Indy East (25k plus). Officer Voight indicated the police alone are not
sufficient to protect the park assets. Cameras provide leads and help prevent crime. Need higher
grade than analog cameras. HD Cameras are recommended for distance and resolution for zoom
capability. #5
4. Discuss and provide direction for Park Board bi-annual update to Council on
October 15, 2012.
Director Adams will work with Board Member Lentzner and Board Member
Abdulkly on the update of: Trophy Club Park, Community Pool, trails, and bond
update.
5. Staff update on the following items; discussion of same:
a. TCP Sub-Committee
Have met twice, recently. Board Members Hocker and Mills have been added to
the committee. The committee is reviewing the park master plan and exploring
options of a “resident pass.”
b. Trails Sub-Committee
A local Boy Scout troop did some work on the trails after camping in the park.
The Corp approved Marshall Creek Ranch’s use of entering the park through the
gate. Marshall Creek Ranch will be contributing 60 hours of community service
work to improve the trail crossings. A meeting with the City of Southlake has
been scheduled to discuss park maintenance.

c. Park Board Sub-Committees
A Beautification committee has been formed and will be working on decorating
the round-about. The Special Events and Volunteer committee will be exploring
options of what organization the Town can partner with for the 2013 Fall Festival,
and helping coordinate volunteer involvement.
d. Bond Projects
The lights are up and running at the multiuse field along Bobcat at Independence
East Park. The NEOS electronic play feature has been installed at Harmony
Park.
e. Pet Fest
The event was a success. All of the vendors had positive feedback. Several
hundred people attended – with their dogs. Staff will explore the option of
starting the event one hour earlier next year, as well as partnering with PetSmart
as the sponsor of the event/park.
f. Halloween and Christmas light/decorating contests
The Town is helping the Women’s Club with two decorating contests: Halloween
and Christmas. The Halloween contest is new this year and will have day time
and night time judging elements.
g. Park Operations
Director Adams missed the deadline to submit documentation for our Tree City
USA status. He was able to send the packet in late and the Town was able to
retain our status. Director Adams will try to make arrangements for the new LDS
church to be responsible for landscaping the connectivity trail. Many trees have
died due to the hot and dry summer this year. Staff will identify which trees have
died and need to be replaced. Our warranty with Schmoldt Construction will
cover the tree swap by the end of November.

Board Member Hanna made the motion to adjourn at 9:21pm. Seconded by Board
Member Abdulky. Motion passed unanimously.

Body
Rather than revise certain portions of the park ordinance staff's direction is to update the entire document
in one revision no later than February. Staff has been going through many park ordinances from other
cities and town's and is looking for the Board or a specific sub-committee to work on this project with staff.
