The Town Council of the Town of Trophy Club met in Regular Session on Monday,
April 11, 1988 at the Municipal Utility District Building. The meeting was
held within the boundaries of the Town and was open to the Public.

CALL TO ORDER
Mayor Carter called the meeting to order at 7:00 p.m.
INVOCATION
Council Member Vance gave the Invocation.
PLEDGE OF ALLEGIANCE
Mayor Carter asked everyone to -stand for the Pledge of Allegiance.
CONSIDERATION OF MINUTES
Council Member Vance made a motion to approve the minutes of the March 28,
1988 meeting as written, Mayor Pro Tem Martignago seconded, motion carried
unanimously.
PRESENTATIONS BY CITIZENS
None.

PRESENTATIONS BY COUNCIL
Mayor Carter read a letter from Mr. Frank Putt expressing his gratitude to
Marshal David Nolte for his help in a recent extortion attempt and threats
on Mr. Putt's life. Mr. Putt stated in the letter that Marshal Nolte
demonstrated exceptional confidence and knowledge in law enforcement.
Mayor Pro Tem Martignago stated that he had received a call concerning the
high water level at the bridge located at Trophy Club Drive and Meadowcreek
Ct. Mayor Carter stated that the Fire Department has monitored the situation
in the past few months.
Mayor Carter stated that he had received a call from Ms. Susan Rupe, President
of the P.T.O. at Northwest. The School is participating in a program called
"S.A.D.D.", Students Against Drunk Driving. Ms. Rupe and Northwest School
would like the Towns support on this project.
COMMITTEE/COMMISSION REPORTS:
PARKS AND RECREATION - Council Member Vance stated that Independent American
is working with their lender San Jacinto to have the property released to them
for dedication to the Town. He also reminded the Council that the Town needs
applicants for Chairman of the Parks and Recreation Committee.
PUBLIC SAFETY COMMITTEE - Chairman Dick Larregui stated that the crime watch
meetings are being held in several areas of the Town. Mr. Larregui told
the Council that on April 23, there will be a school bizarre at Lakeview
Elementary. An "Identification Program" area will be set up to mark items
such as valuables and bicycles.
TOWN COUNCIL TO CONSIDER THE FOLLOWING DOCUMENTS CONCERNING DELINQUENT TAXES:
A) A RESOLUTION TO APPROVE A CONTRACT TO COLLECT DELINQUENT TAXES.
B) AN ORDINANCE PROVIDING FOR THE IMPOSITION OF AN ADDITIONAL PENALTY ON DELINQUENT
TAXES.
C) A CONTRACT WITH HUTCHISON PRICE BOYLE & BROOKS FOR THE COLLECTION OF DELINQUENT
TAXES.
Mayor Pro Tem Martignago made a motion to approve the Resolution and Ordinance
as written and to approve the contract effective July 1, 1988. Council Member
Vance seconded, motion carried unanimously.
TOWN COUNCIL TO DISCUSS THE TOWNS RESPONSIBILITIES CONCERNING DRAINAGE.
The Town Council discussed a letter from the Attorney concerning drainage.
Council Member Kunkel made a motion to have the Public Works Committee address the
problems concerning drainage and report back to the Council. Mayor Pro Tem
Martignago seconded, motion carried unanimously.

certify as follows:
1. That notice of an executive session in accordance with Article
6252-17 was duly posted along with the regular agenda for the Regular Town
Council Meeting on April 11, 1988 at 10:00 a.m. on April 7, 1988.
2. That the Town Council convened in executive session on April
11, 1988 at 9:05 p.m. with the following council members and staff members
present:

3. That the matters discussed by the Town Council were as follows:
a. The Town Council interviewed three residents for the Board of
Adjustments Committee: Pete Reincke
Julia Luellen
George Knowles
b. The Town Council discussed a one year contract and salary adjustment
for Donna Welsh, the Town Secretary.
4. No formal action was taken concerning the interviews for Board of
Adjustments.
Council Member Kunkel made a motion to approve the salary increase
for the Town Secretary as recommended by the Mayor and the contract
as amended. Council Member Vance seconded, motion carried unanimously.
5. I further certify that each council member has examined and reviewed
this certificate and concurs with the subject matter contained herein.
6. That executive session ended on April 11, 1988 at 10:00 p.m.
