Shoffner and J. Parrow). Recap to Date ------------------------------ 0 ------------------------------ February 2015 —Town staff is tasked with auditing all property being maintained by the Town that is not owned by the Town and turn over the maintenance of those properties to the property owners Summer of 2015 - Town Staff meets with Essex Management Company twice regarding disconnection from the Town's irrigation system that has been used to irrigate Highlands HOA property November 2015 — Town staff again meets with Essex Management Company and two representatives from the Highlands HOA a Staff presents plan to minimize the cost of the transition March 2016 — Town staff meets with two representatives of the Highlands HOA and a representative from their irrigation company Town staff presents the same plan to minimize the cost of the transition as was presented in November2015 May 2015 — Town Council directs staff to disconnect the Highlands HOA from the Town's irrigation system effective July 1St F1 Requested item be brought back to discuss at tonight's meeting T(C*: Updated Information f_ -N ----------------------------------------------------------------------------------------------- ��j ----------------------------------------------------------------------------------------------------- Town staff evaluated all developer's agreements and zoning ordinances associated with the Highlands and made the following determinations: ft The developer is responsible for maintenance of all public and semi-public places including roadway medians and parkways for a period of 12 months from the completion of such improvements The developer is responsible to create an HOA and that HOA is responsible for the maintenance of all common space according to the plats/developer agreements ® The HOA is maintaining (in various forms) 13 pieces of property owned by the Town The HOA is not responsible for perpetual maintenance of these properties as they are part of the park land dedication and are not platted or governed by any developer agreements The slip roads that are being maintained currently by the Town are a combination of common space or right-of-way (according to the plats and developer agreements) 1;( *7: ! There are a few things to consider that cannot be accurately predicted: How does the MUD doubling their employee pool effect their insurance rates? How does the MUD more than doubling the salaries under their pension plan effect that rate? I assume negatively on both fronts. Other items to consider: Would the Council be in favor of increasing the tax rate by a penny because EMS revenue is now in the MUD (while the MUD would get to decrease their rate by a penny for the same thing)? The MUD's insurance is considerably higher than the Town's. You can see this on schedule GF -I in their 2016 budget. If they had the EMS this year they would have to cover an additional $48,181 in premiums this year. Additionally, there is no doubt that adding so many employees would negatively effect their rates due to the unknown and increased risk. How much that would be is unknown. On the other hand, their retirement rate is substantially lower (you can see this in schedule GF -J in their budget) in part because they paid $113k to buy into the system. Under the current rate, they would have a budget savings of $48,240. What would they have to pay to more than double the total salaries to buy the firemen into the system? If nothing then I would assume a substantial increase in the rate. Either way the true savings is not simply the rate difference. I do not know what the benefits are for their retirement system - I could not find the employer match. The biggest loser again are PID residents who have their tax deductible taxes decreased by about $200/year and now have a non-deductible assessment of a similar amount. This doesn't go into the issue of recruitment and TMRS. Public safety people especially compare benefits - it would be an issue regardless of the similarities between retirement systems. And then you have a fire station that is in disrepair due to neglect and firemen not being supplied with the proper safety equipment to provide fire services. I'm sure I could go on and on, but that is a good starting point.
