TOWN COUNCIL REGULAR SESSION MINUTES
TUESDAY, APRIL 14, 2020, 7 P.M.
ZOOM VIDEO CONFERENCE
The Town Council of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, April 14, 2020. The
meeting was held through Zoom Video Conference and was open to the public through
www.facebook.com/trophyclubgov.

Town Secretary Vacek opened the meeting with a roll call of Mayor Pro Tem Shoffner and Council Members Bone,
Monger and Geraci, and announced a quorum at 7:00 p.m.
Mayor Pro Tem Shoffner thanked everyone for their continued prayers for Mayor Sanders and his Family. Council
Member Geraci offered a prayer for the Sanders Family, the Council, all staff and citizens.
Town Secretary Vacek confirmed there were no citizen presentation emails received.
ANNOUNCEMENTS AND REPORTS:
1. Receive Town Manager Norwood’s update and provide input regarding the following (S. Norwood).
• COVID-19 – There has been a total of seven cases within Trophy Club, with two recovered. Town
Manager Norwood stated that Communications & Marketing Manager Lind has been doing an
outstanding job keeping the Trophy Club website and all Social Media sites updated. He also recognized
Assistant Town Manager Carroll who has participated in every conference call with the Governor’s Office,
Tarrant, and Denton Counties to keep the Town updated. Town Manager Norwood complimented all
First Responders, Fire and Police Departments, and Town Staff in providing excellent service to the Town
during this challenging time.
• April/May Parks & Recreation Events – It was noted that all events have been cancelled. A decision for
June/July is pending.
• PD 30 – Businesses are closed at this time and the developers are working close and amicably with the
Hogan’s Glen HOA to resolve any issues that need addressing.

• Trophy Club Drive – The project is close to completion, striping will begin soon after. The brick walls will
be the HOA’s responsibility.
Town Manager Norwood added that the Town’s financial status continues to reflect a positive budget, with no
issues. He shared that other cities are experiencing financial difficulties due to the loss of income from tourism,
retail and restaurants. He added that he was extremely grateful that Trophy Club is not experiencing these types
of scenarios.
Mayor Pro Tem Shoffner stated he received a text regarding the reopening of Trophy Club Country Club and asked
for an update. Assistant Town Manager Carroll reported that the Governor’s Office had released an order allowing
golf courses to reopen at midnight beginning April 15, 2020, with specific precautions and procedures to be
followed. Mayor Pro Tem Shoffner recommended that an update be sent out to alert the residents.
Communications and Marketing Manager Lind confirmed this information had been posted to the Trophy Club
Website, as well as all social media sites.
Council Member Monger inquired if the wall bracing would be removed on Trophy Club Drive with the completion
nearing. Town Manager Norwood reported that discussions had taken place regarding the removal of the bracing
but there were concerns of the removal too early as the HOA is months away from making said improvements.
CONSENT AGENDA

2. Take appropriate action regarding the Town Council Regular Session Minutes dated February 25, 2020
(L. Vacek).
3. Take appropriate action regarding the Town Council Special Session Minutes dated March 31, 2020
(L. Vacek).
4. Take appropriate action amending Resolution 2020-03 of the Town of Trophy Club, Texas approving the
General and Special/Charter Amendment Elections scheduled for May 2, 2020 to be postponed until
November 3, 2020 (L. Vacek).
5. Take appropriate action regarding a Resolution for the Town Council authorizing amendments to
financial institution documents naming authorized Town representatives on the Texas Local
Government Investment Pools (TexPool) signature accounts; and providing an effective date (S.
Norwood)
6. Take appropriate action regarding a Resolution for Texas CLASS Investment Pool allowing the Town to
invest its funds with Texas CLASS; and providing an effective date (S. Norwood).
7. Take appropriate action regarding a request to extend the existing Temporary Use Permit allowing a
construction trailer at Medlin Middle School, generally located west of Parkview Drive and south of
Marshall Creek Road (S. Norwood).
8. Take appropriate action regarding the National Incident-Based Reporting System (NIBRS) Justice
Assistance Grant Program for the Police Department (S. Norwood).
9. Take appropriate action regarding a Resolution, denying the Oncor Distribution Cost Recovery Factor
filing; and providing an effective date (S. Norwood).

