The Town Council of the Town of Trophy Club met in Regular
Session on Monday, August 10, 1987. The meeting was held at
the Municipal Utility District Building and was open to the
Public.

CALL TO ORDER
Mayor Carter called the meeting to order at 7:05 p.m.
INVOCATION
Council Member Vance gave the Invocation.
PLEDGE OF ALLEGIANCE
Donna Welsh led in the Pledge of Allegiance.
PRESENTATIONS BY CITIZENS
-Ms. Carole Nolte, 226 Oakmont, asked the Council to document
any information they might have on the Town since
incorporation two and one-half years ago. Ms~ Nolte is the
Town Historian and has been working on compiling a
chronological history book on the Town.

-Ms. Jan Clinkenbeard, 119 Fairway Village Drive, suggested
that a Council Member be assigned to the People Against Low
Elevations Committee. She stated that other cities have been
successful in having the flight patterns changed to divert
the traffic away from the cities. She suggested contacting
Dick Armey to see if the traffic could be diverted over the
Corp of Engineer property.
PRESENTATIONS BY COUNCIL
-Mayor Carter thanked Council Member Kunkel, George Doran,
Phoebe Dill and others for informing the public of the
election on the hospital tax. The hospital tax was defeated
by an overwhelming margin at the August 8th election. Mayor
Carter stated that the vote on the 9-1-1 service was passed
by a large margin. Mayor Carter also thanked Donna Welsh for
organizing several people to attend the hearing in Austin
concerning the new North -Belt Highway. The Perot Group had
offered transportation to people interested in attending the
hearing.
Mayor Carter stated that for several months the Town has
waited on information from the Humane Society. Each time they
were contacted to be on the agenda, they were not prepared to
attend. Several rumors have surfaced that the Council is not
going to participate in the new facility. Mayor Carter
pointed out that the Town has solicited the information but
no firm proposal has been presented for Council
consideration.
Two months ago Marshal Nolte suggested placing stop signs on
Indian Creek at Forest Hill and Inverness. At that time, the
Council was asked to look at the intersections and report
back as to the need for stop signs. Mayor Carter asked the
Council if they felt stop signs were warranted. The general
concensus was not to place stop signs at these two streets.
-Council Member Kunkel asked Mr~ Hill to research the duties
of a constable. She wanted to know if a constable could have
deputies and what power they would have in a community.
COMMITTEE/COMMISSION REPORTS
PLANNING AND ZONING COMMISSION - Chairman Hamper reported the
Comprehensive Zoning Ordinance is almost ready to present to
the Council. The P & Z would like to hold a Joint public
hearing to speed up the process and get the ordinance in
place. The P & Z is also working on the orientation seminar
and a meeting with an I.B.M. representative to update the
Town on the I.B.M. project. Chairman Hamper also reviewed the
building report for the month. A copy of the report is filed
with the minutes of this meeting.

TROPHY CLUB/WESTLAKE/ROANOKE CHURCH COMMIT -FEE
No action.
PUBLIC WORKS COMMITTEE
Council Member Kunkel stated that Freese and Nichols is
currently researching the cost of concrete and road repair.
They feel this is a good time to have the work done because
of the slump in the construction trade.
FINANCE COMMITTEE
Treasurer Jack Jacobs reviewed the statutory requirements
relating to the budget with the Council. The Council will
have a budget workshop on August 13th.
PARK DEDICATION COMMITTEE
Council Member Vance stated that the State had reviewed the
appraisals and asked for additional material that has now
been sent to the park department.
PARKS AND RECREATION COMMITTEE
Council Member Vance stated that the committee is preparing a
budget for the coming year and will present it to the Town by
August 20th.
PUBLIC SAFETY COMMITTEE
No report.
PEOPLE AGAINST LOW ELEVATION COMMITTEE
No report.
CONSIDERATION OF ORDINANCES: FIRST READING
A.) AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS,
ESTABLISHING A FEE NOT TO EXCEED THE SUM OF TWENTY-FIVE
DOLLARS ($25.00) FOR THE ISSUANCE AND SERVICE OF A WARRANT OF
ARREST; REQUIRING THAT THE WARRENT FEE BE PAID INTO THE TOWN
TREASURY FOR THE USE AND BENEFIT OF THE TOWN; PROVIDING A
SEVERABILITY CLAUSE; DECLARING AN EMERTENCY AND PROVIDING AN
EFFECTIVE DATE.
The ordinance will be on the next agenda for second reading
and discussion.

B.) AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS PROVIDING
FOR THE APPOINTMENT BY MOTION OF THE TOWN COUNCIL OF THE TOWN
BUILDING OFFICIAL AND/OR CODE ENFORCEMENT OFFICER;
AUTHORIZING AND EMPOWERING SAID OFFICIAL AND/OR OFFICER TO
ENFORCE THE TOWN BUILDING, ELECTRICAL AND MECHANICAL CODES,
THE TOWN UNIFORM BUILDING CODE STANDARDS, THE TOWN UNIFORM
CODE FOR THE ABATEMENT OF DANGEROUS STRUCTURES, THE TOWN
UNIFORM HOUSING CODE AND ALL OTHER CODES, ORDINANCES OR
REGULATIONS OF THE TOWN CONCERNING BUILDING, CONSTRUCTION,
HOUSING AND RELATED ACTIVITIES; PROVIDING A SEVERABILITY
CLAUSE; DECLARING AN EFFECTIVE DATE.
Council Member Vance made a motion to approve the ordinance
with a typographical change, Council Member Venetoff
seconded, motion carried unanimously.
Council Member Vance made a motion to appoint Tim Fleming as
Building Official and/or Code Enforcement Officer, Council
Member KUrikel seconded, motion carried unanimously.
AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS AMENDING
ORDINANCE NO 87-15 OF THE TOWN RELATING TO THE DISPOSAL OF'
TRASH, WASTE AND GARBAGE BY AMENDING THE DEFINITION OF
"REFUSE BAG" TO INCLUDE ONLY PLASTIC TRASH BAGS; PROVIDING A
SAVINGS CLAUSE; PROVIDING AN EFFECTIVE DATE.
This ordinance will be on the next agenda for second reading
and discussion.
EXECUTIVE SESSION: COUNCIL TO CONSIDER COMMITTEE
