The Town Council of the Town of Trophy Club met in Special
Session for a Public Hearing. The meeting was held on Monday,
September 22, 1986 at the Municipal Utility District
Building. The meeting was held within the boundaries of the
Town and was open to the Public.

CALL TO ORDER
Mayor Carter called the meeting to order at 7:05PM.
INVOCATION
The Invocation was given by Reverend Ray Thompson of the
Cornerstone Community Church of Roanoke.
PLEDGE OF ALLEGIANCE
The Pledge was led by Marshal Nolte.
TOWN COUNCIL TO CONSIDER BUDGET FOR FISCAL YEAR OCTOBER 11
1986 TO SEPTEMBER 30, 1987.
Mayor Pro Tem Venetoff outlined the budget for the audience
and Council. The revenues for the year are derived from a 12
cent tax rate, contributions from the C. I. A. and other
sources such as building fees, fines, etc. The revenues for
the new year were estimated at $543,350.00.
The expenses are comprised of the normal operation and
maintenance expenses as well as law enforcement at 187,700
and street repairs at 50,000. The expenses total 543,350.

Mayor Pro Tem Venetoff gave a slide presentation and
explained each line item and also allowing people in the
audience to ask questions about the budget. The residents in
attendance ask questions mostly for clarification with no
opposition to the budget in general.
After reviewing the budget in detail the Council amended the
budget as follows:
--January through September - Added $100.00 a month more to
the rent for the portion of the C.I.A. office the town will
acquire.
-The Council added $5,000.00 for signs such as stop signs,
street s i gns, replacements, etc.
-The Council agreed to set the tax rate at 12 cents per
$100.00 valuation which would set aside $34,830 for the
contingency fund.
Council Member Kunkel made a motion to adopt the budget as
modified, Mayor Pro Tem Venetoff seconded, motion carried
unanimously.
Council Member Kunkel made a motion to set the tax rate at 12
cents per $100 valuation for the 1986 tax year, Mayor Pro Tem
Venetoff seconded, motion carried unanimously.
TOWN COUNCIL TO CONSIDER A RESIDENTIAL -121000 SQUARE FEET
ZONING ORDINANCE; PROVIDING USE, HEIGHT, AREA AND BUILDING
AND PARKING REGULATIONS; PROVIDING FOR PLATTING; PROVIDING
A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
A PENALTY NOT TO EXCEED THE SUM OF ONE THOUSAND DOLLARS
($1,000.00) AND A SEPARATE OFFENSE SHALL BE DEEMED COMMITTED
EACH DAY DURING OR ON WHICH A VIOLATION OCCURS OR CONTINUES;
PROVIDING AN EFFECTIVE DATE AND DECLARING AN EMERGENCY.
Mayor Carter pointed out that the Planning and Zoning
Commission worked on this ordinance for some time and felt
this was a good zoning ordinance for the town. The Commission
reviewed information from the community survey's, deed
restriction and covenants, and other zoning ordinances they
felt would best fit the needs for the town.
The Council made the following changes:
1. Exhibit "A" Section C Item 1.: Strike the words "and
personal property sales".
2. Section 1.5 Building and Parking Regulations, item "a":
Have the attorney add a provision for special use with
respect to masonry construction.

Mayor Pro Tem Venetoff made a motion to adapt the ordinance
with amendments, Council Member Kunkel seconded, motion
carried unanimously.
COUNCIL TO CONSIDER DENTON COUNTY HEALTH DEPARTMENT CONTRACT
PROPOSAL
Council Member Vance made a motion to table the contract
proposal, Council Member Kunkel seconded, motion carried
unanimously.
EXECUTIVE SESSION
The Council adjourned into Executive Session in accordance
with Article 6252-17 V. A. T. C. S. to discuss the following
matters:
1. Council to discuss personnel matters.
2. Council to discuss contemplated litigation.
No action was taken in Executive Session
Marshal Nolte asked the Council for their approval to attend
the T.M.L. Convention in Houston. He pointed out that there
were several seminars related to law enforcement that would
be beneficial to the town.
The Council approved Marshal Nolte's request.

Council Member Vance made a motion to adjourn, Council Member
