STATE OF TEXAS § COUNTY OF DENTON § The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, December 8, 2009 at 7:00 p.m. The meeting was held within the boundaries of the Town and was open to the public. Chairman Stotts called the Regular Session to order at 7:10 p.m. noting a quorum was present. Invocation Director Adams led the Board in an invocation. Citizen Presentation No citizen presentations. 1. Discuss and take appropriate action on the approval of the November 10, 2009 minutes. Secretary Kadow made a motion to approve the November 10, 2009 minutes. Seconded by Board Member Jacobs. Motion passed unanimously. Parks & Recreation Board Page 6 of 28 Meeting Date: January 5, 2010 2. Discuss and provide input concerning an update on Trophy Club Park. Director Adams stated that TPWD audited last year’s projects and approved them. There are still some funds remaining; he will ask to purchase an additional piece of equipment with these funds that can be used to maintain the trails at TCP. The new grant projects have not been started yet. Director Adams will be meeting with Dr. Walker in Southlake to look at the portion of Trophy Club Park that falls in that city. After the holidays, Dr. Walker will provide a map detailing what can be done in the various areas of TCP. The Board viewed aerial photographs of the park that were taken recent and discussed potential uses for the areas of the park. These uses included: RC airfield, BMX courses, disc golf, camping and RV usage, additional boat ramps, a fishing pier, and a skate park. In February the TCP Sub-Committee may do a presentation to EDC4B on ways the two groups may be able to work together to achieve common goals. Chairman Stotts announced that Board Member Trotter is now a member of the TCP Sub-Committee. 3. Discuss and provide input concerning an update by the Park Facilities Sub- Committee. Director Adams stated that planning for Northwest Park is down to a couple of potential site plan maps and is nearing a final design. He will receive new maps on Friday. Director Adams walked Northeast Park with staff from TNP last week. He was just informed that the park is located in an identified wetland, and they will be bringing in an environment consultant to determine how this will affect the park’s design. The plan is to let for bid in February, with the baseball fields ready for use in August. This is dependent upon the advice of the environmental consultant. Chairman Stotts stated that he spoke with Tom Rutledge about moving more quickly and ensuring that the fields at Northeast Park will be ready for August play. Director Adams informed the Board that the spray park project will be put out to bid, rather than contracting directly with Rain Drop. All companies, including Rain Drop, will be able to bid on the project. This decision was made due to the complexity of the spray park. The needed design elements were given to TNP today. Going out to bid will push back the timeline by 1 to 1.5 months, which means it may not be ready to open by June 1st. Chairman Stotts announced that he is stepping down from the Facilities Sub- Committee, and will be replaced by Board Member Thomas. Director Adams shared the most recent site plan for Northwest Park, and discussed potential changes. Parks & Recreation Board Page 7 of 28 Meeting Date: January 5, 2010 Director Adams will be walking the trail with Town Manager Emmons in the near future. Installation of the shade structures at Independence Park and the Community Pool began today. 4. Staff updates: a. The Community Pool b. Arbor Day c. Independence Park d. FitCities program e. Facility Signage and Advertising Director Adams provided a handout with suggested entry fees for the Community Pool for the upcoming summer. He asked the Board to review the handout, and be prepared to discuss and take action on the topic at the next meeting. Director Adams informed the Board that at the next meeting he will bring an item before them concerning allowing alcohol sales at the Arbor Day Celebration, which will take place Saturday, April 24th at Trophy Club Park. The shade structures at Independence Park are currently being installed. The Town has signed up to participate in the FitCities program, which will begin in January. Residents will be able to log activity hours online and take part in a 5K run, to take place as a part of the Arbor Day Celebration. Director Adams will send out an invitation to all youth sport associations and the high school for a meeting to discuss what each group would like to do regarding field signage. He will then take this information into consideration when moving forward to seek approval for such signage. 5. Future agenda items: a. Participation fees b. Otherwise the minutes will stand as written. NEW BUSINESS: Item Items for Discussion Responsibility Due Date 1 Review of preliminary plat as prepared by Jacobs. P-Plat shows a future lift station on park property. When it comes time to develop Phase 7 of the Highlands the developer will need to work around the final improvements for the park. The current location shown on the P-plat will not work with the park layout. N/A 2 The park property is encumbered with several restrictions - Flowage Easement for the lake; flood plain per the Flood Insurance Rate Maps (FIRM) and possible wetlands. N/A 3 Flowage Easement - TNP has prepared an exhibit and sent to the Corp of Engineers for approval to partially fill in the flowage easement. TNP 01/15/10 4 Flood Plain - The current design shows some filling to take place in the flood plain. A LOMR will be prepared and submitted for approval once the project is completed. TNP 10/01/10 5 Wetlands - TNP has retained an environmental consultant to evaluate whether there are any wetlands on the park property. Should have an answer within the next couple of weeks. There is an existing culvert that is under this road at the low point of the floodplain. The culvert is undersized and silted up and water backs up onto the park property and does not drain well during heavy rains. The current solution is to remove the culvert and breach the roadway to create an opening to drain the park property. TNP 7 The park is consists of two main functions - the ballfield and the dog park. 8 The ballfields (west half) will have two tee ball competion fields with bleachers; covered pavillion; concrete parking lot; restroom facility; playground and some minor landscaping. 9 The restroom facility will be similar is size to Harmony Park. TNP has engaged HHS Arch. who designed the Harmony Park addition and was the architect for the pool project, to design the restrooms. Water is at or near the park. There is no sanitary sewer at the site at this time. It was agreed to provide a grinder pump and a force main to the sewer system that is east and south that serves the Churchill Downs development. 10 Park access will be from two locations. The west half will take access from Balmoral Drive as shown on the P-plat. Since Balmoral Dr. is not constructed yet but will be provided at the time Phase 7 is done, then it is proposed that a temporary asphalt extension be included as part of the park. Carolyn asked about taking direct access from Trophy Park Drive but due to the 8-foot drop in elevation from the street to the parking, the grades would be too steep. The east half of the park will take access from Trophy Park Drive by means of constructing a gravel drive from the parking lot to the south to Trophy Park Dr. There is an existing 15-foot gas pipeline easement that runs along the inside of the property. Due to the existence of the pipelines, the proposed drive is now shown to run along the east side of this easement. Currently Trophy Club Park is improved to about mid-way of the park property; the remainder of the east portion is a two lane asphalt roadway that runs to the Corp. property. There are no plans to extend Trophy Park Dr to the east. 11 The dog park (east half) will have three separate sections separated by chain link fences and gates. There will be a 50-car parking lot. The lot will be 6” of flex base as the base bid; a concrete section will be bid as an alternate. The dog area is on the north side of the flood plain; access from the parking lot that is proposed on the south side is being evaluated. 12 This project will require the following: Preliminary Plat, Final Plat and Site Plan. The P-Plat and Final Plat will go thru P&Z and Council and can run simultaneously. The Site Plan will only have to go thru Council. 13 The current zoning is PD-27 14 It was agreed to take the site plan to the Park Board on January 5, 7pm. TNP will send Adam a PDF site plan by Dec. 29 to distribute the board. The site plan will be approx. 90% complete at time of review. 15 The balance of the project schedule was set as follows: Jan. 18: Council Mtg - Official name of Park determined Feb. 15: Let project for bidding Feb. 18: P&Z Public Hearing for P-Plat and Final Plat March 1: Council Hearing for P-Plat, Final Plat and Site Plan March 4: Open Bids March 15: Take Bids to Council for Award or Contract March 29: Notice to Proceed construction August 27: Substantial Completion TNP will work on preparing a project cost opinion and send to Adam the first part of January.
