Chairman Stotts called the Regular Session to order at 7:07 p.m. noting a quorum was present. Invocation Chairman Stotts led the Board in an invocation. Citizen Presentation Kathy Trotter, 310 Skyline Drive Ms. Trotter shared her background in horticulture and the Sierra Club. She wants the nature trails at Trophy Club Park to be more heavily used by residents, schools and community groups. She would like a trail head to be built on the east side of Trophy Club with parking and a map/information board. She believes Eagle’s Ridge is an ideal location for such a trail head and pocket park, and has collected 90 signatures requesting this. She is also concerned about a proposed access road to the pump station through land shown on a map to be Parks & Recreation Board 5 of 53 Tuesday, August 4, 2009Parks & Recreation Board 5 of 53 Tuesday, August 4, 2009 dedicated as park land. She suggests the access road be moved by changing the size of the residential lots near the access road or by reducing them from 3 lots to 2 lots. Joy Brown and children, 5 Panorama Trail Ms. Brown and her children stated that they went on a trail hike with Ms. Trotter and loved the value of outdoor family time. The children stated that they love taking their dog to the trail, and that they saw a snake and collected rocks and shells. 1. Discuss and take appropriate action concerning a staff update on the various PID projects including: a. Amenity lakes b. Trail system c. Northeast Park d. Northwest Park Board Member Lenztner stated that the Facilities Sub-Committee has been meeting regularly and is working with Teague, Nall and Perkins on the park site plans. The initial site plan and survey for Northeast Park has been completed. Director Adams showed the Board a map of Northeast Park and discussed the planned layout of the amenities, which will include two small baseball fields, a multi-use/football field and a 40 space concrete parking lot. Construction should begin in early August, and the park should be ready for use by November of this year. Director Adams stated that TNP is also creating a site plan for a dog park. There will be a small parking area and decomposed granite trail to the dog park. The dog park would be 8 acres, with two sections for large dogs so they can be rotated to preserve the grass and one section for small dogs. It would be separated from the field areas by multiple trees and surrounded by a 5 foot chain link fence. The dog park is not being included in current funding for the park. Vice Chairman Gregory recommended installing cross fencing inside the dog park to allow staff to section off flooded areas in case of heavy rains. TNP started surveying Northwest Park this week. The current amenities planned at this park include several baseball fields, a playground, pavilion and spray pad which will be located next to the pool. The next step is working with TNP for a site plan. Board Member Graham asked if the needs of the sport associations are being heard and considered by the Facilities Sub-Committee. Board Member Lentzner assured the Board that this is being done. Director Adams stated that once Northwest Park is completed, the baseball association will move from the t-ball fields at Harmony Park over to the new fields. The old t-ball fields will then be turned into at least one additional soccer field for the soccer association, and Harmony Park will be an all-soccer park. The football association will also pick up a field at Northeast Park. Chairman Stotts showed the board a series of pictures of the new trail system and amenity lakes. He shared his concerns with the lack of proper drainage, erosion control and railing. The Board agreed with his concerns. Board Member Parks & Recreation Board 6 of 53 Tuesday, August 4, 2009Parks & Recreation Board 6 of 53 Tuesday, August 4, 2009 Ridgeway suggested that the Board send a representative to Council to express the concerns of the Board as a whole. Chairman Stotts stated that the Board should approach Town Manager Emmons, Council and/or Mayor White and request that the developer not receive any further reimbursement until these concerns have been addressed. He also recommended that an engineering firm be utilized to ensure the trail has been properly built. Chairman Stotts informed the Board that he does not believe an easement has been granted by Beck Properties or by the Shankman family for the portions of the trail that cross their property. Vice Chairman Gregory agreed that the Town should not accept the trail nor give the developer any further payment until the issues with the trail system have been addressed. Board Member Lentzner noted that Chairman Stotts has made Council aware of the Board’s concerns with the amenity lakes on at least two occasions in the past. Board Member Jacobs asked if the developer would be willing to pay for the costs to correct the issues of concern on his own without taking money from the PID. Chairman Stotts stated that such a thing could likely be negotiated, but would require someone to initiate the negotiations. Board Member Graham made a motion that the Parks & Recreation Board does not accept the work that has thus far been done, and seeks that no further work be done prior to a hydrology and irrigation study being conducted by a neutral third party engineering firm. Seconded by Board Member Lentzner. Motion passed unanimously. Board Member Graham made a motion that this request be transmitted to Council and placed on their next available agenda for discussion among Council. Board Member Lentzner volunteered to present this issue to Council. Chairman Stotts expressed concern that too much time would pass before this item could be presented to Council at a meeting and requested that the information be transmitted to Council, the Mayor and the Town Manager in the mean time. Director Adams stated that he could do this the following day. Chairman Stotts moved Item 2 down after Item 4. He moved Item 3 to after Item 7. 