meeting was held within the boundaries of the Town and was open to the public.

Mayor Sanders announced the date of October 22, 2019, called the Town Council to order and announced a
quorum at 7:00 p.m.
The Invocation was offered by Senior Minister Jeff Brooks with Lake Cities Church of Christ.
The Pledges to the American Flag and Texas Flag were led by Mayor Pro Tem Jensen.
CITIZEN PRESENTATIONS
This is an opportunity for citizens to address the Council on any matter whether or not it is posted on the agenda.
The Council is not permitted to take action on or discuss any presentations made to the Council at this time
concerning an item not listed on the agenda. The Council will hear presentations on specific agenda items prior to
the Council addressing those items. You may speak up to four (4) minutes or the time limit determined by the
Mayor or presiding officer. To speak during this item, you must complete the Speaker's form that includes the
topic(s) of your statement. Topics of presentation should be limited to matters over which the Council has authority.

ANNOUNCEMENTS AND REPORTS
1. Receive Town Manager Norwood’s update and provide input regarding the following (S. Norwood):
Early Voting – Began on October 21st and would run through November 1st with times and locations
posted on the Town’s website. The closest early voting site for Denton County residents was at the
Trophy Club Municipal Utility District No. 1 and the closest early voting site for Tarrant County residents
was at Southlake Town Hall.
November and December Town Council Meetings – There would only be one Council meeting in
November and December; therefore there would be no Council meeting on November 26th and

December 24th due to the holiday schedule.
Veterans Day Ceremony – Will be held on November 11th at 11:00 a.m. at the Veterans Memorial
located in Independence Park West.
Fall Family Campout – Scheduled for November 9th and November 10th with 70 participants currently
registered.
Town Manager Norwood reported that the striping issue on the Trophy Lake Drive bridge had been addressed with
the Texas Department of Transportation (TxDOT). The left lane has been dedicated as a left turn lane and the
middle lane was now designated for either a left turn or to continue straight. Additionally, he advised that the
weathered flags around Town were being replaced.
Mayor Sanders announced and welcomed residents to attend a Meet and Greet for the newly hired Town
Manager, Steve Norwood, that would be held on October 29th from 5:00 p.m. to 7:30 p.m. at HG Sply Co.
CONSENT AGENDA
All matters listed as Consent Agenda are considered to be routine by the Town Council and will be enacted by one
motion. There will not be a separate discussion of these items. If discussion is desired, that item will be removed
from the consent agenda and will be considered separately.

REGULAR SESSION
10. Case SUP-19-001 (Hampton Inn Alcohol Sales)
A) Conduct a Public Hearing regarding a request made by Hampton Inn for a Specific Use Permit for
alcoholic beverage sales for off-premise consumption, generally located at the northwest corner of
Trophy Wood Drive and Plaza Drive (S. Norwood).
Mayor Sanders opened the public hearing at 7:07 p.m.
Town Planner Payne stated that the purpose of this item was to consider a request for a Specific Use Permit to
allow alcoholic beverages at Hampton Inn. The strategic link for this item was Infrastructure & Development –
Foster a business-friendly environment. The applicant proposes to sell beer and wine alongside the toiletries in
the Suite Shop in the hotel’s lobby. If the Suite Shop, specifically, is the only area in the hotel permitted under the
BQ permit by the Texas Alcoholic Beverage Commission, which forbids on-premise consumption where alcohol was
sold, then consumption remains legal throughout the rest of the hotel so guests can continue to bring alcoholic
beverages of any kind into their hotel rooms, whether the alcohol was bought at the Suite Shop or elsewhere.
Hampton Inn is in compliance with the 300 foot separation requirements from schools, churches, and public
hospitals, and the closest of that group was the Primrose School of Westlake at Entrada, located 3,000 feet away.
Parking needs would not be affected, as the intent was to only sell unopened beer and wine to guests. The Police

Town Planner Payne stated that the purpose of this item was to consider a request for a Specific Use Permit (SUP)
to allow a freestanding development identification sign at the Byron Apartment Homes. The strategic link for this
item was Infrastructure & Development - Foster a business-friendly environment. The PD-30 Development
Standards require freestanding development identification signs to obtain an SUP from the P&Z Commission and
Council. Matters to be considered are the number of signs, location, size, and lighting. The proposed double-sided
sign was set back 23 feet from Trophy Club Drive at the main entrance into the multifamily complex. The stucco
sign was planned to be 132 square feet in area, 10 feet tall, painted navy blue, and only the word “Byron” would
be internally illuminated at night. The P&Z Commission considered this item at their October 3, 2019 meeting and
discussion included an explanation as to why the SUP was necessary, how the proposal compares to existing signs,
and the location of the proposed sign. The SUP was unanimously recommended for approval by the P&Z
Commission. Additionally, Staff recommended approval of this item.

Mayor Sanders inquired if the sign would be blinking off and on and if it would only be illuminated at night. Town
Planner Payne confirmed that the sign would not be blinking and that it would only be illuminated at night.

