The Town Council of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, November 12, 2019.
The meeting was held within the boundaries of the Town and was open to the public.

Mayor Sanders announced the date of November 12, 2019, called the Town Council to order and announced a
quorum at 7:00 p.m.
The Invocation was offered by Reverend Edlen Cowley with Fellowship United Methodist Church.
The Pledges to the American Flag and Texas Flag were led by Council Member Bone.
CITIZEN PRESENTATIONS
This is an opportunity for citizens to address the Council on any matter whether or not it is posted on the agenda.
The Council is not permitted to take action on or discuss any presentations made to the Council at this time
concerning an item not listed on the agenda. The Council will hear presentations on specific agenda items prior to
the Council addressing those items. You may speak up to four (4) minutes or the time limit determined by the
Mayor or presiding officer. To speak during this item, you must complete the Speaker's form that includes the
topic(s) of your statement. Topics of presentation should be limited to matters over which the Council has authority.
There were no citizen presentations.
ANNOUNCEMENTS AND REPORTS
1. Receive Town Manager Norwood’s update and provide input regarding the following (S. Norwood):
November and December 2019 Meeting Dates – There would only be one Council meeting in November
and December; therefore there would be no Council meeting on November 26th and December 24th due
to the holiday schedule.
Holiday Schedule – Trash and recycling pick up during the week of Thanksgiving would be moved from
Friday to Saturday, November 30th.

Capital Improvement Project on Trophy Club Drive – the project began two weeks ago and the pavement
demolition was expected to be completed in the next three to four weeks. Several changes have been
made based on resident, contractor, and Staff input. Construction would occur in phases and the final
completion was anticipated to be in April 2020.
2. Receive Town Council Liaison update; discussion of same (S. Norwood):

Council Liaison - Council Member Michael Geraci
Council Member Shoffner reported that the Charter Review Commission continues to review the Town of Trophy
Club Charter and they would present their finding to the Council once completed.
Director of Parks and Recreation Jaramillo provided an update regarding the November 4, 2019 Parks and
Recreation Board meeting. Staff recognized Tom Mills and Lou Hocker for volunteering countless hours at Trophy
Club Park, with their efforts qualifying them for the Presidential Volunteer Service Award. Also, Staff was recently
contacted by an outside organization to host a Youth Baseball World Series event at Independence Park from June
26, 2020 to July 1, 2020. Families would be encouraged to stay at one of the Town’s hotels and some logistics still
needed to be worked through. This item would be presented to the Council at a later date. Lastly, the Board
appointed three board members to a Sports Subcommittee, which consisted of Dean Murray, Joel Morace, and
David Stout. They would meet on an “as needed” basis to discuss any important topics that need to be addressed
before the next scheduled Parks and Recreation Board meeting.
Council Member Monger thanked the Parks Department and Fire Department for helping move the Veterans Day
Celebration from the Veterans Memorial to the Fire Station, due to inclement weather.
CONSENT AGENDA
All matters listed as Consent Agenda are considered to be routine by the Town Council and will be enacted by one
motion. There will not be a separate discussion of these items. If discussion is desired, that item will be removed
from the consent agenda and will be considered separately.
3. Consider and take appropriate action regarding the Town Council Regular Session Minutes dated October
22, 2019 (S. Norwood).
4. Consider and take appropriate action regarding repealing Resolution No. 2018-26 and adopting a new
Resolution amending the Investment Policy for the Town of Trophy Club; and providing an effective date (S.
Norwood).
5. Consider and take appropriate action regarding an Ordinance amending subsection i, Annual capital
improvement and maintenance charge, of Section A1.014, Water and wastewater fees for Public
Improvement District No. 1, within Appendix A, Fee Schedule, of the Trophy Club Code of Ordinances, to
adopt a monthly surcharge for PID residents; providing for severability; providing a penalty; and providing
an effective date (S. Norwood).
6. Case TUP-19-004 (Aloft Construction Trailer)
Consider and take appropriate action regarding a request for a Temporary Use Permit to allow a
construction trailer on the PD-30 hotel property, generally located approximately 950 feet east of Trophy
Club Drive and approximately 300 feet north of SH 114 (S. Norwood).

