The Town Council of the Town of Trophy Club met in Regular
Session on September 26, 1988. The meeting was held at the
Municipal Utility District Building and was open to the
Public.

CALL TO ORDER
Mayor Carter called the meeting to order at 7:05 p.m.
INVOCATION
Mayor Pro Tem Vance gave the Invocation.
PLEDGE OF ALLEGIANCE
Town Treasurer Jack Jacobs led in the Pledge of Allegiance.
PRESENTATION: DENTON/TARRANT HUMANE SOCIETY
Mr. Ed Decker and Ms. Katherine DuMontier discussed the
Town helping to fund We animal shelter. The original
contract presented to the town was approximately $40,000.00
dollars. A revised contract was presented to the Council in
July for $20,000.00. The Council was concerned that the
contract did not address the main problem of animal control.
The revised contract was still several thousand dollars over
the initial discussions with the Humane Society for animal
control.

Mayor Pro Tem Vance made a motion to ask the representatives
of the Humane Society to review the contract and see if there
is any way to offer animal control. Mayor Pro Tem Vance asked
the representatives if they would present their findings as
soon as they were available. He also asked the Finance
Committee if they would provide a breakdown on what items
might be earmarked for the contingency.
Council Member Martignago seconded, motion carried with
Council Member Doran opposing.
PRESENTATIONS BY CITIZENS
-Mr. Larry Hutto was concerned with the debris from the lots
under construction on Edgemere. Donna Welsh, Town Secretary,
stated that the builder, Mr. Sandlin, had already beep cited.
PRESENTATIONS BY COUNCIL
None
COMMITTEE REPORTS
-Mr. Roger Williams, Chairman of the Parks and Recreation
Committee stated that the final specifications for the Town
Park would be available by Tuesday, September 27th. He also
stated that the Marshal, Fire Chief, Building Inspector and
the M.U.D. had reviewed the plans.
EXECUTIVE SESSION: Time - 9:10 P.M.
The Town Council adjourned into Executive Session to discuss
the following matters:
1. Consider appointing members to the Trophy Club/Southlake
Merger Committee.
2. Discuss establishing a Park Board.
OPEN SESSION: Time: 10:06 P.M.
Mayor Carter announced that during the Executive Session the
Council interviewed applicants for the Trophy Club/SouthIake
Merger Committee. No action was taken.
Mayor Carter also stated that during the Executive Session
the Council discussed establishing a Park Board. The Council
asked to have Cindy Kelly look into the duties of a Park
Board. No other action was taken regarding this matter.

AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS PROHIBITING
THE PARKING OF VEHICLES ON ALL PUBLIC HIGHWAYS, STREETS,
ALLEYS AND OTHER RIGHTS-OF-WAY BETWEEN THE HOURS OF 3 O'CLOCK
A.M. AND 5 O'CLOCK A.M. EACH DAY AND AT ALL TIMES ON CERTAIN
STREETS DESIGNATED HEREIN; PROVIDING DEFINITIONS;
AUTHORIZING THE PARKING OF MOTOR VEHICLES BETWEEN 3 O'CLOCK
A.M., AND 5 O'CLOCK A.M. WITH A PERMIT; PROVIDING THAT
AUTHORIZED EMERGENCY VEHICLES, UTILITY VEHICLES OR GOVERNMENT
VEHICLES SHALL BE EXEMPT FROM THE PROVISIONS OF THIS
ORDINANCE; REPEALING ORDINANCE NO. 85-22, 86-14, ----
AND -----OF THE TOWN.
The Council stated that they preferred keeping these parking
ordinances as separate ordinances. These ordinances will be
addressed at the next regular meeting as a second reading.
AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS ADOPTING AN
EXEMPTION FROM THE TOWN'S ADVALOREM TAX FOR PERSONS 65 YEARS
OF AGE OR OLDER IN THE AMOUNT OF $ OF THE APPRAISED
VALUE OF THE RESIDENCE HOMESTEAD; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING AN EFFECTIVE
DATE.
Mayor Pro Tem Vance made a motion to grant a $25,000.00
exemption to persons 65 years of age or older of their ad
valorem taxes. Council Member Martignago seconded, motion
carried unanimously.
