The Board/Commission is not permitted to discuss or take action on any presentations made concerning matters that are not listed on the agenda. Presentations are limited to matters over which the Board/Commission has authority. Speakers have up to three (3) minutes or the time limit determined by the Presiding Officer. Consider approval of the November 14, 2024, CCPD meeting minutes. 2. Presentation and discussion of the Traffic Safety Working Group update. 3. Presentation and discussion of current Police Department programs including the School Resource Officer Program, the Home Security and Inspection Program, and the Take Home/Silver Alert Program. Page 2 of 7 MINUTES FROM REGULAR SESSION BOARD OF THE CRIME CONTROL AND PREVENTION DISTRICT MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 1 TROPHY WOOD DRIVE, TROPHY CLUB, TEXAS Thursday, November 14, 2024, at 6:00 P.M. Council Chambers The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular Session on Thursday, November 14, 2024. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF TARRANT § CCPD BOARD MEMBERS PRESENT: Marc Bartels, Board Member Christopher McAllister, Board Member Christine Udvar-Hazy, Board Member Royce Labor, Board Member Garry Ash, Board Member CCPD BOARD MEMBERS ABSENT: Leo Daniels, Chairman Marion Hawker, Board Member STAFF AND GUEST(S) PRESENT: Brandon Wright, Town Manager Tammy Dixon, Town Secretary Patrick Arata, Chief of Police Julie Swartz, Administrative Assistant CALL TO ORDER AND ANNOUNCE A QUORUM Board member Bartels called the meeting to order and announced a quorum at 6:00 p.m. PUBLIC COMMENTS Citizens are allowed four (4) minutes to address the Board regarding an item over which the Board has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. Board member Bartels asked if anyone wished to address the Board. Chief Arata presented plaques for dedication and service to the CCPD Board to Fred Lohmann and Heath Williams. Page 3 of 7 REGULAR SESSION 1. Introduction of CCPD members. Members of the Board were introduced and gave summary of background. 2. Appointment of CCPD Officers. Board member Royce Labor made nomination of Marc Bartels as Chairman, Christine Udvar-Hazy to serve as Vice Chair, Julie Swartz to serve as Secretary of CCPD. All agree. Motion approved by a vote of 5-0. 3. Board training of CCPD roles and responsibilities. Town Manager, Brandon Wright, explained rules and responsibilities of being a CCPD member. Several questions were answered; training was completed. 4. Consider and take appropriate action regarding the Crime Control and Prevention District Board Minutes for June 5, 2024. Chairman Bartels called for review of June 5, 2024, minutes. The minutes were reviewed, a motion was made by Christopher McAllister to accept, Royce Labor seconds. Approved 5-0. 5. Receive Police Department update. Chief Arata gave update on the department including personnel information and police vehicles. Chief answered a few questions about cars, including adding cameras, computers and additional equipment to fleet. Board member Labor commented he has done ride along with an officer and what a good job the officers do, and he is impressed with Police Department and Fire Department. BACKGROUND/SUMMARY: The Trophy Club Police Department’s Traffic Safety Working Group is conducting a comprehensive review of vehicle traffic and speed limits on the Town’s main roads. Additionally, the group is evaluating the safe use of golf carts and electric scooters to enhance community safety. This initiative aims to assess current traffic conditions, identify potential safety concerns, and explore possible improvements to ensure compliance with regulations while promoting responsible usage of these alternative transportation modes. The group’s findings will help guide future recommendations for traffic enforcement and safety measures in Trophy Club. BACKGROUND/SUMMARY: The Trophy Club Police Department will provide an update on key Crime Control Prevention District (CCPD) programs aimed at enhancing community safety and engagement. This update includes the School Resource Officer (SRO) Program, which ensures a strong partnership between law enforcement and schools to promote a safe learning environment. Additionally, updates will be provided on the Home Security and Inspection Program, which offers residents security assessments to help prevent crime, and the Take Home/Silver Alert Program, designed to assist in locating missing or endangered individuals quickly. These programs continue to play a vital role in crime prevention and public safety in Trophy Club.