7. Case PP-19-001 (Last Acre Addition)
Consider and take appropriate action regarding a request for a preliminary plat containing 1.0055 acres of
land located north of Meadowbrook Lane and approximately 110 feet west of Rockwood Drive (S.
Norwood).
8. Case FP-19-001 (Last Acre Addition)
Consider and take appropriate action regarding a request for a final plat containing 1.0055 acres of land
located north of Meadowbrook Lane and approximately 110 feet west of Rockwood Drive (S. Norwood).
9. Consider and take appropriate action regarding two Interlocal Cooperation Agreements between the Town
of Trophy Club and Denton County for Fire Protection Services and Ambulance Services; and authorizing the
Mayor or his designee to execute all necessary documents (S. Norwood).
Motion:
Motion made by Mayor Pro Tem Jensen, seconded by Council Member Fleury, to approve Consent Agenda Items
No. 3 through No. 9.
Motion carried unanimously 6-0-0.
REGULAR SESSION
10. Consider and take appropriate action regarding a Proclamation of the Town Council recognizing November
11, 2019 as Veterans Day in Trophy Club; and providing an effective date (Council Member Monger and
Mayor Sanders).
Council Member Monger read the proclamation into the record.
Motion:
Motion made by Council Member Monger, seconded by Council Member Shoffner, to approve Proclamation No.
2019-25, recognizing November 11, 2019 as Veterans Day in Trophy Club; and providing an effective date
recognizing November 11, 2019 as Veterans Day in Trophy Club; and providing an effective date of November 12,
2019.
Motion carried unanimously 6-0-0.
Mayor Sanders presented Bill Splichal, World War II and Korean War veteran, with the proclamation.
11. Receive an update from the Greater Northwest Soccer Association (GNWSA) regarding their current season
(S. Norwood).
Director of Parks and Recreation Jaramillo stated that Matt Tibbitts, President of GNWSA, was unable to attend the
meeting, but Mr. Tibbitts wanted to relay to the Council that he was extremely happy with the services that the
Parks and Recreation Department was providing to GNWSA.
No action was taken on this item.
12. Receive an update from the Trophy Club Roanoke (TCR) Youth Baseball Association regarding their current
season (S. Norwood).
Brandon Hennig, President of TCR Youth Baseball Association, commented that they had another successful Fall
season with very few cancellations due to inclement weather. They had roughly 1,100 players registered for the
Spring and Fall seasons, with 49 percent of the players being Town residents. He commended the Parks
Department for working hard to meet their needs.

Council Member Shoffner inquired what the percentage was for recreation players versus select players. Mr.
Hennig responded that there were approximately 200 select players for the Spring and Fall seasons out of the
1,100 registered players.
Mayor Pro Tem Jensen asked if they have encountered any issues finding spots for players. Mr. Hennig stated that
they usually have a few late registrations, but they order additional jerseys and hats to help accommodate those
players. He added that registration opened two weeks early for Trophy Club and Roanoke residents before
registration was opened to the rest of the community.

13. Receive an update from the Bobcat Youth Football Organization regarding their current season (S.
Norwood).
Daryl Fowler, President of Bobcat Youth Football Organization, reported there were a total of 389 registered, out
of which 210 were registered to play football and 179 registered for cheerleading in grades kindergarten through
sixth. They had 14 teams that played in a league with area schools from Northwest, Argyle, Southlake, Grapevine,
Colleyville, Coppell and Lantana. Approximately 98 percent of their players feed into Byron Nelson High School
(BNHS). Their organization participates in the Town’s 4th of July Parade and BNHS Homecoming Parade, and they
work closely with BNHS coaches. Additionally, he applauded Director of Parks and Recreation Jaramillo and his
Staff for working hard to provide field space at Independence Park.
Council Member Fleury thanked Mr. Fowler and their organization for putting forth numerous volunteer hours.

14. Discussion of and take appropriate action regarding setting a date for the 2020 Council Retreat and discuss
potential agenda items (S. Norwood).
Town Manager Norwood stated that he was finalizing the agenda for the Council Retreat but it would be set
around goal setting. The two tentative dates to schedule the Council Retreat was either January 18, 2020 or
January 25, 2020.
Town Secretary Fimbres confirmed that there would be a Council meeting on January 14, 2020 and Staff would
propose to cancel the January 28, 2020 meeting.
Mayor Sanders and Council Members Fleury and Bone preferred to have the Retreat on January 25, 2020.
Mayor Sanders asked that Staff contact Council Member Geraci to make sure that he did not have a conflict with
that date.

