CALL TO ORDER AND ANNOUNCE A QUORUM
PUBLIC COMMENT(S)
This is an opportunity for citizens to address the Council on any matter pursuant to Texas Government
Code 551.007. The Council is not permitted to discuss or take action on any presentations made
concerning matters that are not listed on the agenda. Presentations are limited to matters over which the
Council has authority. Speakers have up to three (3) minutes or the time limit determined by the Presiding
Officer. Each speaker is requested to complete the Speaker’s Form prior to speaking or may email
mayorandcouncil@trophyclub.org
WORK SESSION ITEM
1. Discussion on appointments of members to the Animal Shelter Advisory Board, Crime Control and
Prevention District Board, Economic Development Corporation Board, Ethics Review Commission,
Parks and Recreation Board, Planning and Zoning Commission, Trophy Club Council for Arts and
Culture, and the Zoning Board of Adjustment.

The Town Council may convene into executive session to discuss posted items as allowed by Texas Government Code Sections
551.071 through 551.076 and Section 551.087.

In accordance with section 551.127 of the Texas Government Code (Open Meeting Act) this meeting will be an in-person meeting with
either a member of Town Council, staff, or consultant, participating by video conference. The public meeting location will be Trophy
Club Town Hall, 1 Trophy Wood Drive, Texas. The Mayor, as presiding officer of Town Council, and a quorum of the Town Council will
be physically present at this location. The location where the Mayor is physically present shall be open to the public during the open
portions of the meeting.

true statement.

From Boards and Commission Manual 2024, Page 12 - GENERAL PUBLIC INTERACTION: Board
members have an obligation to consider the welfare of the entire Town, to be fair, objective, and
courteous, and to ensure due process to all who come before them. While public opinion should be
sought, no board member should allow their judgment to be unduly influenced by the criticism of those
attending the meetings. Communications from the public to boards should be received and relayed to
the board through the staff contact. Staff is responsible for including all communications received in the
agenda packet according to publication deadlines. Official responses to citizen inquiries must be
approved by the full board and sent via staff. The roster of board members is a public document and
includes the name, residential or mailing address, and either a home or business phone number of each
board member. Board members may interact with the public; however, if contacted by the public outside
a meeting, they should encourage citizens to send their comments to staff for distribution to all board

After public statements were made at the 28 July Council Meeting, directly CONTRARY to the Board
and Commissions Manual, it is obvious that fair and impartial will be unlikely by members Olson
and Bone which could result Commissions ability function in event of an topic of CM Bauer brought
before the commission if both recuse themselves as they should.

AGENDA ITEM: Discussion on appointments of members to the Animal Shelter Advisory
Board, Crime Control and Prevention District Board, Economic Development
Corporation Board, Ethics Review Commission, Parks and Recreation Board,
Planning and Zoning Commission, Trophy Club Council for Arts and Culture,
and the Zoning Board of Adjustment.
BACKGROUND/SUMMARY:
The Appointments Committee, comprised of Mayor Tiffany and Council Members Ash and
Beach, was tasked with making recommendations to the full Town Council regarding
appointments to all Boards, Commissions, and Corporations (Boards).
There were thirty-three (33) positions to fill, including one position with an unexpired term
ending in 2026. A total of thirty-eight (38) applications were received: eighteen (18) from
current members and twenty (20) from new applicants. Of these, two applications were
disqualified, and one applicant withdrew, resulting in thirty-five (35) applicants interviewed
between July 16 and September 19.
In some cases, the number of applicants exceeded the available positions, while for other
boards, there were fewer applicants than vacancies. Several applicants expressed a willingness
to serve on other boards where there was a need, and this flexibility was factored into the
Committee's balanced recommendations across all Boards.
The Committee's recommendations reflect a thoughtful mix of experienced members
continuing their service and new members being given an opportunity to contribute. Where
appropriate, individuals were also recommended for Chair and Vice Chair positions.
