Minutes TC 04/19/1994MINUTES OF TOWN COUNCIL MEETING TROPHY CLUB, TEXAS APRIL 19, 1994 THE STATE OF TEXAS COUNTY OF DENTON The Town Council of the Town of Trophy Club, Texas met in a regular session on Tuesday, April 19, 1994. The meeting was held within the boundaries of the Town and was open to the Public. Council Members Present: Jim Carter Mayor Marshall Engelbeck Council Member Doug Glaspell Council Member Gene Hill Cotton Moore Mayor Pro Tem Patti Stoltz Council Member Council Member Also present were guests and staff members: Donna Welsh John Hill Town Manager Pauline Shaw Karen Sadri Town Attorney Planning & Zoning Administrator Town Secretary Police Chief Franklin, Public Town Treasurer Jacobs Works Director LeGrand, and were absent due to other commitments. CALL TO ORDER Mayor Carter called the meeting to order at 7:00 p.m. noting a quorum was present. He then guests, and staff. welcomed Council Members, INVOCATION An Invocation was given by Council Member Moore. PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS The pledge of allegiance to the American and Texas Flags was led by Council Member Glaspell. LOU OPIPARE, FIRE CHIEF, TO PRESENT FIRE AND E.M.S. DEPARTMENT REPORTS Fire Department Chief, Lou Opipare, presented the Fire and E.M.S. Departments report comparing the entire 1992-93 fiscal year with what has occurred in the 1993-94 fiscal year. The indication is a busier and higher increase of call volume. For efficiency the departments have been reorganized to have Page 2, Town Council Meeting a chief, two (2) deputy chiefs, a training officer, a maintenance officer, and a medical assistant. Currently, there are twenty-eight (28) active personnel including seven (7) paramedics with the addition of two (2) fully trained paramedics by end of the fiscal year. Both departments are on or under budget and should remain that way. The biggest concern is an unexpected equipment or maintenance problem. Another concern which is under negotiation is the restructuring of the funding from Denton County. The Mayor suggested that the Fire Chief be persistent in the negotiations with regard to readiness factor, amount of work expended, and use of the A.L.S. unit. He, also, wanted the Fire Chief to encourage funding for increased staff training. CONSENT AGENDA As the Consent Agenda deemed little deliberation, Mayor Pro Tem Hill made a motion to approve it with the correct current names of Keller's Mayor and the Town's secretary on the animal control contract. Council Member Glaspell seconded; motion passed unanimously. The approved items are as follows: A. Minutes of the March 15, 1994 Town Council Meeting B. Financial reports Ending 03/31/94 C. A resolution of the Town Council of the Town of Trophy Club, Texas accepting and approving the COBRA Administration Agreement by and between the Town and the Texas Municipal League Group Benefits Risk Pool, a copy of which is attached hereto; authorizing and directing the Mayor of the Town to execute the said agreement on behalf of the Town; providing an effective date. D. A resolution of the Town Council of the Town of Trophy Club, Texas approving and adopting the renewal of an animal control contract by and between the Town and City of Keller, Texas, wherein Keller agrees to provide a shelter and quarantine services for animals; authorizing the Mayor to execute the contract; providing an effective date. TOWN COUNCIL TO CONSIDER GRANTING A VARIANCE TO ORDINANCE 92- 06 CONCERNING THE FENCE OF NEW CONSTRUCTION TO MR. PHIL SALYER, SALYER & ASSOCIATES, INC., AT 12 FAIR GREEN DRIVE. Page 3, Town Council Meeting Since the representative from Salyer & Associates, Inc. could not attend, no action was taken. The representative did request to be placed on next month's agenda. PRESENTATIONS BY CITIZENS No presentations were given by the citizens. STAFF AND COMMITTEE REPORTS Town Manager, Donna Welsh, reported that the Town's tax attorneys and the Denton County Tax Appraisal District have been informed to not devalue the property over the past five (5) years but remain firm that MTV pay the entire amount of owed back taxes. She informed the Council that local and Denton County officials met to discuss Marshall Creek Road improvements. Even though the County has $ 200,000.00 voter approved money, everyone will meet again to consider the County's proposal. Planning and Zoning Administrator, Pauline Shaw, invited the Council to attend the meeting on April 20, 1994 to discuss a potential bond issue. PRESENTATIONS BY COUNCIL The Council had no presentations, but Mayor Carter stated the change of dates from the 17th to the 10th for the next Town Council Meeting because of canvassing the May 7th General Election. Council Member Engelbeck expressed his displeasure with the erratic service of the present trash contractor. If the equipment is the problem, a new bidder might be considered. Mayor Pro Tem Hill has noticed an increase of personal and construction debris on the streets and in yards. He recommended a "Beautification Day" by the residents and service groups. Mayor Pro Tem Hill made a motion to adjourn at 7:37 p.m. and meet again on Tuesday, May 10, 1994. Council Member Glaspell seconded; motion carried unanimously.
