The Town Council of the Town of Trophy Club, Texas met in
regular session on Tuesday, November 17, 1992. The meeting
was held within the boundaries of the Town and was open to
the Public.

CALL TO ORDER

Council Member Engelbeck called the meeting to order at 7:00
p.m. noting a quorum was present. Mayor Carter was detained
and arrived at 7:14 p.m.
INVOCATION
An Invocation was given by Council Member Moore.
PLEDGE OF ALLEGIANCE TO THE AMERICAN AND TEXAS FLAGS
The pledge of allegiance to the American and Texas Flags was
led by Public Works Committee Member, TOM Mayfield.
CONSENT AGENDA
The next order of business was for the Town Council to
consider the consent agenda item which was deemed to need
little deliberation. As no one wished to remove the item,
Council Member Glaspell made a motion to approve the consent
agenda; Council Member Moore seconded. Motion carried
unanimously.

A. Minutes of the October 15, 1992 Council Meeting
REPRESENTATIVE FROM HIGHWAY DEPARTMENT TO UPDATE COUNCIL ON
SH 114
Council Member Engelbeck introduced Mr. David Hensley, P.E.
with the Texas Department of Transportation and requested Mr.
Hensley update the Council on the Highway 114 project.
Mr. Hensley stated the first phase of the project was 42
percent complete. Phase Two is beginning and a portion of the
traffic on the present Highway 114 will be switched to the
south frontage road around the middle of December. That
portion of Highway 114 begins at Dallas Road in Roanoke to
just west of Trophy Club Drive. The remaining portion of
Highway 114 from Trophy Club Drive to Kirkwood will be
switched over to the south frontage road approximately two
months later, this portion is Phase Three. Phase Three timing
depends on the arrival and installation of traffic signals.
Mr. Hensley further reported the beams for the bridge at
Trophy Lake Drive are scheduled to arrive December 1. All
three phases are due to be complete in April of 1994. October
1994 the contract will be let for the Roanoke By-pass.
Mayor Carter thanked Mr. Hensley and requested he keep the
Town notified of the project's progress.
PRESENTATIONS BY CITIZENS
There were no presentations by citizens.
STAFF AND COMMITTEE REPORTS
Mr. John Carter, Finance chairman, reported the Finance
Committee will meet again in January.
Donna Welsh, Town Manager, reported the Council and staff
will host a party for the Town's volunteers on December 1,
1992.
Mr. Tom Mayfield, Public Works Committee member, reported the
19924 Street Repairs were complete. He also mentioned a
preliminary report is forthcoming on the Stormwater
Management Project.
Ms. Shaw, staff, reported the Planning and Zoning Commission
would meet Thursday, November 19, 1992.

PRESENTATIONS BY COUNCIL
There were no presentations by Council.
TOWN COUNCIL TO CONSIDER MERITORIOUS EXCEPTION TO SIGN
ORDINANCE 92-12 FOR A TEMPORARY SIGN FOR THE FELLOWSHIP
UNITED METHODIST CHURCH AND TAKE APPROPRIATE ACTION
After a review and discussion period, Council Member
Engelbeck made a motion to grant a meritorious exception to
sign ordinance 92-12 for a temporary sign for the Fellowship
United Methodist Church to terminate two (2) years from
November 18, 1992 and must comply with all other provisions
of Ordinance 92-12. Council Member Moore seconded; motion
passed unanimously.
TOWN COUNCIL TO CONSIDER OCTOBER FINANCIAL STATEMENTS
Council Member Glaspell made a motion to approve the October
Financial Statements as presented. Council Member Stoltz
seconded; motion carried unanimously.
EXECUTIVE SESSION
The Town Council adjourned into Executive Session at 7:48
p.m. to consider:
A. Town Council to Consider Appointing a Member To The
Public Safety Committee
OPEN SESSION
The Town Council returned to open session at 7:58 p.m.
Council Member Moore made a motion to appoint Walter R.
Fitzpatrick, Jr. to the Public Safety Committee. Council
Member Glaspell seconded the motion. Motion carried
unanimously.
ADJOURN
Council member Engelbeck made a motion to adjourn the meeting
at 10:00 p.m., and to meet again on December 15, 1992.
Council Member Glaspell seconded, motion carried unanimously.
