RESOLUTION NO. 89-09
A RESOLUTION OF THE TOWN OF TROPHY CLUB, TEXAS
ENDORSING IMPROVEMENTS TO STATE HIGHWAY 114°
SPECIFICALLY DESCRIBED AS THE "B-2" ALIGNMENT.
WHEREAS, the Town of Trophy Club, Texas (the "Town") is
a duly incorporated general law city located primarily within
Denton County, and
WHEREAS, the high number of traffic accidents on SH 114
and the projected substantial increase in average daily
traffic on SH 114 are compelling reasons to upgrade the 2 -
lane rural highway to freeway standards, and
WHEREAS, on January 8, 1988 the Town adopted the Texas
State Department of Highways and Public Transportation Minute
Order No. 8641B concerning certain improvements to State
Highway 114, and
WHEREAS, the State Department of Highways and Public
Transportation has selected Alignment ^B-2" - the north
bypass - as the best technical solution to routing SH 114
around the City of Roanoke, and
WHEREAS, concerns raised by the Town's citizens and
elected officials regarding noise and visual impacts
associated with the north bypass route have been addressed in
the design of SH 114 improvements, which incorporates a
depressed freeway section and noise barriers in the vicinity
of the Town, and
WHEREAS, it has been determined that the future noise
levels at residences within the Town would be as high or
higher if the south, far south, or no -build options were
adopted, and
WHEREAS, the Town's citizens would benefit by the
improved access and safety associated with the SH 114
project, and
WHEREAS, it is in the best interest of the Town to
endorse the north bypass route and specifically the "B-2"
alignment.
NOW, THERE FORE, BE IT RESOLVED BY THE TOWN COUNCIL OF
THE TOWN OF TROPHY CLUB, TEXAS:
Section 1. That the Town of Trophy Club, Texas
endorses the north bypass route, specifically the "B-2"
alignment as set forth in Exhibit "A" attached hereto and
incorporated herein,
1. the State Department of Highways and Public
Transportation adequately attenuated noise impacts, as
recommended in the Environmental Assessment;
2. the State Department of Highways and Public
Transportation actively solicits the Town's participation in
determining the visual appearance of noise barriers and berms
including landscaping;
3. the Town will assist and cooperate with the State
Department of Highways and Public Transportation to establish
a program for maintained noise barriers and berms outside of
state right-of-way;
4. the Town will participate with the State Department
of Highways and Public Transportation in a program to
establish and maintain landscaping along the freeway on Town
property.
5, during final design of the B-2 alignment, efforts are
made to minimize the taking of residential lots within the
Town;
6. frontage roads be discontinuous between Trophy Lake
and Trophy Club Drive;
7. the freeway be depressed between Trophy Lake Drive
and us 377 and in every other area that is possible;
B. the interchange of SH 114 and Precinct Line Road be
designed with minimal visual and noise impact on the Town;
and the Town would prefer the highway be depressed at this
intersection;
9. the Methodist Church be given adequate time and
compensation to relocate;
10. the Texas Power and Light electrical substation be
located outside the corporate limits of the Town;
11. signs be at a height level that is least visible to
Trophy Club property;
12. lighting on the highway be directed so as not to
disturb residents of Trophy Club;
13. headlight barriers or "shielding" be provided;
14. all noise barriers are built before construction of
Hwy 114 begins;
15. landscaping or screening of signs along right of way
to shield signs from Trophy Club view.
16. provide some type of barrier from Lois Street to
Howell Road to prevent illegal access to Trophy Club;
17. Town is concerned with the possible relocation of
utilities and asks the Highway Department to work with the
Municipal Utility District on this issue.
Section 2. That this Resolution shall be effective from
and after its date of passage.
PASSED AND APPROVED by the Town Council of the Town of
Trophy Club, Texas on this the 6th day of June, 1989.
