CALL TO ORDER AND ANNOUNCE A QUORUM
PUBLIC COMMENT(S)
This is an opportunity for citizens to address the Board/Commission on any matter pursuant
to Texas Government Code Sec. 551.007. The Board/Commission is not permitted to
discuss or take action on any presentations made concerning matters that are not listed on
the agenda. Presentations are limited to matters over which the Board/Commission has
authority. Speakers have up to three (4) minutes or the time limit determined by the
Presiding Officer. Each speaker must have submitted their request to speak by completing
the Speaker’s Form or may email jswartz@trophyclub.org
REGULAR ITEMS
1. Consider approval of the Trophy Club Crime Control and Prevention District Board
minutes for February 12, 2025.
2. Consider a FY 2025 Budget amendment to increase expenditures by $44,331 for upfitting
two police vehicles.
3. Discuss the FY 2026 CCPD Budget apportionment for crime control and crime prevention
programs.

551.087. Notice is hereby given that a quorum of the Town of Trophy Club Town Council
may be in attendance at this meeting. The Town Council will not deliberate or take any
action.

Wednesday, February 12, 2025, at 6:00 P.M.

The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular
Session on Wednesday, February 12, 2025. The meeting was held within the boundaries of the Town
and was open to the public.

Board member Bartels called the meeting to order and announced a quorum at 6:00 p.m.

Citizens are allowed four (4) minutes to address the Board regarding an item over which the Board has
policy or oversight authority as provided by Texas law, the ethics order, or other policy order.

REGULAR SESSION
1. Consider and take appropriate action regarding the Crime Control and Prevention District Board
Minutes for November 14, 2024.
The minutes were reviewed, motion was made by Leo Daniels to accept, Marion Hawker
seconded the motion.
Motion passed by a vote of 6-0.
2. Traffic Safety Committee discussion
Chief Arata gave explanation of what committee does and how it works; data collected on traffic
and information can be used for reporting purposes, statistics, etc. Cameras were in process of
being updated at Town Hall and throughout town for safety reasons.
3. Receive Police Department update
School Resource Officers are doing well; two are at BNHS and one is at middle school. Take Me
Home program is a safety tool (used to assist those who are unable to communicate or ID
themselves if they become disoriented)
The next Board meeting will start the budget time of year and we will have overview of
upcoming budget items.

AGENDA ITEM: Consider a FY 2025 Budget amendment to increase expenditures by $44,331
for upfitting two police vehicles.
BACKGROUND/SUMMARY: This budget amendment seeks approval to re-obligate funds for
the upfitting of two police vehicles purchased during the previous fiscal year. Although the
vehicles were acquired as planned, the necessary upfitting was not completed before the end
of the budget year, resulting in the lapse of the original funding allocation. This amendment
will transfer the previously allocated funds into the current fiscal year’s budget to ensure the
vehicles are properly equipped for operational use. This budget amendment is a reallocation of
unspent funds from FY 2024 to fulfill the previously approved purchase.
BOARD REVIEW/CITIZEN FEEDBACK: N/A
FISCAL IMPACT: The CCPD expenditure will increase the FY 2025 Budget by $44,331 from
$358,888 to $403,219. The additional $44,331 will come from CCPD Fund reserves (unspent
from FY 2024).

AGENDA ITEM: Discuss the FY 2026 CCPD Budget apportionment for crime control and crime
prevention programs.
BACKGROUND/SUMMARY: The preliminary FY 2026 Budget discussion will focus on key
strategic areas aligned with continued efforts to enhance public safety, improve operational
efficiency, and support officer development. Discussion points will include:
• Vehicle Purchases: Planned fleet upgrades to replace aging units, improve reliability,
and ensure officer safety and readiness.
• Training and Development: Continued investment in professional development and
mandated training to maintain high standards of service delivery and operational
competency.
• Fund Allocation: General Fund planning to support core public safety functions and
ongoing departmental needs.
• Specialized Programs: Support for community engagement initiatives, targeted
enforcement efforts, and evolving crime prevention strategies.
• Firearms Upgrade Request: A special funding request will be presented for a
departmental firearms upgrade to improve performance, standardization, and officer
confidence.

FISCAL IMPACT: There is no financial impact associated with this agenda item.