12. Case ME-19-001 (The Byron Leasing Canopy Sign)
Consider and take appropriate action regarding a request for a Meritorious Exception for a proposed canopy
sign within Planned Development No. 30, generally located southeast of Trophy Club Drive and
approximately 650 feet north of SH 114 (S. Norwood).
Town Planner Payne stated that the purpose of this item was to consider a request for a Meritorious Exception to
allow a canopy sign at the Byron Apartment Homes. The strategic link for this item was Infrastructure &
Development - Foster a business-friendly environment. Section 3.09.010 of the Town’s Code allows an interested
party to request a Meritorious Exception for a sign that was nonconforming to the sign regulations, but may have
obvious merit and may make a positive contribution to the visual environment. The proposed canopy sign fits that
description because it does not belong in any of the sign categories within the PD-30 Development Standards. In
addition, the proposed sign does not meet the size requirements of a canopy sign as outlined in the Town’s Code.
The six foot tall sign would be attached to the 20 foot tall leasing canopy that faces State Highway 114 and the
interior of the overall development. The Byron portion of the sign was proposed with double-illuminated channel
letters with a white acrylic face that would internally illuminate white from the front and would have white halo
backlighting at night. The P&Z Commission considered this item at their October 3, 2019 meeting and discussion
included how the sign does not conform to a PD-30 sign category, that it’s visible from State Highway 114, and that
it was shown on the site plan. The Meritorious Exception was unanimously recommended for approval.
Additionally, Staff recommended approval of this item.

13. Receive an update from the Council Liaison, Council Member Philip Shoffner, regarding the October 15,
2019 Charter Review Commission meeting; and discussion of and take appropriate action regarding Charter
provisions to have the Charter Review Commission review (S. Norwood).
Council Member Shoffner advised that per Section 5 of Resolution No. 2019-25, the Charter Review Commission
shall undertake a review of specific topics or Charter provisions as requested by a majority vote of the Town
Council. A Council Member also had the ability to request their appointee on the Charter Review Commission to
discuss any potential topics. Additionally, he reported that the Charter Review Commission’s first meeting was on
the initial review of the Charter.
Mayor Sanders brought up Section 3.02 (a) (7), if any sitting Council Member files to become a candidate for
another public office, he shall resign his current seat upon filing for the new office. He had sent a message to
Town Attorney Dodd to review if this section could be altered to allow a Council Member to file for another public
office, and continue to hold their current office until the end of that term or until a special election was held. He
advised that Town Attorney Dodd’s response was that this would require a Charter amendment.
Mayor Sanders also discussed Section 3.04 (b) (4), fails to attend three consecutive regular meetings of the Council
without being excused by the Council. This item became an issue during this past year and it was questioned how
the Council would excuse the absence of a Council Member. He discussed this topic with Town Attorney Dodd,
who advised that this would require a Charter amendment and then this item could be addressed in the Meetings
and Rules of Procedure. There could be a section in the Meetings and Rules of Procedure to address automatic
excused absences such as laying out the proper timeframe to give notice and reason for the absence, such as a
family emergency, business reasons, etc.
Mayor Sanders reviewed the possibility of Town Council having the ability to appoint someone to a vacant position
on the Council if the term had one year or less. This would allow the Town to save funds by not holding a special
election outside the uniform dates.
Lastly, Mayor Sanders mentioned that there could be the ability to have an off year for elections if Council elected
four members one year and then three members the other year.
Council Member Shoffner commented that Section 3.04 (b) (4) could be placed as an item on the Town Council
Future Agenda Items list to amend the Meetings and Rules of Procedure to have a provision for excused absences.
Mayor Pro Tem Jensen agreed with the suggestion on outlining excused absences but disagreed with the Council
having the ability to appoint someone to fill an unexpired term on the Council.
Council Member Fleury also disagreed and believed that the Council should not have the ability to appoint
someone to fill an unexpired term on the Council.
Council Member Geraci commented on the potential of moving the Town’s election cycle to fall in line with the
State and Federal elections in November.
Mayor Sanders inquired if the Charter Review Commission had set their future meeting dates.

Council Member Shoffner reported that the Charter Review Commission was scheduled to discuss Articles I
through III on October 28, 2019; Article IV on November 11, 2019; Articles V through X on November 18, 2019; and
Articles XI and XII on December 9, 2019. If needed, they would also meet on December 16, 2019; January 13,
2020; and January 27, 2020 to complete their Final Report.
No action was taken on this item.
14. Discussion of items for Future Agenda to include agenda items for consideration on the November 12, 2019
Council agenda and items from the Town Council Future Agenda Items List (S. Norwood).
This item allows Council to request the placement of items on upcoming agendas when the topic of discussion
requires research and review that cannot be accomplished in the time frame between regular Council meetings.
However, a Council Member may request that an item be placed on the next regularly scheduled meeting without
first placing that item on the Future Agenda Items list. All requests for agenda items must comply with Charter
requirements.
A) Item No. 2 from the Future Agenda Items list: Receive an update from Town Staff regarding Entryway
Monumentation and Landscaping for the Town of Trophy Club. (Sanders 2/27/2018) (1-May 22, 2018)
(2-August 28, 2018) (3-December 11, 2018) (4-March 26, 2019) (5-June 25, 2019) (6-July 23, 2019)
(7-October 22, 2019)
Town Planner Payne provided an update regarding entryway monumentation. The roundabout sign near the
Trophy Lake Drive entrance into Town was chosen to model the new entryway signs after, but the proposed signs
have been scaled down from the 50 foot original to 30 feet in length by removing the iron fencing and end caps.
The height was about six feet tall in the center and about four and a half feet tall on the ends. Stacked stone and
metal channel letters that would be backlit at night were proposed for the new signs in order to match the
existing. She displayed a rendering of what the sign would look like on the Trophy Wood Drive median. A double-
sided sign was proposed, but there was conflict with the “one way” signage that was across from the Bread
Winners and HG Sply access points. This location was chosen because the rest of the median that’s closer to State
Highway 114 has TxDOT’s storm drain underneath and the Town could not build anything on top of that. As far as
power to light up the sign, the Town would have to bore under the road to get it from the HG Sply property, which
would cost approximately $1,000. Irrigation for landscaping around the sign was already in place. Next, she
displayed a rendering of the proposed Trophy Club Drive double-sided sign that was shown between two trees in
the median and would require removing one of the stone columns that decorate that entrance into Town.
Recently, all of the stone columns on the PD-30 side of the road were removed by the developer to make room for
the sidewalk. Only one column remained on the Meat U Anywhere side of the road and there were currently three
in the median. Also, she was asked to reach out to the PD-30 developer to see what their sign package would look
like since the new Town signage would be close by, but they did not have plans for the overall signage yet. The
sign was not proposed to be any closer to State Highway 114 in an effort to protect the sign from car accidents at
that intersection. Power and irrigation were already available on-site. A rendering of the proposed sign was
displayed that depicted the northwestern corner of Bobcat Boulevard and Marshall Creek. This sign has been
customized to add the Bobcat logo since it would be adjacent to the schools and located on Northwest
Independent School District (NISD) property. Staff met with NISD and they were interested in a long-term lease
with the Town to allow signage built in this area. The proposal would have to go before the NISD School Board for
approval. The double-sided sign’s orientation would capture those traveling through two of the Town entrances to
include those heading east on Marshall Creek and those heading south on Bobcat Boulevard. Power was available
in the adjacent median on Bobcat Boulevard and could be bored under the road and irrigation will have to be
newly designed and installed.
Council Member Shoffner inquired why the sign on Trophy Wood Drive would be double-sided. Town Planner
Payne responded that the back side of the sign would be for those leaving Town and HG Sply.

