ORD 2026-25 Update to Fee Schedule TOWN OF TROPHY CLUB, TEXAS ORDINANCE NO. 2026-25 AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS, AMENDING DIVISION 4, "TROPHY CLUB PARK" OF CHAPTER 1, "GENERAL PROVISIONS" BY AMENDING SUBSECTION 1.08.098 (A) (4) "USAGE FEES"; AND AMENDING SUBSECTION (M) SPECIAL EVENTS PERSONNEL FEE OF SECTION A1.011 "POLICE DEPARTMENT"; AND SECTION A1.012 "PARKS AND RECREATION AND SPECIAL EVENTS" OF ARTICLE A1.000 "GENERAL PROVISIONS" OF APPENDIX A "FEE SCHEDULE" OF THE CODE OF ORDINANCES, TOWN OF TROPHY CLUB, TEXAS, TO AMEND CURRENT FEES AND ADOPT NEW FEES; PROVIDING THIS ORDINANCE IS CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Town of Trophy Club, Texas (the "Town") is a home rule municipality acting under its charter adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of the Local Government Code; and WHEREAS, fees imposed by the Town are adopted by ordinance and are codified in Appendix A of the Code of Ordinances, Town of Trophy Club, Texas (the "Code"); and WHEREAS, the Town Council finds that this Ordinance is in the best interest of the Town and is necessary to preserve and protect the public health, safety, and general welfare of the citizens of the Town and the general public. NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB, TEXAS, THAT: SECTION 1. INCORPORATION OF PREMISES The above and foregoing premises are true and correct and are incorporated herein and made a part hereof for all purposes. SECTION 2. AMENDMENTS 2.01 Subsection (a) (4) only of Section 1.08.098 "Usage fees" of Article 1.08 "Parks and Recreation" of Chapter 1 "General Provisions" of the Code is hereby amended and replaced in its entirety to read as follows: "(a) (4) Security fee: Special events personnel fee is $85.00 per hour per person for a minimum of 4 hours. In addition, there is a $25.00 per hour vehicle fee for personnel." 2.02 Subsection (m) only of Section A1.011 "Police department" of Article A1.000 "General Provisions" of Appendix A "Fee Schedule" of the Code is hereby amended and replaced in its entirety to read as follows: ORDINANCE NO. 2026-25 PAGE 2 "(m) Special events personnel fee: $85.00 per hour per person for a minimum of 4 hours. In addition, there is a $25.00 per hour vehicle fee for personnel 2.03 Section A1.012 "Parks and recreation and special events" of Article A1.000 "General Provisions" of Appendix A "Fee Schedule" of the Code is hereby amended and replaced in its entirety to read as follows: "A1.012. Parks and recreation and special events. (a) All fees are to be paid at the time of reservation and are based on availability. Rates shown are for each reservation and are based on a two-hour minimum rental period, unless otherwise specified. (b) Additional rental hours will be charged at one-half (1/2) of the 2- or 4-hour rate fee set forth below. (c) Fees are not applicable to members of the Trophy Club youth sports associations when they are participating in Trophy Club youth sports association sponsored activities. (d) Reservations. (1) Harmony park pavilion rental (2-hr): (A) Resident: $100.00. (B) Nonresident: $150.00. (2) Tournament fees: Tournaments outside of those sponsored by the TCRYBA will be charged according to the town's special event application and tournament agreement. (3) Trophy Club Roanoke Youth Baseball Association ("TCRYBA") fee: (A) TCRYBA baseball tournament fee: $450.00 per day. (4) Tournament qualifier generally a 1-3 day tournament. (A) Baseball tournament hosted in the town outside of those sponsored by TCRYBA: (i) Tournament fee: $9,500.00 minimum includes the first 50 teams; gate fee is $125.00 per team for each team over the initial 50. Payment for tournament fees is due ten (10) business days after conclusion of each tournament. (ii) Deposit of $2,000.00 is due when the town's tournament agreement is executed. (B) Baseball tournament overflow fee outside of those sponsored by TCRYBA: (i) All overflow tournaments will be based on 0-50 games @ ORDINANCE NO. 2026-25 PAGE 3 $125.00/game, plus 51 or more games will be an $85.00/game