The Town Council of the Town of Trophy Club met in Regular
Session on Tuesday, November 21, 1989. The meeting was held
at the Municipal Utility District Building and was open to
the Public.

Mayor Pro Tem Doran called the meeting to order at 7:00 p.m.
INVOCATION
Council Member Vance gave the Invocation.
PLEDGE OF ALLEGIANCE
Council Member Hallgren led in the Pledge of Allegiance.
CONSIDERATION OF MINUTES
Council Member Vance made a motion to approve the minutes of
the October 17th meeting as written, Council Member Engelbeck
seconded, motion carried unanimously.
PRESENTATIONS BY CITIZENS
Mayor Pro Tem Doran introduced Ms. Darlene Whitten who is a
Republican candidate for the Denton County Court of Law,
judges position. Ms. Whitten stated that she is a graduate of
the S.M.U. school of law. She is currently teaching different
types of law at the University of North Texas in Denton. Ms.
Whitten is one of three candidates for this position.

PRESENTATIONS BY COUNCIL-

Mayor Pro Tem Doran reported to the Council that the Texas
Municipal League had several good articles in it concerning
government. A recent copy highlighted the City of Keller as
the first city in Texas to charge impact fees. This is a
monthly magazine the Council receives.
Mayor Pro Tem Doran stated that several companies are
offering "curb painting" of house numbers. He pointed out
that it is very unsightly because each company has different
colors and styles.
PRESENTATIONS BY STAFF
The staff reports are filed with the minutes of this meeting.
COMMITTEE REPORTS
PUBLIC WORKS - Mr. Joe Kurtz, Chairman of Public Works,
reported that the joint repair was two-thirds finished. Mr.
Kurtz also reported that the debris at the end of Trophy Club
that was left after the dumpster was removed, required a 30
cu. ft. dumpster to remove the trash. The Town is in the
process of installing a barricade to prevent future dumping
in this area.
Mr. Kurtz also reported that Mike Foley, a member of the
Public Works Committee, contacted Scout Troop 328 to clean
various areas of Trophy Club for a community service project.
Council Member Vance made a motion to pay the Scout Troop
$150.00 for the services rendered the Town. Council Member
Sylvia seconded, motion carried unanimously.
FINANCE COMMITTEE - Council Member Sylvia reported the
Finance Committee would be meeting the first week in December
to review the schedule of fees for the Town and guidelines
for ambulance billings.
PARKS AND RECREATION COMMITTEE - Council Member Vance
reported that hopefully by December 8th, the park will be
substantially completed.
PUBLIC SAFETY COMMITTEE - Council Member Engelbeck reported
the committee would be meeting next week to review several
items. One of the items the committee will look at is
locating a barricade at the end of Skyline Drive. There has
been a problem with people dumping debris in this area.

Council Member Vance made a motion to approve the variance as
submitted, Council Member Sylvia seconded, motion carried
unanimously.
MRS. JANICE FLYNN, HOME VIDEO, TO REQUEST A VARIANCE TO THE
SIGN ORDINANCE. MRS. FLYNN WOULD LIKE PERMISSION TO DISPLAY A
BANNER ADVERTISING THE HOME VIDEO BUSINESS FOR THREE
CONSECUTIVE WEEKENDS.
Council Member Vance made a motion to approve the variance as
submitted, Council Member Engelbeck seconded the motion.
Council Members Sylvia, Hallgren and Mayor Pro Tem Doran
opposed the variance. Variance denied.
TOWN COUNCIL TO CONSIDER AMENDING ORDINANCE NO. 89-13 DEALING
WITH JUNK VEHICLES.
Council Member Vance made a motion to approve the amendment
as written, Council Member Hallgren seconded, motion carried
unanimously.
TOWN COUNCIL TO CONSIDER ADOPTING PARK REGULATIONS AS
RECOMMENDED BY THE PARKS AND RECREATION COMMITTEE.
The Council reviewed the park regulations in detail and
suggested amendments. Mr. Hill will draft the regulations in
ordinance form to be considered at the December 5th meeting.

Council Member Vance made a motion to adjourn, Council Member
Sylvia seconded, motion carried unanimously.
