The Town Council of the Town of Trophy Club met in Regular
Session on Monday May 11, 1987 at the Municipal Utility
District Building. The meeting was held within the
boundaries of the Town and was open to the Public.

CALL TO ORDER
Mayor Carter called the meeting to order at 7:05 p.m.
Council Member Vance gave the Invocation.
PLEDGE OF ALLEGIANCE
Marshal Nolte led in the Pledge of Allegiance.
CONSIDERATION OF MINUTES
Council Member Kunkel made a motion to approve the minutes of
the April 27, 1987 Council Meeting as written, Council Member
Foley seconded, motion carried unanimously.
The Denton/Tarrant County Humane Society representative was
unable to attend the meetinq. This item will be placed on a
future agenda.
PRESENTATION: #R. HANK THOMPSON OF PLANNED CABLE SYSTEMS TO
ADDRESS THE COUNCIL.
Mr. Thompson introduced Mr. Bill Marks to the Council. Mr.
Marks stated that Planned Cable Systems has now merged with
Cable Vision Management. They are now serving Southlake and
other local towns.
Mayor Carter pointed out that the cable franchise passed in
October was not ratified in the specified time between the
Cable Company and the Town making the ordinance invalid.
Mr. Marks reviewed several modifications his company would
like to see regarding the franchise. One of the changes was
relocating the cable office in the near vicinity. Mr. Marks
said that even though the office would not be in Trophy Club,
Channel 10 would remain for Trophy Club only. He also pointed
out that should the Town want to televise council meeting's
or life saving classes for example, there would be no charge
to the town. He also stated that the basic rate of $9.75
would be raised to $11.00 in July.
Council Member Kunkel made a motion to approve the franchise
ordinance with amendments, Council Member Vance seconded,
motion carried unanimously. A copy of the ordinance with the
changes made at this meeting is filed with these minutes.
CONSIDERATION OF ORDINANCES: SECOND READING
AN ORDINANCE REQUIRING THE FILING OF A SURETY BOND IN THE
AMOUNT OF TWO THOUSAND FIVE HUNDRED DOLLARS WITH THE TOWN
PRIOR TO THE ISSUANCE OF A BUILDING PERMIT FOR CONSTRUCTION
OR BUILDING WITHIN FIFTEEN FEET OF A UTILITY EASEMENT OR
OTHER PUBLIC RIGHT OF WAY FOR THE PROTECTION OF UNDERGROUND
CABLE TELEVISION WIRES AND CABLES.
The Council expressed concerns relating to the added work
load on the Town staff. Mayor Carter pointed out that Texas
Power and Light and Southwestern Bell do not require this
type of bond. Mr. Marks stated this could be handled out of
the cable office.
Council Member Vance made a motion to table the ordinance
until the Council could have input from the builders and
asked the cable company to research a different aoproach of
handling the bond situation. Council Member Venetoff
seconded, motion carried unanimously.
PRESENTATIONS BY CITIZENS:
Mrs. Cindy Booker, 99 Trophy Wood Drive, stated that at the
intersection of Trophy Wood Drive and Indian Creek several
people are ignoring the stop sign. She presented pictures of
damage done to neighboring yards from a recent wreck. She
asked the Council to address the problem because of the
numerous wrecks in this area.
The Council asked the Public Safety Committee to look into
the situation and come back with suggestions. The police
officers will also patrol the area more closely.
PRESENTATIONS BY COUNCIL
-Council Member Vance asked Mr. Hill if he had looked into
the proper drainage of swimming pools. There have been
situations where drainage from a resident's pool has damaged
another resident's property. Mr. Hill stated that he would
look into the problem.
-Council Member Foley thanked everyone for their support in
the recent Fun -Run. Enough money was raised to purchasse the
playground equipment.
-Council Member Venetoff asked Mr. Hill questions concerning
a letter he had drafted dealing with maintenance of common
properties. Council Member Venetoff stated that it was still
not clear what areas have been deeded to the Town. Mr. Hill
will review this with the C.I.A.
