MINUTES FROM SPECIAL SESSION TOWN COUNCIL MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 100 MUNICIPAL DRIVE, TROPHY CLUB, TEXAS Monday, August 18, 2014 at 7:00 P.M. Svore Municipal Building Boardroom The Town Council of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, August 18, 2014. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF DENTON § TOWN COUNCIL MEMBERS PRESENT: C. Nick Sanders Mayor Greg Lamont Mayor Pro Tem, Place 5 arrived 7.06 pm Jim Parrow Council Member, Place 1 Garrett Reed Council Member, Place 2 Rhylan Rowe Council Member, Place 3 Philip Shoffner Council Member, Place 6 STAFF AND GUEST(S) PRESENT: Mike Slye Town Manager Patricia Adams Town Attorney Tammy Ard Town Secretary Scott Kniffen Police Chief Mayor Sanders announced the date of August 18, 2014 called the Town Council to order and announced a quorum at 7:01 p.m. The Invocation was offered by Mayor Sanders. The Pledges were led by Council Member Shoffner. SPECIAL SESSION 1. Review of 2013 GSBS Feasibility Study and take appropriate action regarding building size requirements and design for both Police Department and Town Hall. Mayor Sanders moved the Town Council into a Committee of the Whole in order to have freedom of discussion without taking action. Mayor Sanders explained to the Town Council if they desire to take action, the Council must re-enter the Special Session. Tom Batenhorst provided an overview of the current facilities and an overview of the 2013 GSBS Facility Study. Council Member Reed questioned future needs of the Town. Tom Batenhorst stated there are two (2) approaches for future growth: 1. Build growth in the new facility when you build it, building growth into the plan 2. Leave options open on the sight and the way you design the building and the systems that you can accommodate future additions August 18, 2014 Town Council Special Session Meeting Minutes Page 1 of 10 Council asked questions and provided input regarding the various aspects of the proposed facilities. Some input and questions provided by Council: — Council Member Reed would like to see less personal offices and have a more open space. Limit personal offices to key staff only and the remainder of staff work out of cubicles. Council Member Reed believes you can create an environment that is easier to manipulate as future needs change/grow. — Council Member Parrow provided documents assigning whom he feels should have offices and who should have cubicles. Attachment A— Employee Listing Report 7-16-2014 Attachment 8 —Trophy Club staff office assignment list 7-16-2014 — Council Member Rowe wanted to know what the methodology was behind the report that we have now. Tom Batenhorst indicated that he and the Town Manager and Assistant Town Manager meet with staff to see what the current needs were and what possible future needs are. — Mayor Sanders indicated that he did not agree with the cubicle concept and believes there is limited demand for that in today's environment. Mayor Sanders believes more privacy is needed. — Council indicated their goal is to reduce the scope of the proposed municipal facilities to a more palatable size/cost for the voters to consider. Tom Batenhorst indicated after the May 2014 election he chose to separate the Town and Police Station into two separate facilities for further consideration. RECONVENE INTO SPECIAL SESSION - START TIME - 9:05 P.M. Public Safety — Lobby (page 10) - Incorporate displays into the walls Public Safety — CID (page 12) - Remove conference room designated for 8 people move to future column for re-evaluation at a later date Public Safety — Patrol (page 13) - Reduce vehicular bay (sally port) to one -car instead of two -car Public Safety — Support (page 15) - Remove exercise and showers - Remove attic stock storage Dena Boudraux, 2622 Argyle Lane addressed the Council stating based upon the last election she feels the main problem was the citizens were not sure what they were getting for their money. Mrs. Boudraux believes that if Council believes in the product that you have cut down to, if Council believes it and sells it the citizens will believe Council. Mrs. Boudraux also believes that the Police Department has been cut down to the bare bones and still maintain some space for the future. A subcommittee of Council Members was formed to continue this process and the committee will review the changes from tonight's meeting and look at possible sites. The subcommittee will examine proposed floor plans based on the location selected for the proposed facilities. The subcommittee consists of Mayor Sanders, Council Member Reed and Council Member Parrow. Our firm was selected to formulate a long-term space needs assessment for this department and study options for development of a new facility, utilizing property adjacent to the current building. The Executive Summary precedes the study as a synopsis of how those elements of the Design Context are to be implemented and the cost of the selected option. The rest of the report is organized into sections following the basic process of arriving at the final facility requirements. The Existing Facilities section catalogs the current building that houses the Police and its condition/shortcomings. The Planning Context section covers the major components studied to determine staffing and site requirements. The Space Needs section details each department's space requirements and the growth expectations for each component. The Budget and Site section details the estimated budget for the selected site. This report is based on data gathered by the city and the architect followed by several meetings with staff members. The initial data gathered included current and future populations, staffing, staff ratios, organizational charts, and department and public parking requirements. Several questionnaires were given to the departments to accumulate more detailed information about the daily functions and space needs. After the analysis of this preliminary information, on-site meetings were held with representatives of each department. Interactive on-screen projections were used to do live updates during the meetings. Each participant was encouraged to think about the long-term goals and needs of their departments. From