The Town Council of the Town of Trophy Club met in Regular
Session on Monday, December 14, 1987 at the Municipal
Utility District Building. The meeting was held within the
boundaries of the Town and was open to the Public.

Mayor Carter called the meeting to order at 7:00 p.m.
INVOCATION
The invocation was given by Council Member Vance.
PLEDGE OF ALLEGIANCE
Marshal Nolte led in the Pledge of Allegiance.
CONSIDERAT�ON QF MINUTES
Mayor Pro Tem Martignago made a motion to approve the minutes
of the November 9th Re'gular meeting and the November 9th
Public hearing. Council Member Vance seconded, motion carried
unanimously.
Council Member Venetoff made a motion to approve the minutes
of the November 30th meeting with an amendment, Council
Member Vance seconded, motion carried unanimously.

PRESENTATIONS BY CITIZENS
Mr. John Prator, 4 Brookfield Court, presented the Council
with a petition consisting of 471 names of Trophy Club
residents. The petition expressed concerns relating to
Independent American's Planned Developments. A copy of the
petition is filed with the minutes of this meeting.

CONSIDERATION OF ORDINANCES;
A) AN ORDINANCE OF THE TOWN OF TROPHY CLUB` TEXAS
ESTABLISHING ZOWING PURSUANT TO ORDINANCE NO. 0 87-23 OF THE
TOWN'S COMPREHENSIVE ZONING ORDINANCE. A 224.7729 TRACT OF
LAND SUBMITTED BY INDEPENDENT AMERICAN AS P.D. NO. 2.
B) AN ORDINANCE OF THE 'TOWN OF TROPHY CLUB, TEXAS
ESTABLISHING ZONING PURSLJANT TO ORDINANCE NO. 0 87-23 OF THE
TOWN'S COMPREHENSIVE ZONING ORDINANCE. A 249.220 TRACT OF
LAND SUBMITTED BY INDEPENDENT AMERICAN AS P.D. NO. 3.
(3) AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS
ESTABLISHING ZONING PURSUANT TO ORDINANCE NO. 0 87-23 OF THE
TOWN'S COMPREHENSIVE ZONING ORDINANCE. A 249.7214 TRACT OF
LAND SUBMITTED BY INDEPENDE54T AMERICAN AS P.D. NO. 4.
D) AN ORDINANCE 8F THE TOWN OF TROPHY CLUB, TEXAS
ESTABLISHING ZONING PURSUANT TO ORDINANCE 1\18. 0 87-23 OF THE
TQWW'S COMPREHENSIVE ZONING ORDINANCE, A 249.9794 TRACT OF
LAND SUBMITTED BY INDEPENDENT AMERICAN AS P.D. NO. 5.
Mr. Craig Curry, Vice -President and Director of Planning for
the Nelson Corporation, reviewed Indeoendent American's
P.D.'s with the Council. Mayor Carter asked if anyone in the
audience would like to comment of the ordinances being
considered tonight.
Fifteen residents spoke against the P.D.'s as presented and
five residents spoke in favor of the P.D.'s. A list of the
residents who spoke is filed with the minutes of this
meeting.

Council Member Venetoff stated that after hearing the
concerns of the citizens, he would like to make the following
motion: Table the ordinances and hold a workshoo on January
4th to discuss the lot sizes of Village A & B homes, the
number of cluster homes, and the number of contiguous acres
in that category. Council Member Kunkel seconded, motion
carried with Council Member's Foley and Vance opposing.
STAFF REPORTS
The Town staff reviewed their reports with the Council.
Council Member Kunkel made a motion to approve the financial
report, Council Member Venetoff seconded, motion carried
unanimously.
CONSIDERATION OF ORDINANCES: FIRST READING
A) TOWN COUNCIL TO CONSIDER AN ORDINANCE ESTABLISHING THE
DUTIES OF THE TOWN'S PUBLIC HEALTH OFFICE.R.
The ordinance will be on the next agenda for second reading
and will be discussed at that time.
TOWN COUNCIL T8 CONSIDER A RESOLUTION IN SUPPORT OF THE
RESERVOIR WATERSHED MANAGEMENT PROGRAM; PROVIDING FOR AN
EFFECTIVE DATE UPON PASSAGE AND APPROVAL.
Council Member Venetoff made a motion to approve the
Resolution as written, Council Member Vance seconded, motion
carried unanimously.
TOWN COUNCIL TO CONSIDER APPROVAL. OF ADDITIONAL SERVICES
REGARDING ZONING MAP APPROVAL AS SUBMITTED BY FREESE AND
NICHOLS, INC. CONSULTING ENGINEERS.
Council Member Vance made a motion to approve the additional
$3,000.00 out of the "Consulting Engineering Contract".
Council Member Kunkel seconded, motion carried unanimously.
EXECUTIVE SESSION
Council Member Vance made a motion to suspend the executive
session until the next regular meeting, Council Member Kunkel
