WHEREAS, Texas State Highway 114 is the main transportation route through
which residents and non-residents access the Town of Trophy Club, Texas (the
"Town"); and
WHEREAS, the present development within the Town and in the areas
surrounding Highway 114 has created a traffic safety problem on the presently
existing State Highway 114 facility and increased utilization of the existing roadway
facility is anticipated as the surrounding area transforms from a predominantly rural
to a predominantly urban environment; and
WHEREAS, adequate transportation arteries are essential to the orderly
growth and development of the Town and the health, safety and welfare of its
citizens and State Highway 114 is of particular concern to the Town; and
WHEREAS, the State Highway 114 Steering Committee has heretofore been
formed to address the concerns of municipalities and landowners for the
improvement of State Highway 114; and
WHEREAS, the Town has participated in the State Highway 114 Steering
Committee study; and
WHEREAS, the study conducted by the State Highway 114 Steering
Committee recognizes the need to upgrade the present two to four -lane rural road
to a limited access freeway facility with grade -separated interchange to
accommodate the expected increase in traffic and provide for the safe transit of
residents and visitors; and
WHEREAS, certain plans have been formulated by the engineering firms of
Barton-Aschman Associates, Inc., and URS Corporation in connection with the State
Highway 114 Steering Committee study (the "Highway 114 Study"); and
WHEREAS, the Highway 114 Study addresses the safety needs and promotes
the orderly development of the Town; and
WHEREAS, although the requirement for the eventual improvement of State
Highway 114 has been recognized, the plans of the State Department of Highways
and Public Transportation have not as yet recognized the change conditions which
exist in the Town and in the area surrounding the Town and funds have not yet been
committed to insure expeditious construction of this much-needed project.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TOWN OF TROPHY CLUB, TEXAS:
Section 1. That the above and foregoing preamble is incorporated into this
Resolution as if copied herein in its entirety.
Section 2. That the State Department of Highways and Public Transportation
is respectfully urged (a) to adopt the concept of a limited access freeway design
with grade -separated interchanges for State Highway 114 in place of the current

plan to construct State Highway 114 as a four -lane divided highway with at -grade
intersections; (b) to adopt the Highway 114 Study for that section of Highway 114
from the Trophy Lake Drive intersection with Highway 114 going east to the City of
Grapevine, Texas; and (c) to take all steps necessary to insure the early completion
of the improvements described in the Highway 114 Study for the road section from
Grapevine to the Trophy Lake Drive intersection.