15. Discussion of items for Future Agendas to include agenda items for consideration on the December 10, 2019
Council agenda and items from the Town Council Future Agenda Items list (S. Norwood).
This item allows Council to request the placement of items on upcoming agendas when the topic of discussion
requires research and review that cannot be accomplished in the time frame between regular Council meetings.
However, a Council Member may request that an item be placed on the next regularly scheduled meeting without
first placing that item on the Future Agenda Items list. All requests for agenda items must comply with Charter
requirements.

Mayor Sanders requested to move Agenda Item No. 9 C from the December 10, 2019 Council agenda to the
January 25, 2020 Council Retreat agenda regarding the creation of a strategic plan for a percentage of funds set

Background and Explanation:
The Town’s current interest-bearing accounts have an ending market value of $10,992,981 as of
September 30, 2019, which is a decrease of ($6,065,192) since June 30, 2019. This is primarily
due to the majority of ad valorem collectionsbeing received in the prior quarters. The portfolio
is liquid with a weighted average life of 18days.
The total average yield for this quarter was 2.37% which is higher than the average rolling 6-
month Treasury-Bill yield of 2.17% for the same period.
A substantial portion of the Town’sinvestments remain placed in the InterBank Insured Cash
Sweep account to take advantage of the fund’s liquidity and the favorable 2.41% yield.
Financial Considerations:
Interest earnings for this quarter total $89,088 which gives the Town a year to date interest
earning of $404,322 for Fiscal Year 2019.

in the State of Texas and currently states an average annual asset balance of over $17 billion.
TexPool maintains a rating of AAAm with Standard and Poor’s, which is the highest
available principal stability fund rating assigned by Standard & Poor’s.

resolution authorizing participation in various cooperative purchasing programs in accordance
with the Town’s Procurement Policies and Procedures; authorizing execution of any and all
necessary agreements for participation in the cooperative programs by the Mayor or his
designee; approving related contracts and the payment of related fees in accordance with the
budget; and providing an effective date (S. Norwood).
Strategic Link:
Administrative & Financial Services - Exercise fiscal discipline in all Town operations.
Background and Explanation:
Previously Town Staff reviewed and initiated the process to add or delete an approved
purchasing cooperative or governmental entity that may provide a financial benefit and/or
efficienciesin the Town’s procurement operations. Staff is proposing remove the current
Resolution’s language that requires such actions to come before council for approval and
replace such language as to allow the Town to participate in any purchasing cooperative,
government entity, or other governmental contract that meets both the requirements of the
Town of Trophy Club’s purchasing policies and meets any and all requirements for such
cooperatives, entities, and contracts of the State of Texas. By broadening the language in the
resolution staff will be able to seek out the best pricing and purchasing situations that are most
beneficial to the Town in a more efficient manner.

Financial Considerations:
Ingeneral, cooperative purchasing ensures that the Town is receiving a price on a product or
service that has previously gone through a State approved bid process. This allows the Town to
obtain the intended product or service at the best price, ensuring good stewardship and fiscal
responsibility while saving valuable time.
Legal Review:
The Town Attorney David Dodd has reviewed the resolutions language to ensure that it requires
staff to continue to meet both Town policies and State law.

Background and Explanation:
Tarrant County Commissioners Court awarded a contract with HART InterCivic to purchase the
Verity Voting System version 2.3.1, as the voting system for Tarrant County to be used in
accordance with the terms and conditions specified in the certification order issued by the
Texas Secretary of State for all forms of voting in Tarrant County. This includes election day
voting at polling locations, early voting in person, early voting by mail and provisional voting.
The Town of Trophy Club contracts with Tarrant County for elections held by the Town. Section
123.001 of the Texas Elections Code requires that “Before a voting system may be used in
elections, the authority designated by this section, by resolution, order or other official action
of the authority, must adopt the system for use in elections.” The Town’s next scheduled
election will be held on May 2, 2020.