Council Member Shoffner recommended that the signs on Trophy Wood Drive and Trophy Club Drive be offset and
one-sided so that it was better viewed for those entering Town. He deferred to Police Chief Arata regarding the
one-way signage on Trophy Wood Drive since there had been blind spot issues. Additionally, he suggested
potential angling the Marshall Creek sign so that it could be viewed from Bobcat Boulevard and to place the Town
logo on the opposite side of the Bobcat logo.
Council Member Geraci asked if it was going to create an issue when the trees matured on either side of the
Trophy Club Drive sign. Town Planner Payne responded that the sign would be about 30 feet long and there was
40 feet between the trees, but there was potential for one of the trees to be removed.
Council Member Geraci inquired why the sign was setback so far at Marshall Creek. Police Chief Arata responded
that it was due to visual and line of sight issues.
Mayor Sanders agreed with Council Member Shoffner that a one-sided sign on Trophy Wood Drive would be
appropriate, but if it were not cost prohibited the sign could have lettering on the back side with no illumination.
He asked about replacing the monument sign on the corner of Trophy Club Drive, in front of Meat U Anywhere,
instead of putting a new monument sign in the median. Town Planner Payne responded that it had been discussed
but it had been difficult to determine who the land owner was because it was split between two properties.
Mayor Sanders recommended placing a monument sign on the northwest corner of Trophy Lake Drive and State
Highway 114. Additionally, he suggested placing the Town logo on the endcap of each monument sign.
Council Member Shoffner commented that if lettering was going to be put on the back side of the Trophy Wood
Drive sign, then it should be backlit. Town Planner Payne responded that the bids could show the price
differences.
Council Member Geraci remarked that he preferred to have back lit lettering and agreed to add a monument sign
on the northwest corner of Trophy Lake Drive and State Highway 114.
Council Member Fleury liked the idea to add a monument sign at Trophy Lake Drive. She did not think that the
Town logo should be added to the monuments signs because eventually it would become outdated. For
symmetry, she agreed that both sides of the Trophy Wood Drive should be backlit.
Mayor Sanders recommended removing the obelisks on Trophy Club Drive since the ones on the PD-30
Development were going to be removed.
Council Members Bone and Geraci agreed to remove the Town’s obelisks.
Council Member Shoffner requested that this item be placed on a future Council agenda so that action could be
taken to move forward.
Council Member Geraci asked to remove Item No. 4 from the Town Council Future Agenda Items list and place it in
the overall Parks Master Plan: Discussion of and take appropriate action to have the Interim Town Manager
prioritize an investigation of the use of turf fields at Independence Park along with a cost benefit analysis & review
offering a payback program between the Town and TCR Youth Baseball Association. (Geraci & Shoffner 5/28/2019)

theTownofTrophyClub’sInvestmentOfficers.TheDirectorofFinance/CFO Town Manager's
designeeisresponsiblefortheoverallmanagementoftheTown’sinvestmentprogramandmay
directtheotherInvestmentOfficerinhis/herduties. TheInvestmentOfficersareauthorized to
deposit,withdraw,invest,transfer,executedocumentation,andotherwisemanagefundsonbehalfof
theTownofTrophyClubaccordingtothisPolicy.Unlessauthorizedbylaw,nootherpersonmay
deposit,withdraw,transferormanageinanyothermannertheTownofTrophyClubfunds.The
investmentauthoritygrantedtotheInvestmentOfficersiseffectiveuntilrescinded.
QualityandCapabilityofInvestmentManagement \[PFIA2256.005(b)(3)\]
TheTownofTrophyClubshallprovideperiodictrainingininvestmentsforthedesignatedInvestment
Officersandotherinvestmentpersonnelthroughcoursesandseminarsofferedbyprofessional
organizations,associations,andotherindependentsourcesinordertoensurethequalityandcapability
ofinvestmentmanagementincompliancewiththePublicFundsInvestmentAct.
TrainingRequirement \[PFIA2256.008– LocalGovernments\]
InaccordancewiththeTownofTrophyClubandthePublicFundsInvestmentAct,designated
InvestmentOfficersshallattendinvestmenttrainingnolessoftenthanonceeverytwoyearsandshall
accumulatenotlessthan 8 hoursofinstructionrelatingtoinvestmentresponsibilities. A newlyappointed
InvestmentOfficermustattendtraining accumulatingatleast10hoursof instructionwithintwelvemonths
ofthe datetheOfficertookofficeorassumedtheOfficer’sduties.Theinvestmenttraining sessionsshall
beprovidedbyindependentsourcesapprovedbytheInvestmentCommittee.

