RESOLUTION NO. R 93-08
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN
OF TROPHY CLUB, TEXAS RELATING TO CHANGES
PROPOSED BY THE TEXAS LEGISLATURE IN THE
FUNDING OF PUBLIC SCHOOLS, AS FOLLOWS: (1)
OPPOSING THE PASSAGE OF PROPOSITION 1 (THE
EQUALIZATION AMENDMENT), AND (2) SUPPORTING
PROPOSITIONS 2 (THE FUNDING OF FUTURE STATE
MANDATES AMENDMENT) AND 3 (THE FACILITIES
FINANCING AMENDMENT) ; PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the Texas Supreme Court has heretofore ruled that the
State's system of funding public schools is unconstitutional and
has charged the Texas Legislature with the task of developing a
new, equitable school funding system on or before June 1, 1993; and
WHEREAS, in response to the Court's ruling, the 73rd Texas
Legislature has approved three proposed amendments to the Texas
Constitution to equalize school funding, to fund future State
mandates, and to help finance school facilities; and
WHEREAS, Proposition 1, the Equalization Amendment, would if
adopted allow the State to collect funds from property -wealthy
school districts and redistribute those funds to property -poor
school districts; and
WHEREAS, Proposition 2, the Funding of Future State Mandates
Amendment, would if adopted prohibit the State from requiring
school districts to comply with a State mandate that would cost
local school districts money unless the mandate is funded
appropriately by the State, thus bringing the State a step closer
to adequately funding Texas' public education system and easing the
burden place on local property taxpayers to pay for State -mandated
programs; and
WHEREAS, Proposition 3, the Facilities Financing Amendment,
would if adopted allow the State to issue up to $750 million in
State general obligation or revenue bonds to assist school
districts in financing school facilities, providing needed relief
to growing school districts and addressing the courts' concern that
the State provide for school facilities needs.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN
OF TROPHY CLUB, TEXAS:
Section 1. The Town Council of the Town of Trophy Club, Texas
opposes passage of Proposition 1 because of the uncertainty of its
effect on local tax rates and the potential loss of tax revenues in
the future.

Section 2. The Town Council supports the passage of
Propositions 2 and 3 as a first step toward finally solving Texas'
current school funding crisis and ensuring that the State
adequately fund Texas public schools in the future.
Section 3. The Mayor shall forward an executed copy of this
Resolution to appropriate members of the Texas Legislature and
other persons and officials as the Mayor shall deem proper.