2. Discuss and take appropriate action concerning a presentation from Dr. Joe Walker on the TCP Master Plan. Dr. Walker gave a presentation on the current states of the project. He discussed potential amenities and features at the park and grants that could be used to fund them. He shared a map displaying park visitation by zip code, which showed visitors from throughout the DFW region. He plans to use the Trophy Club Park Sub-Committee as a project steering group and will invite Bill Rose to be a Council representative as well. 3. Discuss and take appropriate action concerning a staff presentation on possible future funding requests for EDC4A. Director Adams presented an overview of the funds requested of EDC4A. EDC4A would issue a 20 year Certificate of Obligation for $530,000 to cover the Parks & Recreation Board 7 of 53 Tuesday, August 4, 2009Parks & Recreation Board 7 of 53 Tuesday, August 4, 2009 requested items. Chairman Stotts expressed concern about taking a 20 year note on items that depreciate and will not last 20 years. Board Member Graham was concerned about the legality of funding Integrity Park field rentals for the baseball association. Board Member McCollister stated that Roanoke should split the cost of Integrity Park field rentals. Board Member Graham agreed and stated that he does not agree with using EDC4A funds for Integrity Park field rentals when Roanoke owes half. Chairman Stotts recommended a per-child user fee be enacted for the youth sport associations to make it more equitable. Chairman Stotts ask if the Town could approach the MUD to assist with the purchase of capital equipment. Board Member McCollister requested that the Town purchase an extended warranty on equipment purchased with the note to extend its use. Director Adams stated that EDC4A may be able to fund the shop, which would allow the Town to use those funds to lease equipment. 4. Discuss and take appropriate action concerning a splash park presentation by a possible vendor. The vendor was not present at the meeting and did not provide a presentation. 5. Discuss and take appropriate action concerning a presentation by staff on dog parks. Recreation Supervisor gave a presentation on dog parks, including the definition and benefits of a dog park, a profile of potential users, information on other area dog parks, and a list of potential amenities and layout of a dog park at Northeast Park. 6. Discuss and take appropriate action concerning a staff update on the Fourth of July Celebration. Recreation Supervisor gave a presentation on the status of preparations for the Fourth of July Celebration, all aspects of events taking place throughout the day, and potential partnerships and sponsorships for the event. 7. Discuss and take appropriate action on the approval of the February 10, March 3 and April 7, 2009 minutes. Board Member Kohs made a motion to approve the February 10, 2009 minutes. Board Member Graham made a motion to move Item 2 after Item 5. Seconded by Board Member Kohs. The motion passed unanimously. Parks & Recreation Board 10 of 53 Tuesday, August 4, 2009Parks & Recreation Board 10 of 53 Tuesday, August 4, 2009 2. Discuss and take appropriate action concerning an update from the TCP Sub-Committee on: 1. The new pay station 2. Possible video surveillance 3. The TCP Master Plan 4. The TCP motorized trail grant application 5. Additional land acquisition Vice Chairman Gregory informed the Board that the pay station is being installed, however the motherboard is not working and is awaiting replacement. It should be operational by the end of the month. The Sub-Committee is considering installing video surveillance at the front entry gate. They also met with Dr. Walker and provided input on the Master Park Plan. He is doing a survey of demographics at this time. Board Member Kohs stated that he would like to see the memorial tree park being planned by the Tree Board in the front open area rather than additional parking. The Board was informed that Ray, one of the Trophy Club Park attendants, passed away recently. The Board agreed that they would like to send a card to the family. Chairman Stotts stated that there may be an acreage gain to Trophy Club Park, as the eastern border may be different than was originally shown. 