RESOLUTION NO. 2019-37
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB, TEXAS, ADOPTING THE HART VERITY VOTING
SYSTEM FOR ELECTIONS CONDUCTED BY THE TOWN OF TROPHY
CLUB; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, in accordance with Section 271.002 of the Texas Election Code,
the Town of Trophy Clubelection will be conducted jointly with other political
subdivisions in Tarrant and Denton counties; and
WHEREAS, on August 13, 2019, the Tarrant County Commissioners Court
voted to accept the contract with Hart InterCivic to purchase Verity System version
2.3.1; and
WHEREAS,the Commissioners Court of Tarrant County, adopted the Hart
InterCivic Verity,version 2.3.1, for use in Absentee Voting By Mail, Early Voting By
Personal Appearance, Regular Voting on Election Day and Provisional Voting; and
WHEREAS,that the system will be used in accordance to the terms and
conditions specified in thecertification order issued by the Texas Secretary of State;
and
WHEREAS,the Town Council finds that the passage of this Resolution is in
the best interest of the citizens of Trophy Club.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
Section 1.That, all matters stated in the recitals hereinabove are found to
be true and correct and are incorporated herein by reference as if copied in their
entirety.
Section 2.That the Town of Trophy Club Town Council, which contracts
with Tarrant Countyto conduct municipal elections, does hereby approve the use of
the voting equipment for future elections.
Section 3. That this Resolution shall become effective from and after its
date of passage in accordance with law, and it is so resolved.

Background and Explanation:
The purpose of this amended plat is to combine Residential Lot 23R, Block 1 and Common Area
Lot 1R, Block 3 into one lot for private residential use (Lot 23R-1, Block 1). The Knoll HOA chose
to sell the common area lot to an adjacent homeowner to minimize the cost of watering and
mowing that is paid by the HOA. The zoning requirements, subdivision requirements, nor the
covenants & restrictions require the common area to remain. It was not dedicated as Parkland,
as a fee was paid in lieu of dedication of land when the subdivision was established.
The proposed lot will be 29,729 square feet in area and the 25 foot front building line will
remain in place, as will the 10 foot utility easement that runs along the front property line.
There are no other utility or drainage easements in place or proposed. Lot 23R-1, which backs
up to the golf course,will adhere to the 10 foot side yard setbacks and 25 foot rear yard
setback in the PD-16 Development Standards.
The platconforms to the Town’s Subdivision Regulations, PD-16 Development Standards, and
the Subdivider’s Agreement.

Background and Explanation:
Anamia’s Tex-Mex is requesting approval of a Specific Use Permit (SUP) for alcoholic beverage
sales for on-premisesconsumption in conjunction with a restaurant use according toSection
14.02.252 of the Town’s Code of Ordinances. The property’s zoning of Planned Development
No. 30 (PD-30) does not restrict the sales of alcoholic beverages beyond the regulations of
Town Code and State Law.
As shown in Exhibit B, Anamia’s Tex-Mex is applying to the Texas Alcoholic Beverage
Commission (TABC) to obtain a Mixed Beverage Restaurant Permit with FB (RM), a Food and
Beverage Certificate (FB), a Caterer’s Permit (CB), and a Beverage Cartage Permit (PE). These
permits are common for this use and descriptions of each can be found in Exhibit C.

Section 14.02.252(b) of the Code of Ordinances states that no alcoholic beverages may be sold
within 300 feet of a church, public school or private school, or public hospital. Subsection (g)
describes the methods of measurement as front door to front door and along street front
property lines when measuring to churches and public hospitals, and in a direct line from
nearest property line to property line when measuring to public schools and private schools.
Anamia’s Tex-Mex complies with Town and State requirements, as the closest church
(Fellowship United Methodist Church) is approximately 650 feet away, the closest public school
(Lakeview Elementary School) is approximately 1.25 miles away, the closest private school

Town has recommended to the Town Council the adoption ofthisOrdinance; and
WHEREAS,after due deliberations and consideration of the recommendation of
the Planning & Zoning Commission and the information and other materials received at
the public hearing, the Town Council has concluded thatthe adoption of this Ordinance
is in the best interests of the Town of Trophy Club, Texas and of the public health,
safety, and welfare.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
SECTION 1.
INCORPORATION OF PREMISES
The above and foregoing premises are true and correct and are incorporated
herein and made a part hereof for all purposes.