these discussions, this preliminary report identifying staff, square footage requirements as well as options for development was created. Comments from our meetings were incorporated into this report as necessary to meet the desires of the Police Department. Brinkley Sargent Architects 5 Trophy Club Police Facility Executive Summary How Big and How much? This report is a product of a study into the present and future needs of the Town of Trophy Club's Police Department. Near term and long range needs for these departments were established and are elaborated upon in the following pages. Population - This report set two hallmark years of growth for the City. The data contained in this study is based on a projected population of 13,500 people by the year 2018 which is estimated to be build -out for Trophy Club. This population was thus used for the second hallmark year of 2028. NEW POLICE FACILITY Police Facility — This facility will be comprised of police components requiring 18,184 S.F. in 2018 and 18,838 S.F. in 2028. Departments contained in this facility consist of Records, Police Administration, Criminal Investigations, Patrol, Evidence and Property, Animal Control, and Staff Support. (The Communication function is planned to remain with the Fire Department.) Additional area has been added to the facility to house a Department of Public Safety unit. There should be an exterior structure with two distinct functions — a 706 S.F. Conditioned Building and a 3,416 S.F. Exterior Covered structure (for miscellaneous storage and vehicle needs along with 15 designated covered parking spaces). Parking — The parking requirements for this facility are 15 public, 28 staff, and 15 City vehicles with covered parking, as noted above. Removing these 15 spaces from the total equates to 43 non -covered spaces. Specific break downs for each group are shown in section 3 -Planning Context. Budge The project budget for this facility should be $7,277,500. The full budget detail can be found in Section 5. As this budget is based upon specific slates; all elements of file budgets should be re-evaluated should the project be delayed. Brinkley Sargent Architects 6 Trophy Club Police Facility All public facilities reflect the values of the community for which they serve. They should be compatible with the community standards for private facilities and be exemplary of the goals for future developments. Several goals for this study are assumed as a part of the process. These include. • Create efficient, cost effective, and pleasant work environment • Create safe and secure work environment • Strategically plan for long-term growth Brinkley Sargent Architects 7 Trophy Club Police Facility Existing Facilities What are the needs2 Police Facility The current Police facility consists of five portable buildings that have been integrated into one facility. The department has outgrown many areas in the building, particularly in Patrol spaces and meeting rooms. As shown in Photo 1 below, the Patrol Briefing room also functions as the evidence drop/work area, file and supply storage, report writing, and Patrol Sergeants' office. Other space deficiencies in this facility are the exercise and locker space, break room, and Community Services space. (The Community Services office is also their storage space as shown in Photo 2.) There is also only one training/conference room for all staff to use. The existing site provides public parking for general Police and DPS visitors. All Police staff and city -owned vehicles are in the parking lot to the north of the facility. This parking area is also part of the entrance to the water tanks/public works areas as well as the fuel island for city vehicles. These remarks were made on the staff questionnaires returned to Brinkley Sargent Architects at the beginning of this process. A selection of these comments is listed below: • Evidence and property storage is too small. Evidencing processing area is too small. • We would also like a separate office supply storage area, men's and women's restrooms in the foyer, a janitor's closet with storage for supplies, and sufficient restroom/locker room/exercise room for the department. Patrol room is too small; training/meeting room is too small and does not have proper equipment. Patrol Sergeant's office is too small and has no storage. Brinkley Sargent Architects 9 Trophy Club Police Facility Planning Context Basis of this Report The The most difficult aspect of planning any municipal facility is anticipating future space and use requirements. The most common design error made concerning this building type is that a needs assessment is not undertaken which can result in the building capacity being exceeded within a short time after occupancy. This study is meant to be a long-term road map for the facility needs of this department. Therefore the hallmark time frames of 10 years and 20 years were established for this study. This time frame alleviates the issue of the department outgrowing the facility shortly after move in and plans for long- term use of the facility. Projected Population Growth The Town of Trophy Club had a 2000 population of 6,350, The estimated population in 2008 used for the purpose of this study was 7,600. In looking at the continued growth in the future, a handful of sources were used in determining population projections. The projected 2018 population is 13,500. This population is anticipated as the build -out of the town. The organizational charts on the following pages show both the current staffing for 2008 and the expected growth of the police department. This growth is based an expected staffing for the hallmark years of 2018 and 2028. The distribution and growth of personnel is based on discussions with the Police Department assuming all staff will be housed in one new facility. Presently, the Police Department has a total staff of 16.5. The current sworn ratio is 2.11 sworn staff per 1000 residents. The department is projected to grow to a total staff of 28 with a sworn ratio of 2.07 in 2018, and the staff will total 36 in 2028 with a sworn ratio of 2.67. Separation of the Staff and Public entries is important to the security of the facility. The Police and DPS public lobby will remain open