a. Recreation Facility
BACKGROUND/SUMMARY: On June 8, 2026, the Town Council approved a Purchase and Sale
Agreement for the former Premier Academy facility located at 945 Trophy Club Drive. The
Town is currently under contract to purchase the property and is conducting due diligence to
evaluate its suitability for future Parks & Recreation uses. The due diligence and contingency
period extends through July 29, 2026. If all contingencies are satisfied, the Town will have 30
days thereafter to complete the purchase. The property provides an opportunity to expand
indoor recreation and programming space without the time and expense associated with
constructing a new facility. If acquired, it would support Parks & Recreation programs,
community events, and other recreational activities.
The former Premier Academy facility includes:
• An indoor gymnasium
• Two classrooms and an activity space
• Restrooms and support facilities
• Existing furnishings and equipment included with the purchase
• A central location within Trophy Club
• Approximately 8,650 square feet of usable indoor space
Repurposing an existing building would allow the Town to expand indoor recreation
opportunities significantly sooner than constructing a new facility or conducting extensive
renovations to an office-style building.
Potential uses for the facility include:
• Youth programs and activities
• Summer camps
• Fitness and wellness classes
• Senior and active adult programs
• Educational and enrichment classes
• Arts and STEM programs
• Indoor sports and recreation activities

• Community meetings and events
• Facility rentals for residents and organizations
The building would provide additional flexibility for Parks & Recreation programming as the
community needs change over time.
Expanding indoor recreation opportunities and providing flexible spaces that accommodate a
variety of programs are key objectives identified in the Town's Parks & Recreation Master Plan.
Acquisition of the property would directly support those objectives by increasing the Town's
capacity for recreation programming and community events.
Public hearings were conducted at the July 13, 2026 Town Council Meeting and the July 27,
2026 Town Council Meeting to allow public opportunity for feedback on the acquisition of the
recreation facility.
BOARD REVIEW/CITIZEN FEEDBACK: On June 15, 2026, the Town Council and Parks Board held
a joint meeting to discuss the proposed acquisition. The discussion focused on potential uses of
the building and its ability to support future Parks & Recreation programming. Overall,
feedback from both bodies was favorable. Members expressed that the acquisition could
significantly enhance indoor recreation opportunities while providing flexible space to meet
current and future community programming needs. Two public hearings were conducted by
the Town Council in July with three citizens speaking in favor of the purchase.
FISCAL IMPACT: At the July 13, 2026 Town Council Meeting, the Town Council approved a $2.1
million budget amendment to the FY 2026 Budget to fund the purchase of the Recreation Facility
along with renovations prior to opening to the public. Below is a breakdown of how that funding is
intended to be utilized:

AGENDA ITEM: Community Pool Construction Update
BACKGROUND/SUMMARY: The Community Pool improvement project is nearing completion!
This week, the final two shade structures are being installed: a large shade structure between
the kiddie pool and lap pool, and a sail shade over the kiddie pool play structure, to provide
even more relief from the sun for our youngest guests. We are excited to see this project come
to a close and to provide these new amenities for our residents and visitors. We appreciate
everyone's patience and understanding as construction continued into the summer pool
season. Reminder: Updated Pool Hours. As the school year begins and many of our seasonal
staff return to class, the Community Pool will transition to weekend-only operations beginning
Monday, August 10. The pool will remain open on weekends through Labor Day.

