The Town Council of the Town of Trophy Club met in Regular
Session on December 5, 1989 at the Municipal Building and was
open to the public.

Absent was: Mayor Pro Tem Doran
Council Member Engelbeck joined the meeting at 7:15

Mayor Carter called the meeting to order at 7:00 p.m.
The Invocation was given by Mr. John Carter.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member Sylvia.
CONSIDERATION OF MINUTES
Council Member Vance made a motion to approve the minutes of
the November 21, 1989 meeting as written, Council Member
Hallgren seconded, motion carried unanimously.
PRESENTATIONS BY CITIZENS

PRESENTATIONS BY COUNCIL
Council Member Vance reported that he had received a call
from a resident concerning a problem with cable. Mrs. Welsh
stated that the resident had brought by a letter outlining
his problem and attached it to his cable survey.
Council Member Vance stated that he had read an article
on House Bill 82 concerning personal taxes levied by the
Town. Mayor Carter asked treasurer Jack Jacobs to look into
the matter and report back to the Council.
Council Member Sylvia noted that a recent article in the
Keller Citizen stated that Trophy Club would be in District
4. He reported that Trophy Club would stay in District 312.
The committee reports are filed with the minutes of this
meeting.
TROPHY CLUB/SOUTHLAKE MERGER COMMITTEE
Mr. John Carter, Chairman of the committee, read a letter
from the committee recommending the Town not pursue the
merger. The letter, outlining the reasons for the
recommendation, is filed with the minutes of this meeting.
Council Member Sylvia made a motion to accept the
recommendation from the Merger Committee, Council Member
Engelbeck seconded the motion. Council Member Vance suggested
amending the motion to include asking the committee to
capsule all of the data collected throughout the study for
the Town files. Council Member Sylvia and Engelbeck accepted
the amendment, motion and amendment carried unanimously.
RESOLUTION: A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB, TEXAS APPROVING A CONTRACT BETWEEN THE TOWN,
AMWEST SURETY INSURANCE COMPANY, PARMOUNT CONCRETE
CONSTRUCTION, INC. AND JRJ PAVING, INC. FOR THE COMPLETION OF
CERTAIN STREET REPAIR WORK WITHIN THE TOWN.
Council Member Vance made a motion to approve the Resolution
as written, Council Member Hallgren seconded, motion carried
unanimously.
RESOLUTION: A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF
TROPHY CLUB, TEXAS APPROVING A CONSTRUCTION MANAGEMENT
AGREEMENT WITH THE NELSON CORPORATION DURING THE FINAL
CONSTRUCTION PHASE OF HARMONY PARK.

Council Member Vance made a motion to approve the Resolution
as written, Council Member Sylvia seconded, motion carried
unanimously.
ORDINANCE: AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS
ADOPTING AND APPROVING CERTAIN RULES AND REGULATIONS
GOVERNING THE USE OF PUBLIC PARKS WITHIN THE TOWN INCLUDING
REGULATIONS.
Council Member Vance made a motion to approve the ordinance
as modified with Mr. Hill's suggestions on wording, Council
Member Hallgren seconded, motion carried with Council Member
Engelbeck opposing.
Council Member Engelbeck made a motion to have the day to day
administration of Harmony Park be the responsibility of the
Town Administrator. Council Member Sylvia seconded the
motion. Council Member Vance and Hallgren opposed noting
that Cindy Kelly of the Town staff has been responsible for
the day to day administration of the park since construction
and will continue in that capacity. Mayor Carter voted no on
the motion to break the tie.
RESOLUTION: A RESOLUTION OF THE TOWN OF TROPHY CLUB, TEXAS
AUTHORIZING THE MAYOR OF THE TOWN TO EXECUTE AN INTERLOCAL
COOPERATION AGREEMENT BETWEEN THE TOWN OF TROPHY CLUB AND THE
CITY OF ROANOKE, TEXAS FOR THE PROVISION OF LIBRARY SERVICES
TO THE RESIDENTS OF THE TOWN.
Council Member Vance made a motion to approve the Resolution
as written, Council Member Sylvia seconded, motion carried
unanimously.
EXECUTIVE SESSION
The Town Council adjourned into Executive Session to discuss
committee appointments at 9:00 p.m.
Council Member Hallgren made a motion to appoint Janet
Kardish as Chairman of the Public Relations Committee,
Council Member Engelbeck seconded, motion carried
unanimously.
Council Member Vance made a motion to adjourn, Council Member
Engelbeck seconded' motion carried unanimously.