Commissioner Pete Reuss will check to see if future plats
filed with the Town should show dedicated areas.
COMMITTEE REPORTS:
Commissioner Reuss reported on the following items:
-The Subdivision Regulations have been approved by the P & Z
with modifications. Freese and Nichols recommended a $50.00
charge for the books. The Subdivision Regulations will come
before the Council for review at the next meeting.
-Commissioner Reuss stated that the attorney for Independent
American had written a letter to the P & Z stating that
Section 13 should be approved by the Town or legal action
will be taken. The P & Z has not approved the plat because
the developer has failed to provide necessary information
regarding the plat. Mr. Hill will review the letter.
Commissioner Reuss also pointed out that the Sports
Association has not complied with the Commission`s reouest
for material.
-The Comprehensive Zoning Ordinance will come to the Council
soon for review.
TROPHY CLUB/WESTLAKE/ROANOKE METHODIST CHURCH COMMITTEE
Council Member Kunkel stated that Roanoke had been advised by
their attorney not to get involved with matters concerning
the church. Council Member Vance will contact the Church and
try and reach a solution.
PUBLIC WORKS COMMITTEE
Council Member Kunkel stated that her committee had looked at
the condition of the streets. She presented several pictures
of the worst areas. The committee contacted the company of
Gifford Hill who will provide street patching material to try
on some of the areas.
FINANCE COMMITTEE
Mr. John Carter reported that each member of the committee
has taken a portion of the Texas Municipal League Budget
Guide to review. The committee will present a preliminary
budget for Council review in July.
PARK DEDICATION COMMITTEE
Council Member Vance reported the State would like to see the
park appraisals by the middle of June. He is trying to locate
appraisers to do the appraisals with a minimum cost to the
INTERLOCAL COOPERATION AGREEMENT
Council to consider an interlocal cooperation agreement
between the City of Gouthlake, Trophy Club and Trophy Club
M.U.D. 01. The agreement is to state the terms upon which the
parties have agreed to work together to collectively improve
the efficiency and effectiveness of emergency fire and
medical protection to the parties.
Council Member Vance made a motion to ratify the agreement,
Council Member Kunkel seconded, motion carried unanimously.

COUNCIL TO CONSIDER AMENDING ORDINANCE NO. 0 85-22 AND
AMENDMENT ORDINANCE NO. 0 86-14 RELATING TO NO PARKING ON
CERTAIN STREETS.
The Council discussed eliminating Section 2 Item B of the
ordinance. The general consensus of the Council was to delete
this item. In Section A the Council discussed prohibiting
parking from Indian Creek between the intersection of Trophy
Club Drive and Heritage Court.
Council Member Vance made a motion to table the amendment
until the homeowners fronting Indian Creek between Hillcrest
Ct. and Heritage Ct. could be contacted. Council Member
Venetoff seconded, motion carried unanimously.
RESOLUTION: COUNCIL TO CONSIDER 1) RESOLUTION FOR THE PURPOSE
OF URGING THE LEGISLATURE OF THE STATE OF TEXAS AND THE
CONGRESS TO CREATE A SPECIAL CATEGORY OF CRIME PROHIBITING
THE SALE OF DANGEROUS DRUGS TO MINORS.
Council Member Kunkel made a motion to approve the Resolution
as written, Council Member Vance seconded, motion carried
unanimously.
AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS PROVIDING
REGULATIONS FOR A RESIDENTIAL -71500 SQUARE FEET ZONING
DISTRICT; PROVIDING USE, HEIGHT, AREA, BUILDING AND PARKING
REGULATIONS; PROVIDING FOR PLATTING; PROVIDING A SAVINGS
CLAUSE.
Council Member Kunkel made a motion to table the ordinance
in order for the Planning and Zoning Commission to review the
ordinance and clarification of some items. Council member,
Foley seconded, motion carried unanimously.