fee. (Example - 63 game overflow weekend, 50 games x $125.00 = $6,250.00 plus 13 games x $85.00 = $1,105.00 - grand total = $7,355.00). (C) Baseball world series fee: (i) National tournament is a 4 or more day tournament: a. Tournament fee $4,000.00 per day at Independence Park (east and west) Ballfield Complex and $2,200.00 per day at Independence Park West and/or $1,700.00 per day at Independence Park East. There will be no gate fee. Payment for tournament fees is due ten (10) business days after conclusion of each tournament. b. Deposit of$2,000.00 is due when the town's tournament agreement is executed. (e) Trophy Club Park. A partial annual pass is sufficient to allow the issuance of a replacement pass if the salvaged portion of the pass contains either all or a portion of the registration number on the original pass. The cost of such replacement pass shall be $5.00 for residents and $10.00 for nonresidents to cover costs of voiding the old pass and issuing a new pass. If an applicant is unable to return the old pass, either in ORDINANCE NO. 2026-25 PAGE 4 whole or in part, and a new pass is requested, then such applicant shall be required to purchase a new pass at full price. (f) Community pool fees. Pool rental fees listed below are for a minimum two-hour period. Resident rates* Daily rate $5.00/individual Individual season pass $30.00 Family pass (5 passes)** 100.00 Additional family members $12.00/member Resident guest pass (unassigned pass valid for entire $20.00/pass season) Single entry guest pass (a resident must accompany the $5.00/guest guest(s)) Local business group rate*** (with a minimum of 8 $4.00 per user bathers) Non-local business group rate** (with a minimum of 8 $5.00per user bathers) * Resident(s) and/or guest(s) under 35 inches admitted free of charge. ** Five (5) passes shall be issued automatically with the purchase of a family season pass. All nonassigned passes will be placed on the family season pass holder's account to be used by authorized guest(s) when accompanied by a family pass member. *** In order to receive the local business group rate, group shall schedule date(s), time(s) of use with the parks and recreation department, and provide the physical location of the business. Cancellations with less than a one (1) week notice will result in the forfeiture of fifty percent (50%) of the rental cost. CUMULATIVE This Ordinance shall be cumulative of all other provisions of ordinances of the Town, except where the provisions of this Ordinance are in direct conflict with the provisions of such ordinances, in which event the conflicting provisions of such ordinances are hereby repealed. SECTION 4. SEVERABILITY It is hereby declared to be the intention of the Town Council that the sections, paragraphs, sentences, clauses, and phrases of this Ordinance are severable, and if any section, paragraph, sentence, clause, or phrase of this Ordinance shall be declared unconstitutional by a valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining sections, paragraphs, sentences, clauses, or phrases of this Ordinance; since the same would have been enacted by the Town Council without the incorporation in this Ordinance of any such unconstitutional section, paragraph, sentence, clause, or phrase. SECTION 5. SAVINGS All rights and remedies of the Town are expressly saved as to any and all violations of the ordinances of the Town that have accrued at the time of the effective date of this Ordinance; and, as to such accrued violations and all pending litigation, both civil and criminal, whether pending in court or not, under such ordinances, same shall not be affected by this Ordinance, but may be prosecuted until final disposition by the courts. SECTION 6. PUBLICATION The Town Secretary of the Town is hereby directed to publish the caption of this Ordinance if required by Section 3.16 of the Town's Charter. ORDINANCE NO. 2026-25 PAGE 7 SECTION 7. EFFECTIVE DATE This Ordinance shall take effect on October 1, 2026, after passage and publication in accordance with law, and it is so ordained.