TheInvestmentOfficersareresponsibleforestablishingandmaintaininganinternalcontrolstructure
designedtoensurethattheassetsoftheTownofTrophyClubareprotectedfromloss,theft,ormisuse.
Theinternalcontrolstructureshallbedesignedtoprovidereasonableassurancethattheseobjectives
aremet.Theconceptofreasonableassurancerecognizesthat(1)thecostof a controlshouldnot

managementfirms,mustsign a certificationacknowledgingthattheorganizationhasreceivedand
reviewedtheTownofTrophyClub’sInvestmentPolicyandthatreasonableproceduresandcontrols
havebeenimplementedtoprecludeinvestmenttransactionsthatarenotauthorizedbytheTownof
TrophyClub’sPolicy.TheTownshallnotenterintoaninvestmenttransactionwith a business
organizationpriortoreceivingthesignedcertification.
Prudence \[PFIA2256.006\]
ThestandardofcaretobeappliedbytheInvestmentOfficersshallbethe“prudentperson”rule.This
rulestates that“Investmentsshallbemade withjudgmentandcare,underprevailing circumstances,that
a personofprudence,discretionandintelligencewould exerciseinthemanagementoftheperson’sown
affairs,notforspeculation, butforinvestment,consideringtheprobablesafetyof capitalandtheprobable
incometobederived.”IndeterminingwhetheranInvestmentOfficerhasexercisedprudencewith
respecttoaninvestmentdecision,thedeterminationshallbemadetakingintoconsideration:
Theinvestmentofallfunds,orfundsundertheTownofTrophyClub’scontrol,overwhichtheOfficer
hadresponsibilityratherthan a considerationastotheprudenceof a singleinvestment.
Whethertheinvestmentdecisionwasconsistentwiththewritten,approvedInvestmentPolicyofthe
TownofTrophyClub.
Indemnification
TheInvestmentOfficers,acting inaccordancewithwrittenproceduresandexercisingduediligence,shall
notbeheldpersonallyresponsiblefor a specificinvestment’screditriskormarketpricechanges,
providedthatthesedeviationsarereportedimmediatelyandtheappropriateactionistakentocontrol
adversedevelopments.
EthicsandConflictsofInterest \[PFIA2256.005(i)\]
Officersandemployeesinvolvedintheinvestmentprocessshallrefrainfrompersonalbusinessactivity
thatwouldconflictwiththeproperexecutionandmanagementoftheinvestmentprogram,orthatwould
impairtheirabilitytomakeimpartialdecisions.InvestmentCommitteemembersshallrefrainfrom
undertakingpersonalinvestmenttransactionswiththesameindividualwithwhichbusinessisconducted
onbehalfoftheTownofTrophyClub.
AnInvestmentOfficeroftheTownofTrophyClubwhohas a personalbusinessrelationshipwithan
organizationseekingtosellaninvestmenttotheTownofTrophyClubshallfile a statementdisclosing
that personal businessinterest.An Investment Officerwhoisrelatedwithin thesecond degreebyaffinity
orconsanguinitytoanindividualseekingtosellaninvestmenttotheTownofTrophyClubshallfile a
statementdisclosingthatrelationship. A statementrequiredunderthissubsectionmustbefiledwiththe
TexasEthicsCommissionandtheTownCouncil.
VII.SUITABLEANDAUTHORIZEDINVESTMENTS
PortfolioManagement
TheTownofTrophyClubcurrentlyhas a “buyandhold”portfoliostrategy. Maturitydatesarematched

withcashflowrequirementsandinvestmentsarepurchasedwiththeintenttobehelduntilmaturity.
However,investmentsmaybeliquidatedpriortomaturityforthefollowingreasons:
Aninvestmentwithdecliningcreditmaybeliquidatedearlytominimizelossofprincipal.
CashflowneedsoftheTownofTrophyClubrequirethattheinvestmentbeliquidated.
Investments \[PFIA2256.005(b)(4)(A)\]
TrophyClubfundsgovernedbythisPolicymaybeinvestedintheinstrumentsdescribedbelow,allof
whichareauthorizedbyChapter2256oftheGovernmentCode(PublicFundsInvestmentAct).
InvestmentofTownofTrophyClubfundsinanyinstrumentorsecuritynotauthorizedforinvestment
undertheActisprohibited.TheTownofTrophy Clubwillnotberequiredtoliquidateaninvestmentthat
becomesunauthorizedsubsequenttoitspurchase.

dateofpurchase;however,theabovedescribedobligations,certificates,oragreementsmaybe
collateralizedusinglongerdatedinvestments.
Becausenosecondarymarketexistsforrepurchaseagreements,themaximummaturityshallbe120

changesorvarioustechnicalcomplicationsleadingtotemporaryilliquidity.Riskismanagedthrough
portfoliodiversificationthatshallbeachievedbythefollowinggeneralguidelines:
Limitinginvestmentstoavoidoverconcentrationininvestmentsfrom a specificissuerorbusiness
sector(excludingU.S.Treasury securitiesandfinancialinstitutiondepositsthatarefullyinsuredand
collateralizedinaccordancewithstateandfederallaw),
Limitinginvestmentsthathavehighercreditrisk,
Utilizinginvestmentswithvaryingmaturities,and
Continuouslyinvesting a portionoftheportfolioinreadilyavailablefundssuchaslocalgovernment

