The Town Council of the Town of Trophy Club met in Regular
session on Tuesday, August 15, 1989. The meeting was held at
the Municipal Utility District Building and was open to the
Public.

Mayor Carter called the meeting to order at 7:00 p.m.
INVOCATION
Council Member Sylvia gave the Invocation.
PLEDGE OF ALLEGIANCE
Marshal Jenkins led in the Pledge of Allegiance.
Mayor Carter asked for a moment of silent prayer for Mr.
R.O. Evans.
MINUTES
Council Member Vance made a motion to approve the minutes of
the July 18th meeting as written, Council Member Hallgren
seconded, motion carried unanimously.
Mayor Carter introduced Gregory D. Fix. Gregory recently
received his Eagle Scout Badge and his name was engraved on
the Eagle Scout Plaque in the lobby of the M.U.D. Building.

PRESENTATIONS BY CITIZENS
Jimmy Musick, George Webb and Casey Bowlin, all Village West
residents, urged the Council to strictly enforce the
ordinances in the Village West area. The residents felt the
grass on several properties was too high, people are parking
on lawns, and boats are located in driveways. The Council
directed the staff to follow up on these concerns.
Ms. Kathy Groh, President of the Garden Club, presented the
Council with a Plaque for the tree planting project. Anyone
who donates $50.00 for a tree for the medians will have their
name engraved on the plaque.
Mr. & Mrs. David Flynn, owners of Home Video, 300 Trophy Club
Drive, asked the Council to allow them to use a banner for
advertisement purposes. The Council pointed out that this is
in violation of the sign ordinance and a variance request
would have to po before the Planninq and Zoninq Commission.
PRESENTATIONS BY COUNCIL
Council Member Engelbeck reminded the residents that it is
budget time also for Northwest Independent School District
and they are planning to raise taxes 7.9%. He asked that
people be aware of the budget meetings and plan to attend if
possible.
Mayor Carter stated that at the last meeting there were
concerns about not enough information on the Trophy
Club/Southlake Merger issue. Mayor Carter passed out copies
of three newsletters where the subject had been addressed
within the last few months.
STAFF REPORTS
The staff reports are filed with the minutes of this meeting.
COMMITTEE REPORTS
The committee reports are filed with the minutes of this
meeting.
Cindy Kelly stated that the Public Works Committee had
recommended the flag pole be repaired and painted as soon as
Possible. The cost would be approximately $1,205.00.
Council Member Vance made a motion to repair and paint the
flag pole as recommended by the Public Works Committee.,
Council Member Hallgren seconded motion carried unanimously.

TOWN COUNCIL TO CONSIDER TERMINATING THE CONTRACT WITH
HUTCHISON, PRICE, BOYLE & BROOKS FOR THE COLLECTION OF
DELINQUENT TAXES.
Mayor Carter explained the reason this item is on the agenda
is due to the fact that this law firm no longer collects
delinquent taxes.
Council Member Vance made a motion to terminate the contract,
Council Member Hallgren seconded, motion carried unanimously.
TOWN COUNCIL TO CONSIDER A VARIANCE TO FENCE ORDINANCE NO.
89-04 SECTION 6A FOR A LOCK DOWN COVER ON A SPA AT 219
INVERNESS DRIVE. OWNER: LARRY HOOVER.
Council Member Vance made a motion to approve the variance as
requested, Council Member Hallgren seconded, motion carried
unanimously.
EXECUTIVE SESSION: The Town Council adjourned into Executive
Session at 9:40 p.m. to discuss Committee Appointments.
OPEN SESSION: No action was taken on Committee Appointments.
ADJOURN
Council Member Vance made a motion to adjourn, Council Member
Engelbeck seconded, motion carried unanimously.
