The Parks & Recreation Board of the Town of Trophy Club, Texas, met in a RegularSession on
Monday, October 162017 at 7:00 p.m. The meeting was held within the boundaries of the Town
and wasopen to the public.

Call to order and announce a quorum.
Chairwoman Nimphiuscalled themeetingtoorder at 7:03 p.m. notinga quorum was
present.
CITIZEN PRESENTATIONS:
Susan Edstrom:
-She is a resident who discussed the history of Park Board’s
involvement in pursuing an electronic secure access system at Freedom Dog Park
(key fob system). The Town had previously been led to believe thatthebiggest
prohibition to having the system was the lack of electricityat the park. Wants the
Town of Trophy Clubto register all dogs within the Town to provide more
accountability and safety at Freedom Dog Park for both dogs and residents.Wants
to limit issues of aggressive or unvaccinated animals. Would welcome allowing
nonresidents access to Freedom Dog Park as long as they would pay to register
their dogs’.Would also like to see security cameras installed at Freedom Dog Park.
Would like to see the Freedom Dog Park Sub-Committee reestablished.
Charlotte Ryan:
-Resident of South Lake who loves to come to Freedom Dog Park
and would like to see the park remain without the key fob controlled accesssystem
because she and others enjoy the park and the relationships that are formed at the
facility. She also discussed the financial impact non-residents have as they cometo
visit the dog park.

Kathleen Paradot:
-She is a resident that usesFreedom DogPark for bothofher
dogsand as a social gathering space. She has met people from all over the Metro-
Plex who enjoy the park. Would like to see security cameras and night lighting as
options to improve security. Believes that there is substantial economic impact
brought to the Town of Trophy Clubby nonresidents visiting Freedom Dog Park.
Jenny Fox:
-She is a resident of Trophy Club who lives near Freedom Dog Park.
Believes that secured access would allow for increased safety for residents and
animals. Believes that crime has increased as a result of nonresident use. Wants the
nonresident fee to accessFreedom Dog Park to be higher than resident fees.
REGULAR SESSION
1.Considerandtake appropriate action on the approval of the August 21, 2017
minutes.
Vice ChairBonemade a motion to approve the August 21, 2017minutes. Board
Secretary Murray seconded the motion. The motion passed unanimously.
2.Discuss and provide update regardingongoing projects at Town Parks.
Director Jaramillo provided the following updates:
A.Independence Park
Baseball fields at the park have received 40 tons of conditioner to ensure that we
avoid unnecessary rainouts.Bids are open for restroom renovation at
Independence West. Exterior black fence repaired at Independence East.
Independence Picnic tables have been sent to receive a powder coat.
Independence West Field 4 Shade Structure has gone out to bid.
B.Harmony Park
A third Bocce Ball Court was built in a collaborative effort between Parks and
Streets and was completed at substantial savings to what an outside contractor
would have charged.
3.Discuss and provide update regarding the Fall Festival.
RecreationSuperintendent Blase provided the following update:
-Fall Festival was a success with an estimated 1000+ visitors to the event. By
adding additional face painters and hay ride drivers we were able to keep
lines to a minimum. We have received largely positive feedback from the
event. A special Thanks to Chairwoman Nimphius and Board Member Bone
for their help with the Family Photo Spot.
4.Discuss and provide update regarding the Family Camp Out logistics.
RecreationSuperintendent Blase provided the following update:
-Fall Family Campout is scheduled for the November 11 2017 wherewewill
have Hired Gun Chuck Wagon catering the event, a smoresstation, Wildlife
on the Move wildlife demonstration, Yancey Stephens Cowboy Singer, and
we will also have Archery being taught by Keep Trophy Club Wild.

5.Consider and take appropriate action regarding the creation of a Tree
Subcommittee byappointing two to three Parks and Recreation Board Members.
-Director Jaramillo requested that the Park Board reform the Tree Sub-
Committee. Board Members Farell, Stout, and Davis volunteered to form the
sub-committee.