IX.SELECTIONOFBANKSANDDEALERS
Depository
Atleasteveryfiveyears a DepositoryshallbeselectedthroughtheTownofTrophyClub’sbanking
servicesprocurementprocess,whichshallinclude a formalrequestforapplication(RFA). Theselection
of a depositorywillbe determinedbycompetitiveapplicationandevaluationofapplicationswill bebased
onthemostfavorabletermsandconditionsforthehandlingofTownfunds.
AuthorizedBrokers/Dealers \[PFIA2256.025\]
TheTownofTrophyClubInvestmentCommittee(seeSectionXIII)shall,atleastannually,review,revise,
andapprove a listofqualifiedbroker/dealersauthorizedtoengageinsecuritiestransactionswiththe
TownofTrophyClub.Authorizedfirmsmayincludeprimarydealersorregionaldealersthatqualify
underSecurities & ExchangeCommissionRule15C3-1 (UniformNetCapitalRule).
CompetitiveBids
ItisthepolicyoftheTownofTrophyClubtoprovide a competitiveenvironmentforallinvestment
activities.TheInvestment Officersshalldevelopandmaintainproceduresfor ensuringcompetitioninthe
investmentoftheTownofTrophyClub’sfundsandare authorizedto solicit bids forinvestmentsorally,in
writing,electronically,orinanycombinationofthesemethods.

Securitiesshallbepurchasedusingthedeliveryvs.paymentmethod,withtheexceptionofinvestment

X.CUSTODIALCREDITRISKMANAGEMENT
SafekeepingandCustodialAgreements
TheTownofTrophyClubshallcontractwith a bankorbanksforthesafekeepingofsecuritieseither
ownedbytheTownofTrophyClubaspartofitsinvestmentportfolioorheldascollateraltosecure
demandortimedeposits.SecuritiesownedbytheTownofTrophyClubshallbeheldinanaccountin
theTownofTrophyClub’snameasevidencedbysafekeepingreceiptsoftheinstitutionholdingthe
securities.OriginalsafekeepingreceiptsshallbeobtainedandheldbytheTown.
Collateralfordepositswillbeheldby a third-partycustodiandesignatedbytheTownofTrophyCluband
pledgedtotheTownofTrophyClubasevidencedbypledgereceiptsoftheinstitutionwithwhichthe
collateralisdeposited.Collateralmaybeheldbythedepositorybank’strustdepartment, a Federal
ReserveBankorbranchof a FederalReserveBank, a FederalHomeLoanBank,or a third-partybank

CollateralPolicy \[PFCA2257.023\]
Consistent withtherequirementsofthePublic FundsCollateralAct,itis thepolicyoftheTownofTrophy
Clubtorequirefullcollateralizationof allTownofTrophyClubfunds ondepositwith a financialinstitution
and a writtendepositoryagreementacceptabletotheTown.Themarketvalueofthesecurities
collateralizingthedepositoffundsshallbeatleastequalto102%oftheprincipalandaccruedinterest
onthedepositslessanamountinsuredbytheFDIC.Collateralintheformoflettersofcreditissuedby
theFederalHomeLoanBankmustbeequalto100%oftheprincipalandaccruedinterestofdeposits
lesstheapplicablelevelofFDICinsurance.Atitsdiscretion,theTownofTrophyClubmayrequire a
higherlevel ofcollateralizationforcertaininvestmentsecuritiesheldascollateral.Securitiespledgedas
collateralshallbeheldbyanindependentthird-partywithwhomtheTownofTrophyClubhas a current
custodialagreement.TheInvestmentOfficersareresponsibleforenteringintocollateralization
agreementswiththird-partycustodiansincompliancewiththisPolicy.Theagreementsaretospecify
theacceptableinvestmentsecuritiesforcollateral,includingprovisionsrelatingtopossessionofthe
collateral,the substitutionorrelease ofinvestment securities, ownershipofsecurities, andthemethodof
valuationofsecurities. A clearlymarkedevidenceofpledgemustbesuppliedtotheTownofTrophy
Clubandretained.Collateralshallbereviewedatleastmonthlytoassurethatthemarketvalueofthe
pledgedsecuritiesareadequate.
ThecustodialportionofthedepositoryagreementshalldefinetheTown’srightsto thecollateralincase
ofdefault,bankruptcyorclosingandshallestablish a perfectedsecurityinterestincompliancewith
FederalandStateregulations,including:
TheAgreementmustbeinwriting;
TheAgreementmustbeexecutedbythedepositoryandtheTowncontemporaneouslywiththe
acquisitionoftheasset;
TheAgreementmustbeapprovedbytheboardofdirectorsortheloancommitteeofthedepository
and a copyofthemeetingminutesmustbedeliveredtotheTown;and
TheAgreementmustbepartofthedepository’s“officialrecord”continuouslysinceitsexecution.

specifiedwithinthisPolicy.Theportfolioshallbedesignedwiththeobjectiveofobtaining a rateofreturn
throughbudgetaryandeconomiccycles,commensuratewiththeinvestmentriskconstraintsandthe
cashflowrequirementsoftheTownofTrophyClub.
PerformanceBenchmark
ItisthepolicyoftheTownofTrophyClubtopurchaseinvestmentswithmaturitydatescoincidingwith
cashflowneeds.Throughthisstrategy,theTownofTrophyClubshallseektooptimizeinterest
earningsutilizingallowableinvestmentsavailableinthe marketatthattime.TheTownofTrophy Club’s
portfolioshallbedesignedwiththeobjectiveofregularlymeetingorexceedingthebenchmark(s)as
appropriatepertheinvestmentstrategystatements.WeightedAverageYieldtoMaturityshallbethe