during normal business hours. During this time, the public will be received by Police Records or the DPS Administrative Assistant. No Police after-hours reception function is anticipated. The remaining portions of the building will have controlled access by card -type authorization. Once an individual has passed through the first level of security, a second level of access qualifications will be required to gain access into the Records area as well as other public functions such as Police Administration and the DPS suite. A third level of access requirements will be used at the Evidence and Crime Lab areas. The function, adjacencies, and accessibility of each element are detailed, including assumptions and unique conditions that were placed on some areas. The Circulation Area is the portion of the Gross (Total) Area, whether or not enclosed by partitions, which are required for physical access to some subdivisions of space. Systems Office Furniture (Work Stations) Circulation: " Contrary to popular perception systems office furniture does not take { _ - up dramatically less space. What they do allow is flexibility of that space. A certain amount of area is added to these systems before the department circulation to allow for adequate circulation to each of the - systems cubicles. Gross Circulation: WS 2 This is a calculation of the circulation needed to travel to and within the department and the thickness of walls. It is a percentage of the Gross square footage (i.e. the subtotal and the circulation together). This number is calculated (using 25% as an example) by taking the subtotal and dividing it by (100-25) then multiplying by 25. This gives you a number that is 25 percent Gross Circulation Sample of the Gross square footage. [(Subtotal/75) x 25= (Subtotal/75) x 25 = gross circulation gross circulation] This circulation number varies (1,000/75) x 25 = 333 depending on the makeup of the department. Exterior WalUMechanical/Circulation Factor: After each department is added together to form a component (i.e. Patrol, CID, Staff Support) then each component has a building envelope and mechanical factor added to it. This number covers the area needed for exterior walls and mechanical systems and circulation between components. This space will serve visitors to not only the Police staff but also the Department of Public Safety unit in the facility. Ample display cases should also be in the Lobby to house the department's trophies. One interview room will be located off of the main lobby to allow meetings and interviews without having to go into the secure portions of the facility. This room should accommodate Livescan or similar equipment to allow for taking fingerprints for public/employee records. The Records staff will have access to this room as well. Public toilets and drinking fountains will be part of this area. This area acts as a source of information for the public and Police staff. Visitors will queue in the Lobby for the service window. The Clerk will also supervise the Interview room that serves as the public -side fingerprint room as noted in the Public Lobby information. A copy/work area is located central to the Police staff as well as the Records Clerk. The general supply room for the facility should be in this area. A single toilet should be adjacent to the clerk work area. The records area will be sized for five 4 -drawer lateral files to house the active files. These will be adjacent to the Clerk's workstation. A separate archive records room will provide eight shelving units that hold standard archive boxes. Public access to this area will be from the public lobby escorted by CID Personnel. This component will generally be open 8 a.m. to 5:00 p.m. weekdays with some after hours work. Private offices should be provided for all staff in this department. The Commander has a large office with adjacent coat and storage closet. A conference room for six people will provide space for all CID department staff to meet. A variety of interview rooms will support the investigative process. One interview room will be designated for use with juveniles. Another interview room will be used to interview .adults. These rooms will be set up with recording equipment; specifically with one camera at eye level and one camera to see the overall room. The third interview room should be heavily sound -proofed as it will be used for polygraph testing. Monitoring of the interview rooms will be on a secure network with password access to designated staff computers. No separate surveillance room is needed. Placing a detainee toilet adjacent to the interview rooms will allow the Detectives to keep interviewees in a controlled area. Support spaces for this department should include a supply/storage room and staff toilets. A large Crime Lab room will allow staff to perform some processing at this facility. The room should contain a drying cabinet, large utility sink, and stainless steel tables for ample layout space. (See SK8.) It was decided that this department would not need a public sub -waiting room. Visitors will be greeted in the Lobby, moved to the lobby interview room, or escorted back to Patrol. A work/copy/mail area should be central to the department. The report writing and form stations should be located in close proximity to the Patrol Briefing room and this work area. The Briefing room is sized to accommodate a full shift (up to 6 sworn personnel) in a conference room setting. Other spaces to be centrally located, if possible, are the armory/storage room as well as the equipment distribution room where Patrol equipment and uniforms are kept. As mentioned with the Evidence and Property portion, an evidence drop area should sit between the Patrol spaces and the Evidence spaces. There should be a wall of pass-thru evidence lockers and adjacent work counter space to allow Officers to bag, tag, and lock away evidence. The department requested a large training room that can also function as an Emergency Operations Center 1 46•-0• for Trophy Club. Due to the small size of Trophy Club's Police Department, a shared locker room with adjoining private toilet/shower rooms provides the best flexibility when trying to predict the percentage of men -to -women as future officers.
