Town Manager Brandon Emmons coordinated the session preparations. Strategic Community Solutions was engaged to design and carry out the sessions for the Town. The sessions were held at the Marriott Solana Hotel in Westlake, Texas on Wednesday, November 18 and Sunday, November 22, 2009. Karen Walz FAICP, Principal of Strategic Community Solutions, designed and facilitated the sessions. Objectives The sessions had six objectives. They were designed to: • Review the Town's context, accomplishments, challenges and existing conditions; • Build agreement among the Mayor and Town Council members on a broad vision for Trophy Club's future character and direction; • Seek agreement among the Mayor and Town Council members on the broad goals and priorities that should direct Trophy Club's policies, programs and budgets; • Discuss and reach a shared agreement on the appropriate roles of Town Council, staff and the leadership of other entities (including the MUD); • Develop an action agenda of next steps to build on these sessions' results; and • Strengthen the working relationships among elected and appointed officials in Trophy Club. Participants Session participants included the Mayor and Town Council members, the Town Manager and Assistant Town Manager, the Town Attorney and the Town Secretary. The sessions were posted as open meetings. Preparations In order to structure the session effectively, the consultant met with the Mayor, Town Manager and staff to des'lgn an agenda that would achieve the sessions' objectives. The Strategic Planning Sessions included presentations, several sets of discussion questions, small group exercises and keypad polling. They were structured to encourage creative brain- storming, collaboration and consensus-bUilding. Small Group Exercises Two small group exercises were included in the sessions. For the first session, the focus was on "Trophy Club 2020". In this exercise, teams worked to develop presentations to explain to the world what features of Trophy Club caused it to win an international 'best community' competition in 2020. Teams discussed the winning attributes of the town, then developed a magazine cover, headline and article overview describing Trophy Club. During the second session, the small group exercise focused on partnerships and cooperation among key stakeholders. The (imaginary) Cotton City is submitting a grant proposal for the Green Future Partnership. A committee appointed by the City Council must reach agreement on a grant proposal and rationale. The committee includes a City Council member, the City Manager, the CEO of the largest business in the community, the Chair of the MUD Board and a city resident. Each participant was assigned to play one of these roles. Each person received role-playing instructions specific to their role and a brief synopsis of the situation. After the small groups developed their proposals, the groups presented to the City Council of Cotton City (played by members of the other group) in order to see whether the committee's recommendations would be approved. With keypad polling, each participant has a small keypad that is used to make a selection from the set of available choices. The technology allows immediate tabulation of the anonymous responses. The results are displayed on the screen as soon as all responses are received. This technique obtains immediate and anonymous response from participants on questions. Conclusions and Next Steps The conclusions reached during these discussions are presented below. The detailed notes from the sessions are found in Appendix A (for the Nov. 18'h session) and Appendix B (for the Nov. 22'" session). Vision Statement A Vision Statement is intended to describe a desired future outcome -it should concisely explain "where we want to go". Town Council members agreed that the current vision or slogan still refiects the 'short version' description of the community they hope to see in the future. That Vision Statement is: Trophy Club ... a great place to call home! Some Council members felt that this statement might not address their entire vision of the desired future for Trophy Club, either because it is a very general statement or because it does not include the non-residential components of the community. To address these concerns, an expanded Vision Statement could be considered. Mission Statement A Mission Statement explains "how we want to get there" -the approach to be taken to achieve the Vision. The proposed Mission Statement for Trophy Club is: Accomplish the vision through innovative leadership and effective, efficient provision of superior municipal services and facilities. Goals and Priorities As a result of these sessions, the Town Council identified a set of ten priority areas for focus in the next year. Based on the Council's discussion, a preliminary goal for each of these areas is suggested below. For some priority areas, roles and responsibilities for action were also identified during the sessions. They discussed recent accomplishments and challenges, and considered the Town's strengths, weaknesses, opportunities and threats during a basic SWOT analysis. The exercises and discussion strengthened the working relationships among the participants. In this way, the Strategic Planning Sessions achieved other stated objectives. Next Steps At the end of the second Strategic Planning Session, a short list of next steps was identified: 1. The Mayor and Town Manager will meet with the MUD Board to seek resolution of issues related to shared employees. 2. The Town Manager will provide Council with a status report on results for the items that were contained in the Vision 2010' plan. 3. The Town Manager and Council will review this report and use it as the basis for further refinement of the Town's vision, goals and action plans. 4. This statement of vision and goals will be used as the basis for the budget preparation process mandated by the Town Charter.