SECTION 2.
APPLICABLE REGULATIONS,DISCONTINUATION, & REVOCATION
In all respects the Land shall be subject to the applicable regulations contained in
the Comprehensive Zoning Ordinance and all other applicable and pertinent ordinances
and regulations of the Town, including without limitation regulations governing PD
Planned Development No. 30and all amendments thereto. TheSpecific Use Permit
granted by this Ordinance shall control in cases of conflict between this Ordinance
and/or PD Planned Development No. 30and/or theComprehensive Zoning Ordinance.
The Specific Use Permit granted hereby shall discontinueif the use for which this
Specific Use Permit is granted ceases to be operated at the permitted location for a
minimum period of six (6) continuous months.Further, this Specific Use Permit shall be
subject to revocation in accordance with the Townof Trophy ClubCode of Ordinances.
SECTION 3.
SAVINGSAND REPEALER
This Ordinance shall be cumulative of all other ordinances of the Town affecting
the regulation of land and zoning and shall not repeal any of the provisions of those
ordinances except in those instances where the provisions of those Ordinances are in
direct conflict with the provisions of this Ordinancewhether such Ordinances are
codified or uncodified, and all other provisions of the Ordinances of the Town of Trophy
Club, codified or uncodified, not in conflict with the provisions of this Ordinance, shall
remain in full force and effect.Notwithstanding the foregoing, any complaint, action,
cause of action or claim which prior to the effective date of this Ordinance has been
initiated or has arisen under or pursuant to such repealed Ordinance(s) shall continue to
be governed by the provisions of that Ordinance and for that purpose the Ordinance
shall be deemed to remain and continue in full force and effect.
SECTION 4.
SEVERABILITY
The sections, paragraphs, sentences, phrases, clauses and words of this
Ordinance are severable, and if any section, paragraph, sentence, phrase, clause or
word in this Ordinance or application thereof to any person or circumstance is held
invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not
affect the validity of the remaining portions of this Ordinance, and the Town Council
hereby declares that it would have passed such remaining portions of this Ordinance
despite such invalidity, which remaining portions shall remain in full force and effect.

SECTION 5.
PENALTY
It shall be unlawful for any person to violate any provision of this Ordinance, and
any person violating or failing to comply with any provision hereof shall be fined, upon
conviction, in an amount not less than One Dollar ($1.00) nor more than Two Thousand
Dollars ($2,000.00), and a separate offense shall be deemed committed each day
during or on which a violation occurs or continues. The penalty provided by this section
shall be cumulative of all other penalties allowed by law, including without limitation, civil
remedies available for enforcement of this Ordinance.
SECTION 6.
PUBLICATION
The Town Secretary of the Town of Trophy Club is hereby directed to publishthe
Caption, Penalty and Effective Date of this Ordinance as required by Section 52.011 of
the Texas Local Government Code.
SECTION 7.
ENGROSSMENT AND ENROLLMENT
The Town Secretary of the Town of Trophy Club is hereby directed to engross
and enroll this Ordinance by filing this Ordinance in the ordinance records of the Town.
SECTION 8.
EFFECTIVE DATE
This Ordinance shall become effective from and after its date of adoption and
publication as provided by law, and it is so ordained.

BEVERAGE CARTAGE PERMIT (PE)
Permit authorizes a Mixed Beverage, Private Club Registration, Private Club Wine and Beer or
Private Club Exemption Certificate permittee who holds this permit to transport alcoholic
beverages to the licensed premises from the place of purchase.
CATERER'S PERMIT (CB)
Permit authorizes Mixed Beverage Permittee to sell mixed beverages on a temporary basis at a
place other than the premises for which the Mixed Beverage Permit is issued but only in areas
"wet" for the sale of mixed beverages.
FOOD AND BEVERAGE CERTIFICATE (FB)
A Food and Beverage Certificate may be issued to the holder of a Beer Retailer's On-Premise
Permit or Wine and Beer Retailer's Permit if food service is the primary business being operated
on the licensed premise or to the holder of a Mixed Beverage Permit or Private Club Permit if
food service is available on the premises and the gross receipts of alcoholic beverages do not
exceed 50% of total gross receipts.
The holder must meet requirements of the Code and Rule 33.5 concerning minimum number of
entrees served, hours of service, etc.
Certificate allows holder to be exempt from posting a conduct surety bond.
MIXED BEVERAGE RESTAURANT PERMIT WITH FB (RM)
Permit authorizes a restaurant located in an area voted wet for the legal sale of mixed
beverages in restaurant by food and beverage certificate holder to sell mixed drinks, wine,
beer, ale and malt liquor for consumption on the premises of the restaurant.