Motion made by Council Member Bone, seconded by Council Member Geraci, to approve Consent Agenda Items
#2 through #10.
Motion carried unanimously 4-0-0.
INDIVIDUAL ITEM:
11. Youth Programs Standards of Care
Conduct a Public Hearing and take appropriate action regarding an Ordinance renewing Section
108.001, Youth Programs Standards of Care, of Division 1, of Article 108, Parks and Recreation, of
Chapter 1, General Provisions, of the Town of Trophy Club Code of Ordinances; and providing an
effective date (S. Norwood).
Mayor Pro Tem Shoffner opened the Public Hearing for the Youth Programs Standards of Care Renewal. Town
Secretary Vacek confirmed no public responses were received. Mayor Pro Tem Shoffner closed the Public
Hearing.
Town Manager Norwood commented that the Public Hearing is an annual requirement. Director of Parks and
Recreation Jaramillo stated the only revision was a title change to Aquatics and Recreation Specialist. Mayor Pro
Tem Shoffner commented that Town Attorney Dodd had recommended holding this type of public hearing two
years ago.

Motion made by Council Member Geraci, seconded by Council Member Monger, to approve Ordinance 2020-06
for the Youth Programs Standards of Care, of Division 1, of Article 108, Parks and Recreation, of Chapter 1, General
Provisions, of the Town of Trophy Club.
Motion carried unanimously 4-0-0.
Mayor Pro Tem Shoffner announced there were no items to discuss in Executive Session.

Consider and take appropriate action regarding a requisition request for procurement of
Cima Solutions Group; and authorizing the Mayor or his designee to execute all necessary
documents (S. Norwood).

Background and Explanation:
We have been using Cima Solutions service for several years now, but this is the first time it’s
been over $25,000 limit to require Town Council’s approval. Cima Solutions Group provides us
with a FedRamp class cloud storage so we can securely store our backups in the cloud.
FedRamp is a government-wide program that provides a standardized approach to security
assessment, authorization, and continuous monitoring for cloud products and services. Cima
also tests the backup sets and a test restore each month to verify the integrity of the backups.
This year was an unexpected increase of $2,413.36. It meets all our purchasing guidelines and
is purchased off the approved Department of Information Resources (DIR) contract.
The total annual cost for Cima Solutions Group is $26,173.59

Background and Explanation:
The Town’s current interest-bearing accounts have an ending market value of $18,161,688 as of
March 31, 2020, which is an increase of $1,430,276 since December 31, 2019. The portfolio is
liquid with a weighted average life of 1 days.
The total average yield for this quarter was .99% which is lower than the average rolling 6-
month Treasury-Bill yield of 1.39% for the same period.
A substantial portion of the Town’s investments remain placed in the InterBank Insured Cash
Sweep account to take advantage of the fund’s liquidity and the favorable 1.05% yield.
Financial Considerations:
Interest earnings for this quarter total $67,910 which gives the Town a year to date interest
earning of $129,314 for Fiscal Year 2020.

PROCLAMATION 2020-02-A
AN EXTENSION OF PROCLAMATION 2020-02 DECLARING A LOCAL DISASTER
FOR THE TOWN OF TROPHY CLUB, TEXAS ISSUED ON THE 29TH DAY OF
APRIL 2020 THROUGH THE 28TH DAY OF MAY 2020.
WHEREAS , in December 2019 a novel coronavirus now designated COVID-19,
was detected in Wuhan City, Hubei Province, China. Symptoms of COVID-19 include
fever, cough, and shortness of breath. Outcomes have ranged from mild to severe
illness, and in some cases death; and
WHEREAS , on March 11, 2020 the World Health Organization (WHO) declared
COVID-19 as a pandemic; and
WHEREAS , on March 13, 2020 the President of the United States did find and
proclaimed that the COVID-19 outbreak in the United States constitutes a national
emergency; and
WHEREAS , on March 13, 2020 the Governor of the State of Texas certified that
COVID-19 poses an imminent threat of disaster in the state and declared a state of
disaster for all counties in Texas; and
WHEREAS , on March 13, 2020 the County Judge of Tarrant County issued a
Declaration of Local Disaster due to Public Health Emergency, the Tarrant County
Commissioners issued a Renewal of the Declaration of Local Disaster due to a Public
Health Emergency on March 17, 2020 and the First Amended Declaration of Local
Disaster due to Public Health Emergency was issued on March 18, 2020; and
W HEREAS , also on March 17, 2020 the County Judge of Denton County, Texas
certified that COVID-19 poses an imminent threat of disaster in Denton County and
declared a state of disaster for all of Denton County; and
WHEREAS , the Mayor of the Town of Trophy Club, Texas has determined that
extraordinary measures must be taken to respond quickly, prevent and alleviate the
suffering of people exposed to and those infected with the virus, as well as those that
could potentially be infected or impacted by COVID-19, and to protect or rehabilitate
property; and,
WHEREAS , the Town of Trophy Club entered into a joint resolution with Denton
County to form an interjurisdictional Emergency Management Program, adopted
through Trophy Club Resolution 2018-07 allowing the Town of Trophy Club to operate
within the Interjurisdictional Emergency Management Plan;