FISCAL IMPACT: During the August 25, 2025, Town Council meeting, the Town Council awarded
a not-to-exceed $2,000,000 construction contract to The Fain Group, LLC for the Community
Pool Renovation. The project includes improvements to the leisure/kiddie pool, interactive play
features, expanded pool deck and gathering areas, shade structures, landscaping, site

AGENDA ITEM: Tree Inventory Progress Report
BACKGROUND/SUMMARY: The Town of Trophy Club’s FY 2026–2031 Capital Improvement
Program (CIP) includes the Trees & Tree Maintenance Project, which establishes a long-term,
data-driven approach to managing the Town’s urban forest. As outlined in the adopted budget,
this project is intended to divide the community into manageable quadrants and utilize
professional arborist services to inventory, inspect, trim, remove, and replace trees throughout
the Town’s rights-of-way, parks, and other Town-managed properties. The CIP specifically
recognizes that advancements in technology—such as vehicle-mounted LiDAR, machine
learning, and urban tree inventory tools—allow municipalities to make more informed,
objective, and cost-effective decisions regarding tree maintenance and long-term canopy
health.
To advance these adopted CIP goals, the Town is conducting a comprehensive smart tree
inventory and develop an associated tree management plan. Under the proposed agreement,
the consultant will inventory approximately 5,000 public trees within the public rights-of-way
and maintained-park areas using ground-based LiDAR technology, artificial intelligence, and
machine learning, followed by a 100% in-field review by ISA Certified Arborists. This approach
will provide the Town with accurate and defensible data on tree location, species, size,
structure, condition, defects, and maintenance needs, all of which will be delivered through an
asset management platform.
The resulting inventory and management plan will support proactive maintenance planning,
risk mitigation, and long-term budget forecasting, including a recommended multi-year
maintenance strategy and a five-year budget example. This work directly supports the Town’s
goal of improving overall tree condition by establishing a modern, technology-driven
foundation for managing the urban canopy, improving operational efficiency, enhancing public
safety, and protecting the Town’s long-term investment in its tree assets. As of today, the
scanning has been completed, and the plan is being drafted while the verification is happening.
The Arborist inspected 2,282 of the 4,952 trees. Below is a screenshot of the inventory so far.

FISCAL IMPACT: Funding for this agenda item is included in the FY 2026–2031 Capital
Improvement Program under the Trees & Tree Maintenance Project. The contract amount with
Davey Resource Group will not exceed $100,000 for FY 2026. Of this amount, $68,096.90 will
be allocated for the smart tree inventory and $7,500 for development of the tree management
plan, which together include advanced LiDAR-based data collection, in-field arborist
inspections, integration into the asset management system, and development of a multi-year
management strategy.
The remaining $24,404 may be allocated to in-field tree maintenance activities, including
pruning, removals, and tree planting, as operational needs are identified. There is no additional
impact to the operating budget; all costs are funded through the adopted Parks Capital Projects
allocation and support proactive, data-driven management of the Town’s urban forest.

ANNOUNCEMENTS AND REPORTS
1. Department Updates (Madison Seil, Recreation Superintendent)
Madison Seil, Recreation Superintendent, provided updates on the following:
a. The Mayor and Council passed a proclamation establishing July as Parks &
Recreation Month. The Town is hosting several free events throughout the
month to celebrate, such as the Family Day Out at Harmony Park and Dive-In
Movie Night at the Community Pool. Full calendar and details are available
online.
b. The Town’s annual Fourth of July events concluded as a success. The Patriot
5K & Fun Run was moved to the Community Pool parking lot to allow for
more effective parking management and boasted 563 registrants. The Parade
of Patriots followed shortly after with 43 entries. New to the Firework
Celebration event was the Ninja Obstacle Course.

c. The Triton’s Swim Team swam in the regional TAAF swim meet, with 65
athletes advancing to the state competition in College Station.
2. Recap of Recreation Facility Public Hearing and Town Council discussion at the
July 13th Council meeting. (Madison Seil, Recreation Superintendent)
Ms. Seil provided an update on the discussions held at the last Town Council
meeting regarding the Recreation Facility. Only two people spoke during the public
hearing, both of which were in favor of the acquisition. Ms. Seil touched on the benefits
and goals of the facility, as well as the financial strategy and high-level timeline.
The Board held discussion regarding the existing Activity Center, leased from the
Municipal Utility District, and the independent Active Adult group.
