Minutes TC 09/21/1996 - Special SessionMINUTES OF SPECIAL TOWN COUNCIL MEETING TOWN OF TROPHY CLUB' TEXAS SEPTEMBER 21, 1898 THE STATE OF TEXAS � @ COUNTY OF DENT0V � The Town Council of the Town of Trophy Club, Texas met in a special session on Saturday, September 21, 1890. The meeting was held within the boundaries of the Town and was open to the Public. Council Members Present: Jim Carter Mayor Doug Qlaapell Mayor Pro Tem Edwin Decker Council Member Marshall Engelbeck Council Member Susan H. McCabe Council Member Cotton Moore Council Member Town Stuff Members and Guests Present: Donna Welsh Town Manager Karen Sadri Town Secretary Riley Mills Member, Public Works Committee Ruth Frost Citizen Steve Paschal Reporter, The Keller Citizen CALL TO ORDER. Mayor Carter called the meeting to order at 7:08 a.m' noting a quorum was present. He then welcomed Council Members, 8u*sate, and staff. INVOCATION. An Invocation was given by Council Member Moore. PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS. The pledge of allegiance to the American and Texas Flags was led by Council Member En8lebeok. TOWN COUNCIL TO CONSIDER AND ADOPT AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS FIXING AND LEVYING MUNICIPAL AD VALOREM TAXES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1998 AND ENDING SEPTEMBER 38, 1897, AND FOR EACH FISCAL YEAR THEREAFTER UNTIL OTHERWISE PROVIDED, AT A RATE OF $ .41_80 PER ONE HUNDRED DOLLARS ($ 180.00) ASSESSED VALUATION ON ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE TOWN AS OF JANUARY 1, 1890; DIRECTING THE ASSESSMENT THEREOF TO PROVIDE REVENUES FOR THE PAYMENT OF CURRENT OPERATION AND MAINTENANCE EXPENSES AND INDEBTEDNESS OF THE TOWN'`PROVIDING FOR DUE AND DELINQUENT DATES TOGETHER WITH PENALTIES AND INTEREST; REPEALING CONFLICTING ORDINANCES; PROVIDING 4 SAVINGS AND SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE. Page 2, Regular Town Council Meeting, 07/16/96 Mayor Carter reiterated his points of: 1. Town's reserves balance very healthy 2. Town's projected revenues very conservative 3. Town's reserve balance too much and the Council has the discretion to return it the citizens or spend as it sees fit 4. Actually raising taxes because the I & S fell to .0730 from .8000 5. Town's budget did increase, but so did tax collections After a short discussion Mayor Pro Tem Glaspell made a motion to adopt the tax rate at .3960. Council Member Engelbeck seconded; motion failed with Council Members Decker, McCabe and Moore opposing and Mayor Pro Tem Glaspell and Council Member Engelbeck in favor. Council Member McCabe then made a motion to adopt the tax rate at the .4100 as it was adopted at the September 17th meeting. Council Member Moore seconded; motion passed with Council Members Decker, McCabe and Moore in favor and Mayor Pro Tem Glaspell and Council Member Engelbeck opposing. ADJOURN Council Member Engelbeck made a motion to adjourn at 7:18 a.m. Council Member McCabe seconded; motion passed unanimously. TOWN SECRETARY
