The Town Council of the Town of Trophy Club met in Regular
Session on Monday, August 24, 1987. The meeting was held at
the Municipal Utility District Building and was open to the
Public.

CALL TO ORDER
Mayor Carter called the meeting to order at 7:00 p.m.
INVOCATION
Council Member Vance gave the Invocation.
PLEDGE OF ALLEGIANCE
Marshal Nolte led in the Pledge of Allegiance.
CONSIDERATION OF MINUTES
Mayor Pro Tem Martignago made a motion to approve the minutes
of July 27th, Council Member Venetoff seconded, motion
carried with Council Member Vance abstaining. Council Member
Vance was not in attendance at the meeting.
Council Member Venetoff made a motion to approve the minutes
of August 10th, Council Member Vance seconded, motion carried
with Council Member Foley abstaining. Council Member Foley
was not in attendance at the meeting.

PRESENTATIONS BY CITIZENS
Jack Jacobs, 101 Pebble Beach, stated that at the
entrance to Trophy Club at the light, a sign stating "right
on red after a full stop" needs to be put in. He stated that
traffic coming into Trophy Club from the east does not stop
and this can be dangerous if someone is making a left hand
turn from the west. Marshal Nolte stated that the current
traffic signs and lights are well defined.
PRESENTATIONS BY COUNCIL
-Council Member Venetoff commented on a letter the Mayor had
received from a law firm representing Independent American.
Independent American expressed concerns that the Town had
caused them delays in their development of Trophy Club. Mayor
Carter and other Council Members commented on the
inaccuracies in the letter. The Town has also been delayed by
the developer. The developer had been asked repeatedly since
the master plan was initiated to participate in its
development.
Council Member Foley stated that she felt the Town was at a
point now where they could consider Independent American's
P.D. along with the Comprehensive Plan. Mayor Carter
commented that it is very important to correct the
inaccuracies of the letter because if you Just read this
letter you could get a very slanted view. Mayor Carter
pointed out that the Council had previously decided not to
consider the P.D. until the Zoning Ordinance was in place,
which would be very soOn.
Council Member Foley made a motion to consider Independent
Americans P.D. along with the Comprehensive Zoning Ordinance,
Council Member Vance seconded.
John Hill stated that the Town could advertise the Public
hearings at the same time. The portion of the Town other than
the 991 acres could be considered on October 21st at the
Public Hearing and the 991 acres could be continued one or
two weeks after that. This would save several weeks. Mayor
Carter commented that the Council had discussed overlapping
the advertising at a previous meeting in order to expedite
the process.
For the motion: Council Member Foley
Against the motion: Council Member Venetoffp Mayor Pro Tem
Martignago and Council Member Kunkel.
Abstain: Council Member Vance
Motion denied.

Council Member Venetoff made a motion to respond to the
letter from Independent Americans law firm outlining the
dates for the public hearings, Council Member Kunkel
seconded.
Mike Hamper, Chairman of the Planning and Zoning Commission,
stated that he was very disturbed at the fact that the
Council keeps talking as if they have a proposal for a P.D.
before the Council. He reminded the Council that so far all
they have had was a concept presentation from Independent
American which the town has been willing to listen to from
any developer who wanted to talk about various ideas for
development. He stated that at no time has the Town had a
formal proposal for a P.D. and that should be addressed in
the letter to Independent American.
Council Member Vance stated that we should let Independent
American know that we need a firm proposal in order to
expedite the process.
Council Member Vance stated that he would like to amend
Council Member Venetoff's motion to state that to date we
have received no official request or proposal for the
development of the 991 acres. Mayor Carter stated that we
should also include in the letter that the Town is not bound
by any agreements between Gibraltar and Independent American
and also review some historical data on the delays because
they have not necessarily been due to the Council.
Vote on motion:
For: Council Members Venetoff, Martignago, Kunkel and Vance.
Against: Council Member Foley
PRESENTATION: DENTON/TARRANT COUNTY HUMANE SOCIETY
Dr. Steve Harris outlined the proposal for the Humane
Society. The budget for the Animal Shelter for the first year
would be $73,644.00. Trophy Club's portion of the budget for
the first year would be approximately $11,217.00.
Council Member Vance made a motion to make a committment to
support the efforts of the Denton/Tarrant Humane Society,
based on the numbers in the proposal and that it be prorated
on the basis of when they could start service, with an option
that if Denton County hires an animal control officer, the
Town would see the appropriate reduction in the Towns rate.
Council Member Kunkel seconded, motion carried unanimously.

1987-1988 BUDGET TO BE FILED WITH THE TOWN SECRETARY
Mayor Carter stated that the Finance Committee had filed the
budget with the Town Secretary today and it is available for
review by the Public.
CONSIDERATION OF ORDINANCES: FIRST READING
The following ordinances were introduced for first reading:
A.) An Ordinance relating to defensive driving fees.
B.) An Ordinance relating to satellite receivers and
transmitters within the Town.
C.) An Ordinance adopting a Comprehensive Zoning Plan for the
Town of Trophy Club.
COUNCIL TO SET A DATE FOR A WORKSHOP WITH THE PLANNING AND
ZONING COMMISSION TO REVIEW THE COMPREHENSIVE 3ONI54G
ORDINANCE.
The Planning and Zoning Commission had suggested the
following dates: Workshop - August 31, 1987
Public Hearing - September 21, 1987
Council Member Vance made a motion to accept the dates as
recommended, Mayor Pro Tem Martignago seconded, motion
carried unanimously.
CONSIDERATION OF ORDINANCES: SECOND READING
A.) AN ORDINANCE AMENDING ORDINANCE O 87-15 RELATING TO THE
DISPOSAL OF TRASH, WASTE AND GARBAGE BY AMENDING THE '
DEFINITION OF "REFUSE BAB" TO INCLUDE ONLY PLASTIC TRASH
BAGS.
Council Member Vance made a motion to adopt the ordinance as
written, Mayor Pro Tem Martignago seconded, motion carried
unanimously.
B.) AN ORDINANCE ESTABLISHING A TWENTY-FIVE DOLLAR FEE FOR
THE ISSUANCE AND SERVICE OF A WARRANT OF ARREST.
Council Member Vance made a motion to adopt the ordinance as
written, Council Member Kunkel seconded, motion carried
unanimously.
MARSHAL NOLTE TO DISCUSS LAW ENFORCEMENT PROPOSALS FOR 1987-
1988.
Marshal Nolte and Sheriff Kaisner reviewed a proposal for law
enforcement for the coming year in the amount of $190,261.00.
Sheriff Kaisner stated that the Commissioners Court will most
likely out his budget this year. This would lower the unit
price for the officers which would reflect a reduction in the
cost to Trophy Club. Sheriff Kaisner also recommended
maintaining 24 hour coverage because of the changes in the
surrounding area of Trophy Club.

Member Vance seconded, motion carried unanimously~
