Mayor Tiffany called the regular meeting to order at 7:00 p.m.

INVOCATION
Rev. Bill Eason, Fellowship United Methodist Church, led the invocation.
Mayor Pro Tem Rowe led the Pledge of Allegiance to the American and Texas
Flags.
PUBLIC COMMENTS
Teryl Flynn, along with Tracy Scanlon, with the Trophy Club Women's Club,
thanked the community and volunteers for a successful garage sale, with 240
participating homes and about $6,200 raised for the 2027 scholarship fund benefiting
local high school seniors.

COMMUNITY SPOTLIGHT
1. Arts Donation Recognition
Mayor Tiffnay introduced Darin Davis, who donated two artworks to the Town. The
pieces, created by former Trophy Club residents Jim Rozek and Bob Westbrooks, were
accompanied by historical context from Mr. Davis. Representatives of the Trophy Club
Arts Council were present to accept the donation.
2. Proclamation - National Day of Prayer
Council Member Flynn read aloud the proclamation and presented it to Irma
Thomas.
Ms. Thomas expressed appreciation for the proclamation and highlighted the long-
standing National Day of Prayer tradition (since 1993), emphasizing strong community
participation, regional unity, and support from local churches and leaders; pastors Barry
Clingan and Jeff Brooks, along with Darin Davis, each addressed the Council to thank
them for their continued support.
3. Proclamation - Public Employee Recognition Week
Mayor Pro Tern Rowe read aloud the proclamation and presented it to Brandon
Wright, Town Manager.
4. Working for You... Trophy Club
a) Update from Town Council Members
Council Member Ash gave a shout -out to a local pet business, Pet Wants, noting
its upcoming first anniversary and highlighting its grooming services, products, and
delivery options.
b) Update from Town Manager (Brandon Wright, Town Manager)
Town Manager Wright provided an update on upcoming community events,
projects and meetings:
• Early Voting for the May 2 General and Special Elections ends on Tuesday, April
28. Election Day is May 2nd, 7:00 a.m. — 7:00 p.m.
• May 7 — National Day of Prayer
o 12:00 — 1:00 p.m., Church at Trophy Lakes
o 7:00 p.m., Fellowship United Methodist Church
• May 9 — Touch a Truck event, Independence Park East, 10:00 a.m.. A sensory -
friendly session will be from 9:30 — 10 a.m.
• Upcoming Board and Commission Meetings:
o April 29 — Crime Control and Prevention District Board meeting, 6:00 p.m.

o April 29 — Animal Shelter Advisory Board meeting, 7:00 p.m.
• Upcoming Town Council Meetings:
o Wednesday, May 13 —Town Council Regular Meeting (Swearing in of
Council Members) A reception for outgoing and incoming council members
will be held in the lobby before the meeting at 6:30 p.m.
c) Quick Civic Tip (Dean Roggia, Town Attorney)
Town Attorney Dean Roggia provided a brief overview of budget amendments,
noting they require Council approval in an open meeting, are authorized under the Town
Charter and Texas law, and are filed with both the Town Secretary and County Clerk to
ensure public transparency.
CONSENT AGENDA
5. Consider approval of the April 13, 2026, Town Council work session and regular
meeting minutes. (Tammy Dixon, Town Secretary)
6. Consider an ordinance amending the FY 2026 Budget to increase General Fund
expenditures by $35,931 for Fire/EMS part-time staffing and park property
damage adjustments. (April Duvall, Director of Finance). The caption of the
ordinance reads as follows:

AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB,
TEXAS, AMENDING THE TOWN'S ANNUAL BUDGET FOR THE FISCAL YEAR
BEGINNING ON OCTOBER 1, 20253 AND ENDING ON SEPTEMBER 30, 20263
AS ADOPTED BY ORDINANCE NO.2025-27 AND AMENDED BY ORDINANCE
NO. 2025-34 AND ORDINANCE NO. 2026-03, BY PROVIDING FOR
ADJUSTMENTS TO THE GENERAL FUND; PROVIDING THAT
EXPENDITURES FOR SAID FISCAL YEAR SHALL BE MADE IN
ACCORDANCE WITH THE ANNUAL BUDGET, AS AMENDED; PROVIDING
THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
7. Consider a Developer's Agreement for Public Improvements between the Town of
Trophy Club and Foxwood, LLC for The Trails subdivision. (Matt Cox, Director of
Community Development)
Council Member Flynn moved to approve Consent Agenda Items 5 - 7. Council
Member Beach seconded the motion.

Council Member Beach moved to approve a resolution adopting the Emergency &
Risk Stabilization Fund Utilization Policy. Council Member Bauer seconded the motion.
The caption of the resolution reads as follows:

A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TROPHY CLUB,
TEXAS, ADOPTING THE EMERGENCY & RISK STABILIZATION FUND UTILIZATION

AUTHORIZING THE TOWN MANAGER TO MAKE MINISTERIAL REVISIONS TO THE
