The Town Council of the Town of Trophy Club met in Regular
Session on Monday, March 9, 1987. The meeting was held within
the boundaries of the Town and was open to the Public.

Mayor Carter called the meeting to order at 7:00PM.
INVOCATION
Council Member Vance gave the Invocation.
CONSIDERATION OF MINUTES
Council Member Vance made a motion to approve the minutes of
the February 23, 1987 as written, Council Member Kunkel
seconded, motion carried unanimously.
STAFF REPORTS
-Marshal Nolte reviewed the law enforcement report for the
month and noted an increase calls outside of Trophy Club.
Marshal Nolte and the Council discussed the recent accidents
at the main entrance. The Town will try to get the traffic
light installed at the entrance as soon as possible.

-Ms. Cindy Kelly reviewed the financial report for the month.
The Council would like to see any contingency fund items
shown separately on the report. The Council would also like a
report on the status of tax collections. Mayor Pro Tem
Venetoff made a motion to approve the financial report,
Council Member Dayton seconded, motion carried unanimously.
- Mr. Boutwell, Town Planner, reported to the Council that
the cost for producing the Comprehensive Plan Maps will be
approximately $4,500.00. Mr. Boutwell will provide the
Council with a breakdown on expenditures related to this
project. Council Member MartiQnago made a motion to approve
the expenditure in the amount of $4,500.00, Council Member
Kunkel seconded, motion carried unanimously.
-Mr. Hill, Town Attorney, presented a report to the Council
outlining several projects he is addressing for the Town. A
copy of the report is filed with the minutes.
COMMITTEE REPORTS
-Commissioner Pete Reuss asked the Council to authorize
$1,000.00 to have five lots appraised in order to arrive at a
dollar figure for the dedication of park land in the platting
process. Council Member Vance made a motion to have five lots
appraised at a cost of $1,000.00 and charge the cost back to
the developer. Mayor Pro Tem Venetoff seconded, motion
carried unanimously.
-Mr. John Sheller asked the Council to approve the cost of
two appraisals of the 15 acres in Section 12 for the park
grant. Council Member Vance made a motion to authorize
$2,500.00 for two appraisals, Council Member Martignago
seconded, motion carried unanimously.
Council Member Kunkel made an amendment to pay back the Town
the expense of the appraisals plus interest when funds are
available from the grant. Mayor Pro Tem Venetoff seconded,
motion carried unanimously.
PRESENTATION BY CITIZENS
-Ms. Brenda Ward~ a resident in Village West, presented the
Council with a petition signed by residents of the Village
West area. The citizens asked the Council to deny access to
the Methodist Church from Monterrey Drive. They felt it will
cause traffic problems such as increased traffic from the day
care center held at the church, parking on the street and

-Mr. Mike Casio, a resident on Meadowcreek Drive, was
concerned that the Town was not involved in the Federal
Emergency Management Plan. He recently tried to refinance his
home and was told he was in a flood area. The insurance is
substantially high in these cases. The Council told Mr.
Casio that the Town was currently addressing Joining the
Federal Emergency Management Plan.
PRESENTATIONS BY COUNCIL
Mayor Pro Tem Venetoff made a motion that would allow any
staff member~ committee member' council member and mayor to
place an item on the agenda. Council Member Dayton seconded,
motion carried unanimously.
Mayor Pro Tem Venetoff suggested that a letter be written to
Dan Boutwell, Town Planner, asking him to notify the Council
when 75% of the revenue on each project is used.
PRESENTATION BY TROPHY CLUB REPUBLICANS WOMENS CLUB
Mrs. Sally Masters stated that the Republicans Womens Club
had raised enough money to purchase two flags for the
entrance. The money was donated by residents, organizations,
builders and the sales office. The Council thanked Mrs.
Masters for the Clubs dedication.
EXECUTIVE SESSION
1.> Council to consider committee appointments.
2.) Council to consider contemplated litigation.
OPEN SESSION
Mayor Pro Tem Venetoff made a motion to appoint Pete Reuss as
Chairman of the Planning and Zoning Commission and Mike
Hamper as Co -Chairman. Council Member Vance seconded, motion
carried unanimously.
Mayor Pru Tem Venetoff made a motion to leave the R-12
Ordinance as written, Council Member Kunkel seconded, motion
carried unanimously.
Council Member Kunkel made a motion to have Marshal Nolte
handle the problem with the beavers cutting down trees in the
community, Council Member Vance seconded, motion carried
unanimously.
No action was taken on contemplated litigation.

Council Member Kunkel made a motion to adjourn, Mayor pro Tem
Venetoff seconded, motion carried unanimously.