Methods
TheInvestmentOfficersshallprepare a writteninvestmentreporton a quarterlybasisthatsummarizes
investmentstrategiesemployedinthemostrecentquarteranddescribestheportfoliointermsof
investmentsecurities,maturities,andshallexplainthetotalinvestmentreturnforthequarter.
Thequarterlyinvestmentreportshallinclude a summarystatementofinvestmentactivitypreparedin
compliancewiththePFIA.Thissummarywillbepreparedin a mannerthatwillallowtheTownof
TrophyClubtoascertainwhetherinvestmentactivities duringthereportingperiodhaveconformedtothe
InvestmentPolicy.ThereportwillbeprovidedtotheTownCouncilandsignedbytheInvestment
Officers.Thereportwillincludethefollowing:

Members

authorizationofbroker/dealers,acceptabletrainingsources,rateofreturnontheinvestmentportfolio,and
reviewofcompliancewiththeInvestmentPolicy.TheInvestmentCommitteewillalsoadvisetheTown
CouncilofanyfutureamendmentstotheInvestmentPolicythataredeemednecessaryorrecommended.
Procedures
TheInvestmentPolicyshallrequiretheInvestmentCommitteetoprovideminutesofinvestment
informationdiscussedatanymeetingsheld.Thecommitteeshallmeetatleastannuallytodiscussthe
investmentprogramandpolicy.
XIV.INVESTMENTPOLICYADOPTION \[PFIA2256.005(e)\]
TheTownofTrophyClub’sInvestmentPolicyshallbeadoptedbyresolutionoftheTownCouncil.Itis
theTownofTrophyClub’sintenttocomplywithstatelawsandregulations.TheTownofTrophyClub’s
InvestmentPolicyshallbesubjecttorevisionsconsistentwithchanginglaws,regulations,andneedsof
theTownofTrophyClub.TheTownCouncilshalladopt a resolutionstatingthatithasreviewedthe

Background and Explanation:
The Town has received the Trophy Club MUD’s annual PID surcharge calculation. The calendar
year 2020PID resident’s fair share of MUD operating and maintenance and debt expenditures
is $164,253 or $113.76 perhousehold, a decrease of less than 5% (percent). The calculated PID
Surcharge is $9.48 for calendar year 2020.

This rate is a $0.45per month per household decrease.

WHEREAS, Fees imposed by the Town are adopted via Ordinance and are
codified in Appendix A of the Town of Trophy Club Code of Ordinances; and
WHEREAS,Appendix A, Fee Schedule, Section A1.014 of the Code of
Ordinances contains fees for public works for the Trophy Club Public Improvement
District No. 1 (hereinafter “PID”), including fees for meters utilized within the PID; and
WHEREAS, the Town of Trophy Club (the “Town”) is the owner and/or operator
of a water and sewer system designed to serve present and future inhabitants of the
Trophy Club Public Improvement District No. 1 (the “Town System”);and
WHEREAS,under the Amended and Restated Contract for Wholesale Water
Supply and Wastewater Treatment Services and Water AndWastewater Operational
Services between the Town and Trophy Club Municipal Utility District No. 1 dated April
15, 2014 (the “Contract”), the Trophy Club Municipal Utility District No. 1 (the “MUD”)
has agreed to provide the Town with wholesale water and wastewater services and with
operations services related to the Town System within the boundaries of the PID
Property, as that term is defined in the Contract;and
WHEREAS,Section 7.1 of Article VII of the Contract requires the Town to a
charge a fee to the residents of the PID for the “Annual Capital Improvements and
Maintenance Charge” due to MUD1; and

WHEREAS,MUD1 has issued debt; therefore, pursuant to the Contract, the
Town has determined it appropriate to adopt the fee set forth below in accordance with
the provision of the Contract providing for an Annual Capital Improvements and
Maintenance Charge in order to impose the fee required to fund the PID’s percentage
share of the MUD1 Operations and Maintenance budget and debt for calendar year
2020; and
WHEREAS,the Town Council hereby finds that the amendment of Section
A1.014 within Appendix A of the Code of Ordinances amending the Town’s Fee
Schedule to adopt the Annual Capital Improvement and Maintenance Charge in the
form of a flat monthly fee as further specified herein meets the Town’s contractual
obligations pursuant to the Contract and serves the best interests of theTown.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
SECTION 1.
INCORPORATION OF PREMISES
That the above and foregoing premises are true and correct and are incorporated
herein and made a part hereof for all purposes.
SECTION 2.
AMENDMENT
2.01Subsection (i) entitled “Annual capital improvement and maintenance charge” of
Section A1.014, “Water and wastewater fees for Public Improvement District No. 1,”
within Appendix A, “Fee Schedule,” of the Town of Trophy Club Code of Ordinances is
hereby amended to read as follows and which shall be added to all other charges
imposed under Section A1.014, and all such other fees and provisions of Section
A1.014 not specifically amended hereby shall remain in full force andeffect:
“Appendix A - FEE SCHEDULE

