Minutes TC 09/21/1987 - Joint SessionMINUTES OF PUBLIC HEARING TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS THE STATE OF TEXAS ) ) COUNTY OF DENTON > The Town Council and Planning and Zoning Commission met for a Joint Public Hearing on the Comprehensive Master Plan on September 21, 1987. The meeting was held at the Municipal Utility District building and was open to the Public. PLEDGE OF ALLEGIANCE Marshal Nolte led in the Pledge of Allegiance. page 2 OPENING COMMENTS -Mayor Carter opened the meeting by giving a brief history of events that have led up to this meeting. He explained that in 1984 the developer presented a master plan for development that several residents felt was not in keeping with how Trophy Club was meant to be designed. These residents were concerned and wanted to insure that land values in Trophy Club were protected. On January 19, 1985, Trophy Club Incorporated. Since that time, several hundred residents have worked diligently to develop a Master Plan. Mayor Carter introduced the original group for incorporation, council members, planning and zoning members and committees. -Mike Hamper, Chairman of the Planning and Zoning Commission, stated that the P & Z feels a great responsibility to the residents of Trophy Club. The goals and objectives were established by the citizens, refined and then put into form by the commission. After several public hearings, they were adopted by the P & Z and the Town Council. Chairman Hamper stated that the Comprehensive Master Plan is an outgrowth of all of that previous work. It is the Commission's objective to make certain that this ordinance contains every orovision that is possible to meet the goals and objectives, and to serve the best interest of the residents of Trophy Club. pUBLIC HEARING Commissioner Kemp made a motion to open the Public Hearing on the Comprehensive Plan Map and Text, Co -Chairman Booker seconded, motion carried unanimously. Council Member Vance made a motion to open the Public Hearing on the Comprehensive Plan Map and Text, Council Member Venetoff seconded, motion carried unanimously. PAGE 3 Mayor Carter asked if there were guests present who wished to speak relative to the proposed zoning text. Below is a list of the residents who commented on the ordinance. They are listed in the order in which they spoke and tapes of the meeting are available in the Town office. After a ten minute recess, the Public bearing was continued. Mayor Carter asked if anyone would like to comment before the Public hearing was suspended. Independent American Independent American Gibraltar Bass -Sunbelt The Planning and Zoning Commission made the following amendments: 1.) Page 77: Change Section 13 to comply with R-10 standards. 2.) Page 126: Planned developments shall be no less than 5 acres and no more than 250 acres. 3.> Page 180: Change masonary requirements from 70% to 80%. A motion was made to approve the Comprehensive Zoning Ordinance with amendments by Commissioner Schaaf, Commissioner Paige seconded the motion, which prevailed by the following vote: For: Hamper, Schaaf, Paige, Kardish and Booker Against: Kemp and Heistand. A motion to close the Public Hearing was made by Commissioner Kemp, Co -Chairman Booker seconded the motion which prevailed by the following vote: : Unanimous Vol; The Town Council reviewed the ordinance and entertained suggestions from the developers. A motion was made by Mayor Pro Tem Martignago to approve the ordinance with amendments, Council Member Kunkel seconded the motion which prevailed by the following vote: For: Martignago, Kunkel, Venetoff and Vance. Against: Foley (Because of the number and length of the amendments, a copy of the ordinance with the amendments is filed with the minutes of this meeting.) Page 5 A motion to close the Public Hearing was made by Council Member Venetoff, Mayor Pro Tem Nartignago seconded the motion which prevailed by the following vote: For: Unanimous vote. Commissioner Kemp made a motion to suspend the Public Hearing on the Comprehensive Plan Map to October 12th and the Public hearing on Independent American's Planned Development to October 5th. Commissioner Schaaf seconded the motion. For: Unanimous vote. Council Member Venetoff made a motion to suspend the Public Hearing on the Comprehensive Plan Map to October 12th and the Public hearing on Independent American's Planned Development to October 5th. Council Member Kunkel seconded the motion. For: Unanimous vote. Council Member Kunkel made a motion to adjourn the meeting, Council Member Venetoff seconded, motion carried unanimously,,
