RESOLUTION NO. 92-09
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN
OF TROPHY CLUB, TEXAS SUPPORTING THE NORTH
CENTRAL TEXAS COUNCIL OF GOVERNMENT'S POLICY
POSITION ON PURSUING A DECENTRALIZED VEHICLE
INSPECTION AND MAINTENANCE PROGRAM; PROVIDING
AN EFFECTIVE DATE.
WHEREAS, the Dallas -Fort Worth ozone non -attainment area
consists of Collin, Denton, Dallas and Tarrant Counties; and
WHEREAS, Collin and Denton Counties must implement at least a
"basic" automobile inspection and maintenance program by 1994 to
meet the Clean Air Act requirements; and
WHEREAS, the lack of enforcement of the existing "basic"
inspection and maintenance program by the State of Texas results in
a compliance rate of 65%; and
WHEREAS, other options proposed by the Texas Air Control Board
have merit, but do not include a commitment to enhance the current
program for greater effectiveness; and
WHEREAS, the Dallas -Fort Worth ozone non -attainment area is
not required at this time to implement the other more stringent
options recommended by the Texas Air Control Board; and
WHEREAS, Denton County continues to believe that the majority
of its air quality problems are more a result of the wind direction
than the number of cars on the streets of the County; and
WHEREAS, it has not been proven that any attainable percentage
of reduction in Denton County would have any effect on the overall
rating of the four county area; and
WHEREAS, the Town of Trophv Club desires to support the
position of Denton County and the North Central Texas Council of
Governments with respect to auto emissions testing.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN
OF TROPHY CLUB, TEXAS:
Section 1. That the Town of Trophy Club, Texas adopts the
Consensus Position, which Position is attached hereto as Attachment
1 and incorporated herein, developed by the Air Quality Advisory
Committee of the North Central Texas Council of Governments.
Section 2. The Executive Director and staff of the North
Central Texas Council of Governments is encouraged to actively

pursue an Action Plan, which Plan is attached hereto as Attachment
2 and incorporated herein, to enhance the inspection and
maintenance program in the Dallas -Fort Worth metroplex.
Section 3. The Texas Air Control Board is requested and
encouraged to discontinue its plans to implement a centralized
Inspection and Maintenance program in Denton County.
Section 4. That this Resolution shall take effect from and
after its date of passage.
PASSED AND APPROVED by the Town Council of the Town of Trophy
Club, Texas this the 30th day of September , 1992.