SECTION 3.
SAVINGS AND REPEALER
That this Ordinance shall be cumulative of all other Ordinances of the Town
affecting fees and shall not repeal any of the provisions of such Ordinances except in
those instances where provisions of those Ordinances are in direct conflict with the

provisions of this Ordinance; whether such Ordinances are codified or uncodified, and
all other provisions of the Ordinances of the Town of Trophy Club, codified or
uncodified, not in conflict with the provisions of this Ordinance, shall remain in full force
and effect. Notwithstanding the foregoing, any complaint, action, cause of action or
claim which prior to the effective date of this Ordinance has been initiated or has arisen
under or pursuant to such repealed Ordinance(s) shall continue to be governed by the
provisions of that Ordinance and for that purpose the Ordinance shall be deemed to
remain and continue in full force andeffect.
SECTION 4.
SEVERABILITY
If any section, article, paragraph, sentence, clause, phrase or word in this
Ordinance, or application thereof to any person or circumstance, is held invalid or
unconstitutional by a Court of competent jurisdiction, such holding shall not affect the
validity of the remaining portions of the Ordinance, and the Town Council hereby
declares it would have passed such remaining portions of the Ordinance despite such
invalidity, which remaining portions shall remain in full force and effect.
SECTION 5.
ENGROSSMENT AND ENROLLMENT
The Town Secretary of the Town of Trophy Club is hereby directed to engross
and enroll this Ordinance in accordance with the Town Charter.
SECTION 6.
PENALTY
It shall be unlawful for any person to violate any provision of this Ordinance, and
any person violating or failing to comply with any provision of this Ordinance shall be
fined, upon conviction, not less than One Dollar ($1.00) nor more than Five Hundred
Dollars ($500.00), and a separate offense shall be deemed committed upon each day
during or on which a violation occurs or continues.
SECTION 7.
PUBLICATION
The Town Secretary of the Town of Trophy Club is hereby directed to publish,
the Caption, Penalty and Effective Date Clause of this Ordinance as required bySection
52.011 of the Texas Local Government Code.
SECTION 8.
EFFECTIVE DATE
This Ordinance shall take effect from and after its date of passage in accordance
with law, andit is so ordained.

Background and Explanation:
According to Sec. 14.02.251 of the Code of Ordinances, construction offices that are used
temporarily by contractors during the construction of buildingsmust obtain a Temporary Use
Permit (TUP) through approval from Town Council, after recommendation by the Planning &
Zoning Commission. In addition, the allowed time period may tie into the schedule of
construction, with annual renewal through this same process, if necessary.
The applicant is requesting approval of a TUP to allow one construction trailer, temporary
fencing, and Conex storage boxes to locate on the hotel portion of the PD-30 propertywhile
construction is ongoing. The construction trailer will be located in an open area that will later
be landscaped and the Conex storage boxes will be set in parking spaces near the masonry
screening wall to the east. A 6 foot tall chain link fence will connect to either side of the
masonry screening wall in order to surround the entire lot for security. Refer to Exhibit A for
layout details.
Construction of the Aloft hotel and all infrastructure on thislot is expected to be completeby
May 2021, so the applicant requests that the TUP is active until May 31, 2021, if approved.

WHEREAS, Muckleroy& Fallshas filed a temporary use permit application and
formally requested to place a construction trailer in the hotel portion of Trophy Club
Town Center, also known as PD-30,located approximately 950 feet east of Trophy Club
Drive and approximately 300 feet north of SH114intheTown of Trophy Club; and
WHEREAS, Section 14.02.251 – Temporary Uses in the Trophy Club Code of
Ordinances requires a temporary use permit to be approved by the Town Council
through a Resolution.
NOW THEREFORE,BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
Section 1. Thatthe request byMuckleroy & Fallsfor a temporary use permit
for a construction trailerin the hotel portion of Trophy Club Town Center located
approximately 950 feet east of Trophy Club Driveand approximately 300 feet north of
SH114is hereby approved, subject to the following conditions:
(A)The construction trailer, temporary fencing,and storageboxesshall be
consistentwith what is shown anddescribedin Exhibit A; and
(B)The construction trailer, temporary fencing, and storageboxesshall be removed
from the property on or before May 31, 2021.
Section 2.That the temporary use permit authorized by this Resolution shall
comply with all Town of Trophy Club codes and ordinances, exempt where specifically
exempted herein.
Section 3.This Resolution shall take effect from and after its date of passage

Background and Explanation:
The applicant recently purchased this one acre tract of land that had previously been owned by
a single family for decades and never platted. The purpose of the preliminary plat is to identify
the new lot layout and the plan for drainage and utilities.
The proposed preliminary plat is located in the R-12 Single Family zoning district and divides the
tract into two lots of approximately a half acre each which exceeds the 12,000 square foot
minimum lot size requirement. The lot width and depth of both lots also exceed the minimum
requirements. The plat notes a 25 foot front building line (setback), matching the regulation
found in the Town’s Code of Ordinances. Although side and rear building lines are not often
labeled on plats, the 10 foot side building line along the western property line of Lot 1, Block A
is shown to avoid conflict. Lot 1, Block 3 of Hogan’s Glen, Phase 2 is an open space lot that is
only 10 feet wide at the corner of Meadowbrook Lane and Meadowbrook Lane and could easily
be overlooked when setbacks are called into question. Since theproposed Lot 1, Block Ais not a
corner lot alonga side street, it does not have an increased side yard setback requirement.

The applicant has been working closely with the Municipal Utility District No. 1 (MUD) to be
annexed into the MUD’s jurisdiction so that water, sewer, and firefighting services are
provided. There is an existing 8 inch water line that runs on the north side of Meadowbrook
Lane’s right-of-way (ROW) and an existing 8 inch sanitary sewer line that runs on the south side
of Meadowbrook Lane’s ROW. The plat includes labels where 1 inch taps will be installed on the
water line for each lot and where 4 inch sanitary sewers will be installed to cross the ROW to
the lots.
A 5 foot utility easement has been added to both properties to account for existing overhead
power lines along the rear property lines and the lots will be graded to drain toward the street,
but it is not necessary to add any other utility or drainage easements according to the surveyor
and confirmed by the Town’s Engineer.
With the issuance of a demolition permit, the buildings shown on the preliminary plat have now
been removed and the property has been mowed. The trees shown on the plat remain.