NOW THEREFORE, BE IT PROCLAIMED BY THE TOWN OF TROPHY CLUB:
1. That a local state of disaster is hereby declared for the Town of Trophy Club, Texas,
pursuant to section 418.108(a) of the Texas Government Code.
2. Pursuant to section 418.108(b) of the Government Code, this declaration of local
disaster shall continue for a period through April 28, 2020 from the date of this
declaration unless continued or renewed by the Town Council.
3. Pursuant to section 418.l08(c) of the Government Code, this declaration of local
disaster shall be filed promptly with the Town Secretary, and shall be given prompt and
general publicity.
4. Pursuant to section 418.108(d) of the Government Code, this declaration of local
disaster activated the Town of Trophy Club's and Denton County's interjurisdictional
emergency management program.
5. This Declaration enables the Town of Trophy Club to take any action authorized
under Federal or State Law and/or the Disaster Declaration from the State of Texas
and/or Denton County Commissioners Court adopted by Trophy Club Resolution 2018-
07.
6. That this proclamation shall take effect immediately from and after its issuance.

PROCLAMATION NO. 2020-03
A PROCLAMATION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY
CLUB, TEXAS, RECOGNIZING MAY 7, 2020 AS DAY OF PRAYER IN
TROPHY CLUB; RECOGNIZING THAT 2020 IS THE 69TH CONSECUTIVE
ANNUAL OBSERVANCE OF THE NATIONAL DAY OF PRAYER; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, public prayer and national days of prayer have a long and significant
history in American tradition dating back to the first call to prayer in 1775 when the
Continental Congress asked the colonies to pray for wisdom in forming a nation, and the call
to prayer has continued throughout our history, including President Lincoln’s proclamation of
a day of “humiliation, fasting, and prayer” in 1863; and
WHEREAS, these times of national supplication were made official in 1952 when
President Harry Truman signed a joint resolution of the U.S. Congress which enacted
legislation setting aside an annual day of prayer for the nation, and in 1988 this law was
amended and signed by President Reagan, permanently setting the day as the first Thursday
of every May; and
WHEREAS, the National Day of Prayer is a vital part of our nation’s heritage as it
enables us to recall and teach the way in which our forefathers sought the wisdom of God
when faced with critical decisions, thus reaffirming the spiritual principles upon which this
nation was founded; and
WHEREAS, the National Day of Prayer belongs to all Americans and is a day that
transcends differences, bringing together citizens from all backgrounds to honor God and to
give Him thanks for the many liberties and blessings we have received, among them the
freedom to gather, worship and pray; and
WHEREAS, Thursday, May 7, 2020, is the 69th Observance of the National Day of
Prayer in our nation and simultaneously the 28th consecutive observance for the citizens in
this 76262 community, having as its theme for this year: God’s Glory across the earth,
based upon Habakkuk 2:14, "For the earth will be filled with the knowledge of the glory of
the LORD as the waters cover the sea”; and
WHEREAS, on this National Day of Prayer we come together as leaders and citizens
in unity as one nation under God to seek His divine guidance, protection, and strength to
meet the challenges that we face both present and future, and to pray for peace throughout
our nation and the world.

NOW, THEREFORE, I, Nick Sanders, in conjunction with the Town Council of the
Town of Trophy Club, Texas by the Power vested in me as Mayor of Trophy Club, hereby
proclaim Thursday, May 7, 2020, as a DAY OF PRAYER in Trophy Club to coincide with the
NATIONAL DAY OF PRAYER and that this proclamation shall take effect from and after its
date of passage, in accordance with law; and it is so proclaimed.