Background and Explanation:
The Town was approached by HG SPLY Trophy Club (HG SPLY) to allow them to valet park
patron’s vehicles on Town owned property. The request was for approximately 50-60 parking
spaces in a mixture of parking areas including parking identified as; Town Hall Gravel Lot (south
of the Town Hall building) and the Town Hall Lot north of Holiday Inn. HG SPLY is also
requesting the opportunity to install an improved parking area for golf cart parking in the grassy
area between HG SPLY owned property and the Town owned improved temporary parking lot
constructed west of HG SPLY. The golf cart parking is required to be similar in structure to the
grasscrete golf cart parking at Meat U Anywhere. In exchange for the allotted parking spaces
HG SPLY is being asked to add traffic flow marking to the driveway and approach assisting in the
mitigation of traffic issues exiting the HG SPLY lot onto Trophy Wood Dr. The agreement allows
HG SPLY to utilize 35 of the 83 parking spot within the Town Hall gravel lot and 32 of the
available 53 parking spots in the Town Hall Lot north of Holiday Inn. All vehicles will be
required to be moved prior to the closing of the valet services each night. The agreement
allows for any party to terminate the agreement with a written 90 day notice.
Financial Considerations:
The agreement has no financial impact to the Town.

PARKING AGREEMENT
This Parking Agreement ("Agreement") is made between the Town of Trophy Club, a Texas
Municipality (hereinafter “Town”), the Trophy Club Economic Development Corporation
(hereinafter “EDC”) and HG SPLY Trophy Club, a Texas Corporation (hereinafter “HG”). All
entities are collectively referred to as Parties in this Agreement (“Parties”). Town owns three
properties described in Exhibit A, Exhibit B, Exhibit C and Exhibit D and attached and
incorporated herein. HG desires to use the three properties owned by Town for parking.
Parking in Town Hall Gravel Lot
HG will be allowed to use the highlighted in yellow in Exhibit A (hereinafter “Gravel Lot”) under
the following conditions:
1) HG is responsiblefor the cars parked in Gravel Lot by a valet service.
2) HG or any Valet service contracting with HG shall park in the designated area.
3) All Valet parked cars shall be removed from this lot within one hour after HG SPLY Co. closes.
4) No parking is allowed on unimproved surfaces.
5) HG, their agents and any valet service contracting with HG are responsible for damages they
cause
Parking in Town Hall Lot North of Holiday Inn
HG will be allowed to use the area highlighted in yellow in Exhibit B (hereinafter “Holiday Lot”)
under the following conditions:
1) HG is responsible for the cars parked in Holiday Lot by a valet service.
2) HG or any Valet service contracting with HG shall park in the designated area.
3) All Valet parked cars shall be removed from this lot within one hour after HG SPLY Cocloses.
4) No parking is allowed on unimproved surfaces.
5) HG, their agents and any valet service contracting with HG are responsible for damages they
cause
Parking in Town owned Service Road Lot
HG will be allowed to use the area described in Exhibit C (hereinafter “Service Road Lot”) under
the following conditions:
1) HG is responsible installing the improvements for golf cart parking.
2) All parking services shall meet Town code.
3) HG shall remove the improvements and cease parking golf cart within 90 days of written
notice from Town or upon termination of this agreement by HG.
4) No parking is allowed on unimproved surfaces.