3. Discuss and take appropriate action concerning an update from the Facility Sub-Committee on: 1. The trail system 2. The amenity lakes 3. Spray park 4. Northeast Park 5. Northwest Park Chairman Stotts informed the Board that the trail and amenity lakes developer has driven piers for the pier in Lake 2, installed barriers for run off and erosion control and applied for a variance to avoid ADA compliance. The Board discussed the variance and expressed concern over the potential impact of this variance on the Town and users of the trail. Board Member Graham stated that the Board needs to have a new Council Liaison appointed to assist in transmitting their actions to Council. Mayor White stated that until all Council members are in attendance at a meeting to select such a position, Councilman Rose will sit in as Park Board’s Council Liaison. Board Member Graham made a motion to ask Council to request that the developer withdraw the request for a variance on ADA standards with regards to the trail system they constructed, and that this request be transmitted to Council as soon as possible. Seconded by Board Member Ridgeway. The motion passed unanimously. Board Member Graham requested that the Town Manager Parks & Recreation Board 11 of 53 Tuesday, August 4, 2009Parks & Recreation Board 11 of 53 Tuesday, August 4, 2009 attend the next Park Board meeting to instruct the Board on the correct process to get their motions and concerns in front of Council. Chairman Stotts stated that the current bid for the spray park is just over $800,000. It is for a 10,000 sq. ft. park with a recirculatory system and several play features. There may also be 1 ft. deep pools in select areas. Chairman Stotts has asked for a second bid for consideration. Board Member Lentzner updated the Board on Northeast Park. The dog park is a part of the conceptual plan, but is not a part of the current phase of the project. The two baseball fields would be U8 fields. Chairman Stotts stated that staff will go before Council in mid-July to request approval to seek bids. 4. Discuss and take appropriate action on possible bond amenities to be included in a possible park bond. The Board reviewed a handout listing several possible park bond components at parks throughout the Town. Chairman Stotts reminded the Board that the items being discussed are not necessarily going to be in a bond, they are merely ideas for discussion. Vice Chairman Gregory added a Trophy Club Park trailhead and trails on the east side of town, and removed the small spray park at Harmony Park stating that it is too small. Board Member Glaser suggested the Board use the comprehensive park plan and survey results as a guide. Board Member Ridgeway felt the amphitheater should be located in Trophy Club Park rather than Northwest Park. It was stated that items in TCP would be considered in the TCP Park Plan, however Board Member Glaser said that the Board should still consider including items for TCP. Vice Chairman Gregory said that a skate park is probably not the best use of funds. He added resurfacing the Harmony Park tennis courts. Board Member Graham stated that once the t-ball fields at Harmony are replaced with soccer fields we should begin calling Harmony the “soccer park” to create that image with the public. Chairman Stotts agreed and indicated that soccer/football fields should be added in the location where a recreation center may one day go. Councilman Rose reminded the Board that the #2 item on the survey was a recreation center, and asked when the Board would begin to research that. Chairman Stotts preferred that a recreation center go in a separate bond, which Councilman Rose agreed with. Chairman Stotts did not think the Town could afford the operational costs of a recreation center, however it is in the plan to potentially be built in 5 years when the Town is closer to build-out and there are more retail businesses. Mayor White stated that the Town has inadequate facilities for teens and adults currently, and that the last election for a community center lost by only one vote. Vice Chairman Gregory stated that the Town would have to use taxes to build a center and then charge user fees to operate it. Parks & Recreation Board 12 of 53 Tuesday, August 4, 2009Parks & Recreation Board 12 of 53 Tuesday, August 4, 2009 Vice Chairman Gregory added a restroom at Northeast Park to be located in an area that would be easily accessible by dog park patrons. 5. Discuss and take appropriate action on the recommendation to Council that the Park Board ordinance require all members on Park Board to annually volunteer to assist with the operation of at least one special event. Chairman Stotts stated that volunteering to assist with Town events will give Board members more perspective, weed out those who are not truly interested in serving and improve the Board’s stance and influence among other boards. He wants the Board to be actively engaged and see things for themselves. Board Member Graham stated that he is dead set against ‘compulsory volunteerism’. Board Member Ridgeway would prefer to make volunteering at Town events something that is expressed as an expectation during the interview process. Vice Chairman Gregory also disagreed with adding this to the ordinance, and agreed that this expectation should be expressed during the interview process. 6. Discuss and take appropriate action concerning changes to the Park Board application forms. Chairman Stotts informed the Board that this agenda item is to discuss the possibility of adding additional questions to the Park Board application form similar to those found on the P & Z application form. Board Member Glaser did not think a similar application would demonstrate useful skills that could be assets to the Board. Board Member Graham did not want to scare potential applicants off with an extensive application process. There was general agreement among the Board that no changes were needed. 7. Discuss and take appropriate action on an update from staff on the Fourth of July Celebration. Recreation Supervisor Lee updated the Board on preparations for the Fourth of July Celebration. The 5K run will be timed using a new printing time clock. There are several community groups and businesses participating as volunteers or sponsors throughout the day. Bara Church will provide all supplies and volunteers for the afternoon cookout. 