Background and Explanation:
The Interlocal Cooperation Agreements between the Town of Trophy Club and Denton County
provides for the Trophy Club Fire Department to respond to all Denton County citizens within
Trophy Club’s normal jurisdictional boundaries and to areas of unincorporated Denton County
that fall within Trophy Club’s extraterritorial jurisdiction (ETJ). The agreement outlines
compensation of $10,000 upon execution of the annual agreement and a fee of $600 per fire
call (billed in the subsequent quarter) in the designated unincorporated areas of the County.
Furthermore, the agreement between the Town of Trophy Club and Denton County agrees to
pay the sum of $7,072 (rounded to the nearest dollar) for EMS response to the same area. The
funding for EMS is calculated as follows:
1.A fixed sum based on a population percentage 0.4702 per capita; said sum computes to
$6,391.98.

2.A fixed sum of $246.4959 per ambulance transport in the previous fiscal year; there
were no transports made by the agency within the defined area of Denton County in
Fiscal Year 2019.

Financial Considerations:
A total of $17,672 was budgeted in the Fiscal Year 2020 budget as revenue for the Fire
Department specifically for the annual Interlocal Cooperation Agreements between the Town
of Trophy Cluband Denton County for Fire and EMS response as outlined in the agreements
and this staff report.

VETERANS DAYIN TROPHY CLUB; AND PROVIDING AN EFFECTIVE

WHEREAS,it has long been our custom to commemorate November 11, the
anniversary of the ending of World War I, by paying tribute to the heroes of that tragic
struggle and by rededicating ourselves to the cause of peace; and
WHEREAS,in the intervening years the United States has been involved in
manyother great military conflicts, which have added millions of veterans living and
dead to the honor rolls of this Nation; and
WHEREAS,the Town of Trophy Club is proud that nearly eight percent of our
residents served in the United States military, from World War II to the present day
Global War on Terror; and
WHEREAS,veterans continue to serve our community through leadership
positions on Town Council, in the Town staff, are employed by organizations serving
veterans including the Veterans Administration healthcare systemand volunteer with
the Metroport Veterans Associationandthe Trophy Club Women’s Club; and
WHEREAS,the Congress passed a concurrent resolution on June 4, 1928 (44
Stat. 1962), calling for the observance of November 11 with appropriate ceremonies,
and later provided in an act approved May 13, 1938 (52 Stat. 351), that the eleventh of
November should be a legal holiday and should be known as Armistice Day; and
WHEREAS,in order to expand the significance of that commemoration and in
order that a grateful nation might pay appropriate homage to the veterans of all its
wars who have contributed so much to the preservation of this Nation, the Congress,
by an act approved June 1, 1954 (68 Stat. 168), changed the name of the holiday to
Veterans Day.
NOW, THEREFORE, I, MAYOR C. NICK SANDERS, IN CONJUNCTION WITH

title for the land that the Annex Building is built on and the maintenance building by the

1/12/2016 – At the January 12, 2016 Council meeting, Council made TCMUD No. 1 an offer
regarding the Annex Building.
5/10/2016 - Town Manager Seidel advised that Town Staff are continuing to work on this
item.
8/9/2016 - Mayor Sanders advised that several items have taken precedence and that this
item can remain on the list until the applicable time to deal with it.
9/19/2016 – This item was scheduled to be placed on a future Joint Meeting agenda,
tentatively for January 2017, with the TCMUD No. 1 Board of Directors.
11/8/2016 – Council consensus was to leave this item on the Future Agenda Items list.
2/20/2017 – Council moved this item to be discussed during the February 25, 2017 Council
Retreat.
3/28/2017 – Mayor Sanders added the maintenance building by the Wastewater Treatment
Plant to this item.
5/23/2017 - Mayor Sanders advised that his intent was that the Annex Building would be
utilized for Town storage after Staff relocated into the new Town Hall facility.
5/22/2018 – Direction was given to place the above items on the Joint Session agenda

5/22/2018 – Town Planner Payne provided an update regarding Entryway Monument signs,
Wayfinding signs, and Parks signs. Council gave direction to bring back a plan for repairing
and updating Parks monument signs and a plan for standardizing trailhead signs.
8/28/2018 – Town Planner Payne presented an update regarding Park signage. Council
provided feedback on the design for Park signage.
12/11/2018 – Town Planner Payne provided an updateand Council directed Staff to move
forward with preparing an RFP for Parks signage with Town logos and without Town logos.
3/26/2019 – Town Planner Payne provided an update regarding entryway monumentation
and wayfinding signage. Council directed Staff to move forward with entryway
monumentation.
6/25/2019 – Town Planner Payne provided an update regarding entryway monumentation
and Park signage. Council directed Staff to bring the item back for direction to allow the en-

7/23/2019 – Town Planner Payne provided an update regarding entryway monumentation
and Park signage. Council recommended Staff reach out to NISD to work together to have
monumentation by the schools, reach out to the developer of PD 30 to potentially have
monumentation on Trophy Club Drive compliment PD 30 signage, and review having a sign
with backlit lettering on Trophy Wood Drive.
10/22/2019 – Town Planner Payne provided an update regarding entryway monumentation.
Council recommended that the Trophy Wood Drive monument sign be double sided and
backlit, remove the Town obelisks on Trophy Club Drive, and include a monument sign on
the northwest corner of Trophy Club Drive and State Highway 114.
3. Discussion of and possible action between the Town and EDC 4B regarding long range
planning to use the parcel between Bread Winners and Trophy Club Town Hall. (Sanders