Markings in HG owned Lot
In exchange for being allowed to park in the Town lots, HG agrees to add traffic flow markings
to the driveway and approach assistingin the mitigation of traffic issues exiting the HG parking

markings is to direct traffic into and exiting HG SPLY Co. parking lot onto and off of Trophy
Wood Dr.
Termination
This agreement may be terminated by either party with 90 days written notice.
Wherefore, premises considered, both parties agree to these terma as is evidenced by

Background and Explanation:
Following Council concerns and approvals, the Storm Water Master Plan was updated by Freese
and Nichols, to address a Phase II plan of action for the creek flow for the Skyline branch creek,
from the bridge at Indian Creek Drive and Skyline Drive through the culverts at T W King Drive.
Also considered, was opening the new box cell culvert installed on the last phase of
construction on the upstream side of the bridge on Indian Creek Drive. The project included
updating the previous hydrologic and hydraulic models to reflect existing (2019) conditions.
With this information, floodplain maps were generated for the 10% and 1% annual chance
event (ACE) storms. Suspected structures that may be inundated during an event were
identified. It was identified that the FEMA FIRM (Flood Insurance Rating Map) is not accurate
and should be updated, as well.
A brief synopsis of the study:
Due to downstream channel conditions, there is very little difference between the 3-
8’x5’ box culverts and the 4-8’x5’ box culvert conditions.
Alternative 1 removes all of the houses downstream from the culvert from the
floodplain and eliminates overtopping of the Indian Creek Road.
Alternative 2 fully channelizes the flow and eliminates overtopping of the T.W. King
Road.

8/9/2016 - Mayor Sanders advised that several items have taken precedence and that this
item can remain on the list until the applicable time to deal with it.
9/19/2016 – This item was scheduled to be placed on a future Joint Meeting agenda,
tentatively for January 2017, with the TCMUD No. 1 Board of Directors.
11/8/2016 – Council consensus was to leave this item on the Future Agenda Items list.

8/28/2018 – Town Planner Payne presented an update regarding Park signage. Council
provided feedback on the design for Park signage.
12/11/2018 – Town Planner Payne provided an updateand Council directed Staff to move
forward with preparing an RFP for Parks signage with Town logos and without Town logos.

Council recommended that the Trophy Wood Drive monument sign be double sided and
backlit, remove the Town obelisks on Trophy Club Drive, and include a monument sign on
the northwest corner of Trophy Club Drive and State Highway 114.

Background and Explanation:
The terms of service for five members of the Board of Directors will expire on December 31,
2019. The Town Council completed the first step on September 24, 2019 by submitting the
following nomination: Danny Mayer. Denton Central Appraisal District is now requesting that
the Town cast the twenty-one(21) allocated votes for a candidate or candidates that were
nominated and named on the ballot.

RESOLUTION NO. 2019-38
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB, TEXAS, CASTING THETOWNS TWENTY-ONE(21)
ALLOCATED VOTES FOR A CANDIDATE OR CANDIDATES TO
SERVE ONTHE DENTON CENTRAL APPRAISAL DISTRICT BOARD
OF DIRECTORS; PROVIDING FOR SUBMITTAL OF SAME TO THE
CHIEF APPRAISER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Section 6.03 of the Tax Code provides for the selection of
members for the Denton Central Appraisal Districts Board of Directors based on the
standard process of nominations and selection by the voting units in a taxing
jurisdiction; and
WHEREAS, the Town of Trophy Club, Texas, based on the tax levy for the
Town, was allocated a total of twenty-one(21) votes to cast for nominated
candidate(s) named on the ballot provided by the Chief Appraiser of the Denton
Central Appraisal District; and
WHEREAS, uponreceiving the selections submitted by all voting units of the
taxing jurisdiction, the five nominees receiving the most votes will be appointed as
members of the Board of Directors for the Denton Central Appraisal District; and
WHEREAS, it is the desireof the Town Council of the Town of Trophy Club,
Texas, to cast the Towns twenty-one(21) allocated votes to__________for
placement on the Board of Directors for the Denton Central Appraisal District.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
Section 1.That the Town of Trophy Club, Texas, hereby casts itstwenty-
one(21)allocated votes for__________to serve onthe Board of Directors for the
Denton Central Appraisal District.
Section 2.That this Resolution, indicating the votes cast and candidate(s)
selected, shall be submitted to the Chief Appraiser of the Denton Central Appraisal
District prior to December 15, 2019.