8. Update from Chairman Stotts and staff on the following items: a. Pool activities b. Summer Adventure Camp Chairman Stotts informed the Board that swim team is almost full and will have their first meet this weekend in Lewisville. The Board discussed getting a UV filter for the pool, which would cost around $40,000 and allow fewer chemicals to be used. Chairman Stotts, Board Member Graham, Councilwoman Wilson and Director Adams met to discuss how to prevent fecal incidents at the pool. Signage will be posted at the pool and in the restrooms. Fourth of July Chairman Stotts stated that he walked the trail with Lance Proctor and Steve Leinart. He feels it will take a long time for several issues to be rectified. The piers for the fishing pier on Lake 2 are installed. He is currently talking to the Shanklins about an easement and looking into issues of whose ETJ the land resides in. Board Member Graham stated that the Town should not accept the trail unless it connects to Trophy Club Park. Chairman Stotts has asked the developer to block off the pump for the lakes with some type of barrier. Director Adams said that Northeast Park will go to Council for approval in the second meeting of August. The youth sport associations will begin play at Northeast Park in late spring 2010. The Facilities Sub-Committee will hear a presentation from the second spray park company. The spray park will open in 2010. Board Member Ridgeway is concerned that the final spray park be designed to look classy. Director Adams, Park Supervisor Tony Jaramillo, Secretary Kadow, Trish Brown and David Jahn of the Trophy Club Roanoke Soccer Association met. The Town will reseed Harmony Park again and is taking down several Bradford Pear Trees. The fields will not be recrowned, as it would cost $500,000. Director Adams stated that EDC4A has approved the expenditure for shade structures on field 1 at Independence Park. Director Adams will hear the status of the TCP grant within the next week. TCP revenue is currently just over $100,000. Director Adams informed the Board that Northwest ISD informed him that the Town was unable to use Byron Nelson High School as an alternate fireworks launch site on the 4th of July. 3. This is the seventh consecutive year we’ve held our conference in conjunction with the National Association of OHV Program Managers Conference. No other conference brings as many leaders from the OHV recreation community and land management community together at one time, in one place. As you are no-doubt aware, we’re in a new economy with many new challenges and while the stressed economy has also affected the NOHVCC, it has not dampened our desire to fulfill our mission or to provide you with the best opportunity to learn from presenters and network and share experiences with our peers. We believe the pre-conference ride is much more than an opportunity to have fun. It’s an opportunity to see how you can adapt the ideas you see in Texas to the areas where you live. You will notice that we do have a fee to participate in the pre-conference ride this year. That’s a direct result of the challenging financial times we’re in but we believe it’s an important part of the NOHVCC Conference experience. You will be required to sign a release form if you ride one of the loaned ATVs or motorcycles. You will be responsible for any significant damage to the ATV or motorcycle. You will not be responsible for normal wear and tear and scratches. Thanks to the efforts of NOHVCC State Partner Bobby Beamer, Associate Partners Carol Smith and Rhonda Treadaway, Steve Thompson-Texas OHV Program Manager-Texas Parks and Wildlife Department, and volunteers from the Texas Offroad Network and the Trail Riders of Houston Motorcycle Club. Pre-Conference trail rides will be offered on Tuesday, March 24th, and Wednesday, March 25th. The trail rides will be held in the Sam Houston National Forest (SHNF) which is located about 50 miles north of the conference hotel. The Forest is located between Huntsville, Conroe, Cleveland and Richards, Texas. Approximately 85 miles of multiple-use trails are open to off-highway motorcycles and ATVs not exceeding 50” in width. The forest allows side-by-side machines only if they do not exceed 50” width. The trails are located in terrain described as coastal plains. The rides will be taking place during what typically is one of two dry seasons and average temperatures should be in the 50 to 60 degree range. The USFS has graciously waived the normal charges of $5 per day user fee for this trail ride event. All machines must comply with Texas OHV laws and regulations, and must have a USFS-approved spark arrestor and a muffler that does not exceed 96 dBA when tested in accordance with SAE J1287. If you bring your own machine you will be responsible for complying with all applicable federal and state requirements, and for transporting your machine to the ride area. All participants (including those bringing their own machine) must register for the ride when you register for the conference. Each rider must supply safety gear (helmet, eye protection, gloves, long pants and long-sleeve jersey, over-ankle boots, etc.). If you plan to ride a loaner ATV you must provide proof that you have completed the ASI ATV Safety course. A limited number of loaner machines will be available and you may have to share a machine. Riders must be in the hotel lobby ready to board the bus at 7:45 AM each morning. The bus will depart at 8:00 sharp.
